Russian Engineering Industry in International Economic Links System

The place of Russian engineering in international trade-production ties system is defined, its position relative to the leading world engineering centers is evaluated, the main directions of foreign relations are analyzed. It is concluded that up to date, for the most part, Russia has taken a stand of an “assembly-room”, typical for countries of medium development level. However, for a dynamic economy development, it needs a potent machine-building complex.

In the context of a rapidly changing economic reality, the management of large industrial complexes at the macro level has been become increasingly complex and difficult to predict. Directly, the ability to find, create, and combine new and existing conceptual foundations of management policy that have not been used before, but take into account the trends and features of certain socio-economic systems provides an opportunity to develop and create a flexible, adaptive management competitive mechanism that allows, depending on the circumstances, both to re-develop the system from the inside and adjust it to the existing conditions of the macro-environment. Thus, management becomes the main strategic resource that ensures the competitive advantage of the socio-economic system, as well as its’ “survival”, adaptation, transformation and development. The machine-building complex of the Republic of Belarus is an example of a multidimensional volumetric socio-economic system that requires large management costs to increase and strengthen its competitive capabilities and potential. This article is devoted directly to the development of methodological tools for managing the competitiveness of the machine-building complex of the Republic of Belarus, taking into account the features and conditions of its functioning.

International economic activity occupies a special place in a complex system of the global economic relations. It reflects the mutual economic dependence of trade and economic activities of different countries of the world. The significance of the development of international economic performance of each country is growing. The purpose of the article is to determine the current state and trends of international economic performance of Ukraine, taking into account changes in the external environment. SWOT-analysis was introduced to identify strengths, weaknesses, opportunities, threats and ways to overcome weaknesses, solve problems in international economic activity, use strengths and opportunities. International economic activity is a powerful factor in the development of the country's economy and has a significant potential in regard of natural, economic and human resources, but the study has also revealed problems and negative trends. To identify trends in the effectiveness of the country's international economic activity, export-import performance indicators for 2019, 2020 and similar indicators for 2013 were analyzed. In 2020 a decline in exports in the machine-building industry is observed. Furthermore, the exports are dominated by the raw material component. The growth rate of exported goods refers to industries with a small share of value added. At the same time, imports are dominated by high-tech products, indicating a lack of strategy of technical and technological development, which leads to the deindustrialization of the country, which is a significant threat to the economy of Ukraine as a whole and its international economic activity. In the context of economic globalization, the importance of international economic relations is growing. To increase the efficiency of international economic performance it is crucial to address a number of domestic issues: stabilization of political situation, termination of military actions in the east of the country, overcoming corruption, ensuring technical and technological development, implementation of innovations at enterprises, development and implementation of multi-vector strategy, implementation of the strategy of public diplomacy in order to build a positive image of Ukraine. Further research will focus on assessing the effectiveness of international economic activity, identifying threats to national competitiveness and elaborating recommendations for overcoming them.

This paper analyses the forces at the base of the formation processes of international economic institutions following the fundamental New Institutional Economics (NIE) approach. In particular, the paper assumes that new international economic institutions respond to a principle of procedural rationality. This principle indicates that the formation of institutions takes place in an environment dominated by the bounded rationality of agents that produce institutions based on procedural knowledge accumulated over time. Particular attention is dedicated to the relationship between institutional innovation and economic growth. Specialized institutions stem from this relation, on par with the real economy, and generate more and more complex institutional systems. Within the institutionalist approach to the formation of institutions, the paper highlights Aoki's concepts on "institutionalized linkages" and "institutional complementarity"; these concepts are then correlated to Schelling's "strategy decomposition" concept; subsequently the forces that lead to institutional changes (Aoki and North) are analyzed. Specifically, in light of North's approach, conditions are analyzed that determine changes in institutions governing international trade relations deriving from changes in some structural dimensions such as relative price systems. These changes are possible since governments can renegotiate original agreements giving rise to compensations.

Разработана концептуальная модель перспективного развития машиностроительной отрасли в условиях неиндустриального развития экономики России. The article is devoted to the study of the problems of the development of the engineering industry in the conditions of the development of the neo-industrial economy of Russia. The relevance and importance of the development of the engineering industry as the basic industry for the development of the entire Russian economy is justified. A study of statistical data reflecting the current state of development of the engineering industry has been carried out. A conceptual model of the promising development of the machine-building industry in the conditions of the neo-industrial development of the Russian economy has been developed.

The essence of the concept of "product competitiveness" is considered. The factors of competitiveness of products of machine-building enterprises on the international market are systematized. Based on the systematization of quantitative and qualitative methods of assessing the level of competitiveness, a step-by-step method for mechanical engineering enterprises is proposed. The state of the machine-building complex of Ukraine is considered. The dynamics of factors of international competitiveness of machine-building enterprises is analyzed: number of enterprises by machine-building branches; volume of sales and production of machine-building products; shares of mechanical engineering products in domestic exports; capital investments of enterprises in the fields of mechanical engineering. As a result of diagnosing the factors, a PEST-analysis of the domestic machine-building complex with the division of factors into political, economic, social and technological was carried out. It is established that machine-building enterprises of Ukraine have a low level of competitiveness in international markets due to a number of negative factors, the key of which are: insufficient demand in foreign markets, high dependence on fluctuations in resource prices (economic); imperfect legislation, the war in eastern Ukraine (political); technological and moral obsolescence of products and fixed assets, high energy consumption and low productivity, low costs of R&D (technological); lack or outflow of qualified manufacturers abroad, low wages, low motivation of job seekers to employment in the field of mechanical engineering (social). Measures to increase international competitiveness which are proposed include following: preferential lending; revival of basic and applied science; reforming the legal regulation of intellectual property; ensuring compliance of products with European technical regulations. Prospects for the development of domestic engineering: digitalization, development of robotics, technology of Industry 4.0, infrastructure of technology parks.
