Private use of public office for private gain could be a tentative connotation of corruption and most distasteful event of corruption is that it is not there, nor that it is pervasive, but it is socially acknowledged in the global economy, especially in the developing nations. In the present paper we attempt to assess the interrelationship between the Corruption perception index (CPI) and the principal components of governance indicators as per World Bank Governance Indicators like Control of Corruption (CC), Rule of Law (RL), Regulatory Quality (RQ) and Government Effectiveness (GE). Applying Granger Causality Test the study observes a mixed or inconclusive result. Only bilateral causal link between the CPI and CC works for UK, whereas there are unilateral causal links between the CPI and one or more governance indicators working for other countries for France, Japan, China, India, Thailand and South Africa. In no way causalities are observed for USA, Germany and Brazil.

Проблемою нинішнього етапу реформування сфери публічних послуг визнано не-належну якість їх надання. Вирішенню завдань державного управління присвяченіроботи В. Рача, Т. Маматової, в яких пропонується Концептуальна модель визначен-ня вектора розвитку соціально-економічної системи, яку пропонують як методоло-гічний інструмент наукового дослідження. Для інформаційного забезпечення оцінкиякості публічних послуг країн у складі індекс «Ефективність роботи уряду» показни-ка «Якість та ефективність державного управління» В. Кизима запропонував розгля-дати Worldwide Governance Indicators як міжнародний показник.Метою статті є визначення вектора розвитку системи надання публічних послуг вУкраїні за допомогою міжнародної рейтингової системи WGI із використанням кон-цептуальної моделі визначення вектора розвитку соціально-економічної системи, щобула запропонована В. Рачом і Т. Маматовою.За результатами дослідження, проведеного авторами статті з допомогою інфор-маційної системи, яка представлена на сайті Worldwide Governance Indicator у видіWGI Project, згруповані сукупні й індивідуальні показники країн за показникомякості й ефективності державного управління за період 1996 - 2013 роки. Аналіз змі-ни рейтингової позиції України вказав на залежність показників якості державногоуправління між собою, до того ж, найбільш впливові виявилися показники «Якістьзаконодавства (Regulatory Quality)», Стримання корупції (Control of Corruption) таЕфективність роботи уряду (Government Effectiveness). Крім того, відокремилисьетапи, в яких відслідковується ця залежність. Найбільш чітко послідовна залежністьпоказників проявилась на IV періоді (з 2005 по 2009 роки). Результати на інших пері-одах теж не суперечать гіпотезі.Особливості визначення вектора розвитку державного управління в Україні ви-значені з використанням Концептуальної моделі, яку В. Рач та Т. Маматова запропо-нували у вигляді підходу щодо визначення вектора руху соціально-економічної сис-теми, який складається з п’яти етапів:- прогнозування стану бенчмаркінгової системи: система державного управлін-ня країн Європейського Союзу, 2020 рік. Характерні ознаки (функція державногоуправління з надання послуг); основний показник успішності державного управлін-ня (якість та ефективність державного управління);- визначення граничних показників майбутнього стану об’єднаної системи: ре-зультати глобальних міжнародних досліджень Worldwide Governance Indicator (WGI)за Методиками Всесвітнього банку (The World Bank);- окреслення реперної зони: показники країн-членів Європейського Союзу. Показ-ник Якість державного управління (Governance Matters) зокрема у виді рейтингу заІндексом Ефективності роботи уряду (Government Effectiveness);- оцінювання нинішнього стану системи: показник Якість державного управлін-ня, що визначається рейтингами України у 2013 році за індексом Ефективності робо-ти уряду (30-е місце);- спрямування вектора руху системи: для визначення основних положень розвиткуполітичного напряму розвитку щодо спрямування вектора руху України постає завдання дослідження відповідності реалізації функції державного управління в Україні міжнародним нормам і усталеним практикам. В статті доведено, що актуальними до нинішнього часу залишаються положення, що основна функція публічного управління – це функція надання послуг і вона буде характеризувати Економічний адміністративний простір ще упродовж 2010-2015 рр. Дослідження з питання оцінки якості та ефективності державного управління (за даними WGI) дозволило висунути гіпотезу, що для України розрахункові індекси оцінки якості та ефективності державного управління мають чітку послідовну залежність, тому дослідження їх доцільно проводити в комплексі. Також схарактеризовано особливості визначення вектора розвитку системи надання публічних послуг в Україні за допомогою міжнародної рейтингової системи WGI із використанням концептуальної моделі визначення вектора розвитку соціально-економічної системи.

In 2014, the most prominent anti-corruption investigation in Latin America called Lava Jato, exposed a Brazilian corruption scheme with reverberations in 61 countries, resulting in legal judgments for nearly 5 billion USD in reimbursements thus far. This article applies the synthetic control method on data from 135 countries (2002–2018) to test the hypothesis that Lava Jato impacts the Worldwide Governance Indicators in Brazil. The findings reveal that Lava Jato negatively affects control of corruption, the rule of law, and regulatory quality. There are signs of possible improvement in at least the corruption and the rule of law measures. This paper brings value to the criminological body of literature, notably lacking in the Global South.

AbstractIn order to control the spread of the COVID-19 pandemic, during the first wave of the pandemic numerous countries decided to adopt lockdown policies. It had been a considerable time since such measures were last introduced, and the first time that they were implemented on such a global scale in a contemporary, information intensive society. The effectiveness of such measures may depend on how citizens perceive the capacity of government to set up and implement sound policies. Indeed, lockdown and confinement policies in general are binding measures that people are not used to, and which raise serious concerns among the population. For this reason governance quality could affect the perception of the benefits related to the government’s choice to impose lockdown, making citizens more inclined to accept it and restrict their movements. In the present paper we empirically investigate the relation between the efficacy of lockdown and governance quality (measured through World Governance Indicators). Our results suggest that countries with higher levels of government effectiveness, rule of law and regulatory quality reach better results in adopting lockdown measures.

Purpose – This study aims to investigate the impact of governance indices (especially control of corruption) on economic growth in some selected Sub-Sahara African (SSA) countries with a view to making policy recommendations. Specifically, the study attempts to assess whether either governance reforms (especially those relating to control of corruption) or simultaneous policy reforms could have any impact on the growth of the sample SSA countries. Design/methodology/approach – The governance indicators used in this study were drawn from the PRS Group and the Worldwide Governance Indicators for 2002-2009, while the real gross domestic product (GDP) per capita growth data were obtained from the World Bank database. The study covered 47 SSA countries, and it adopted the panel data framework, the fixed effect, the random effect and the maximum likelihood estimation techniques for the analyses. Findings – The study found that political stability and regulatory quality indicators have growth-enhancing features, as they impact on economic growth in the region significantly, while government effectiveness impacts negatively on economic growth in the region. Despite, several anti-corruption policies in the region, the impact of corruption control on economic growth is not very obvious. The study also found that simultaneous implementation of the voice and accountability and the rule of law indicators has more positive impact on economic growth in the region. Both policies are complementary, and, hence, can be pursued simultaneously. Research limitations/implications – The results suggest that reform efforts that aim at enhancing accountability, regulatory quality, political stability and the rule of law have more growth-enhancing features and, thus, should be given more priority over reform efforts that singly address the issue of control of corruption due to the endemic, systemic and ubiquitous nature of corruption in the region. Practical implications – The study suggests that reform efforts that aim at enhancing accountability, regulatory quality and rule of law have more growth-enhancing features and, therefore, should be given more priority. Originality/value – Many previous studies attempted to examine the impact of corruption on economies, but this paper tries to assess the effect of corruption control and other governance indices on economic growth in the most vulnerable region of the world, the SSA. Besides, the study adopts the panel data framework which makes it possible to allow for differences in the form of unobservable individual country effects.

This study aims to analyze the institutional variables of governance in ASEAN 7 developing countries. The independent variables consist of Voice and Accountability, Political Stability and Absence of Violence, Government Effectiveness, Regulatory Quality, Rule of Law and Control of Corruption, while shadow economy is dependent variable. The data used in this study are quantitative data and secondary data by using program Stata 14, the analysis technique used is multiple linear regression panel data. The results show that Voice and accountability has a negative and significant effect on the shadow economy as well as Political stability, Government effectiveness and Control of corruption on the other side. Regulatory quality has a positive and significant effect on the amount of shadow economy. Meanwhile, Rule of law no significant effect on the shadow economy. Underlying the results, the study arranges some policy to reduce negative effect of shadow economy.

Good governance often seems to have accelerated educational performance. Stepping onto the contribution of governance to the education, this paper examines the effect of Worldwide Governance Indicators produced by Kaufmann et al. (1999) on Educational Performance (EP) of Nepal during the years from 1996 to 2018. The six indicators of WGIs: political stability and absence of violence, government effectiveness, voice and accountability, regulatory quality, control of corruption and rule of law are used as independent variables, and the educational performance (student learning achievement and education index) as a dependent variable.  The results, based on the data collected from the secondary sources, derived from multiple-line graphs and the regression model shows that the majority of WGIs insignificantly explained the educational performance across the years. One indicator namely government effectiveness is found as a negative significant predictor of EP. The findings of this study suggest to reform in the existing level of WGIs for the better educational performance.

The objective of this study is to shed some light on the effect of institutional quality on the development of the global sukuk market. Specifically, this study examines the impacts of the institutional quality that adopts three dimensions of the Worldwide Governance Indicators (WGI), i.e., Rule of Law (RL), Regulatory Quality (RQ), and Government effectiveness (GE) on the global sukuk development of the top-five countries of sukuk issuance, i.e., Malaysia, Kingdom of Saudi Arabia, United Arab Emirates, Indonesia, and Bahrain. Drawing on a quantitative study with the data in the forms of global sukuk issuance from 2002 to 2017, panel-data regression (OLS) and General Method of Moment (GMM) were applied. This study showed that RL and GE have a significantly positive effect on sukuk issuance; however, RQ did not influence the development of the global sukuk market. These results imply that a country that is capable to maintain the institutional quality, especially in terms of rule of law and government effectiveness, will most likely be the country that can successfully develop the sukuk market. These results play a crucial role in filling a research gap among previous studies and provide an empirical evidence of the government’s role and its influence on the sukuk development.

The author investigated the nature of institutional quality in the Common Market for Eastern and Southern Africa (COMESA) on the basis of voice and accountability political stability, government effectiveness, regulatory quality, rule of law and control of corruption. The author further investigated the existence of a link between institutional quality and factors of production. The results show that capital, entrepreneurship and foreign direct investment are the major determinants of production of tradable goods in COMESA. In exception of Mauritius and Namibia (currently no longer a member) the rest of COMESA member states have very poor institutional quality. This affects their ability to attract foreign direct investment hence production of tradable goods. Voice and accountability, government effectiveness, rule of law and political stability play a major role in increasing production of tradable goods in COMESA. Foreign direct investment is affected by voice and accountability, rule of law and political stability than any other factors. Availability of raw material is affected by government effectiveness, regulatory quality, political stability, voice and accountability and control of corruption. Capital is very sensitive to issues of voice and accountability and control of corruption and regulatory quality.

Este estudio analiza la corrupción percibida tras las reformas de privatización, teniendo en cuenta el papel del buen gobierno, en 22 países europeos entre 2002 y 2013. Un primer análisis inicial no revela cambios relevante en la corrupción percibida después de las reformas de privatización, pero estos resultados son moderados por la calidad del gobierno (governance). En general, los resultados empíricos sugieren que la corrupción es menor cuando el nivel de buen gobierno se incrementa, el cual afecta a la corrupción percibida después de que se llevan a cabo privatizaciones de empresas públicas. Concretamente, la rendición de cuentas, la efectividad del gobierno en la aplicación de políticas públicas, la calidad de la regulación, el Estado de Derecho, y los mecanismos de control de la corrupción son esenciales para su prevención tras las reformas de privatización. This study analyzes perceived corruption following privatization reforms, taking into account the role of governance quality in 22 European countries from 2002 to 2013. Initial analysis did not reveal significant changes in perceived corruption after privatization reforms, but the results are moderated by governance quality. In general, the empirical findings suggest that corruption is lower when the quality of governance increases, and it additionally affects perceived corruption after privatization reforms. Concretely, accountability, government effectiveness, regulatory quality, the rule of law, and control of corruption mechanisms are essential to prevent corruption after privatization.

A vast literature in the field of public organizations has analyzed several factors of the compensation of government senior managers. However, the institutional factors associated with high levels of compensation of public managers are hardly known. In particular, studies about the possible relation between factors of governance and compensation of public managers are scarce. The statistical evidence here reveals that in the OECD countries, high levels of compensation for central government senior manager (standardized with GDP per capita) seem to be associated with low government effectiveness, low regulatory quality, low freedom, low rule of law and control of corruption (in short, bad governance). These results suggest insights for general reforms of governance aimed to support equitably levels of compensation of public managers and efficiency of public institutions.
