In the context of a rapidly changing economic reality, the management of large industrial complexes at the macro level has been become increasingly complex and difficult to predict. Directly, the ability to find, create, and combine new and existing conceptual foundations of management policy that have not been used before, but take into account the trends and features of certain socio-economic systems provides an opportunity to develop and create a flexible, adaptive management competitive mechanism that allows, depending on the circumstances, both to re-develop the system from the inside and adjust it to the existing conditions of the macro-environment. Thus, management becomes the main strategic resource that ensures the competitive advantage of the socio-economic system, as well as its’ “survival”, adaptation, transformation and development. The machine-building complex of the Republic of Belarus is an example of a multidimensional volumetric socio-economic system that requires large management costs to increase and strengthen its competitive capabilities and potential. This article is devoted directly to the development of methodological tools for managing the competitiveness of the machine-building complex of the Republic of Belarus, taking into account the features and conditions of its functioning.

Abstract The results of studies of the noise of power transformers at the enterprises of the machine-building complex are presented in this paper. The causes of the noise of power transformers are identified, the analysis is made, and the main design indicators affected the increase in the sound power level of high-voltage converters are determined. Based on the analysis of design indicators, organizational and technical measures are proposed for improving reliability and accident-free operation of power transformers, as well as reduction of the noise level of power transformers.

The article determines and systematizes the existing obstacles to the development of competitiveness of enterprises in the machine-building industry of Ukraine. One of the most important problems facing the domestic economy is to ensure stable economic growth not only in the raw materials industries, but above all, in the leading industries of the industrial complex, whose center of gravity is the machine-building industry. Machine-building complex – one of the leading in the industry of Ukraine, which integrates a system of research, design and technological organizations; It is engineering determines the socio-economic and technological and technological level of state development, the competitiveness of its productions. Effective functioning and maintenance of a high level of competitiveness, is important for modern Ukrainian machine-building enterprises. The article investigates the main constraints of competitiveness of enterprises of the machine-building industry of Ukraine, which related to change, connections and competition.The development of mechanical engineering under the influence of various factors is not predictable, not by plans and programs, which are formed by governments taking into, account the needs of industrial products and the requirements of globalization of the world economy. It is accompanied by accumulation of problems that adversely affect the development and general condition of machine-building corporations. The situation is worsening with a decrease in the time span between global crises, which adversely affect the state of the national economy of Ukraine and the types of economic activity. Despite the negative trends that are observed in industry and in machine building, there is a possible directions of solving the existing obstacles and restrictions.

The article defines the main factors of increasing the competitiveness of the machine-building complex in the integration economic area. The relationship between the factors of comparative competitive advantages of export-oriented engineering production and the structure of commodity exports is presented in the article. A methodology for assessing the competitiveness of the machine-building complex is proposed, which is focused on determining its comparative advantages in prospective segments of export commodity groups. The results of testing the methodology on the basis of statistical data of export segments of the commodity groups of machine-building industry in the CIS countries are presented.

Described “8D” to solve the problems of logistics and quality at the machine-building complex. The technique is designed for organizations operating in the B2B market in the supply chain. Software based on 1C Enterprise allows you to apply the technique of 8D to identify the root causes of the discrepancy and to develop measures to address them in order to prevent recurrence. Standardizing this technique and implementing it through appropriate software used by organizations throughout the supply chain is a productive tool for achieving economic benefits.

The ways to build an effective organizational and economic mechanism for managing the logistics activities of machine-building enterprises are considered in the article. A theoretical definition of the concepts of logistics activity and logistics system are provided, taking into account their complexity and multidimensional nature. The concepts are defined taking into account the specifics of industrial enterprises. The development of the engineering sector of the national economy was analyzed. It was determined that the machine-building complex is in crisis, which is associated with the loss of links between production cooperation, and the need to enter the new markets of the European Union, the standards of which do not correspond to the quality indicators of the manufactured machine-building products. Accordingly, among the priorities of engineering enterprises, it is determined to ensure the renewal and modernization of production capacities, which is complicated by the financial and economic policies of the country as a whole. Therefore, ensuring the competitiveness of engineering enterprises depends on building effective organizational and economic mechanisms for operational activities. A key element of the operational activities of machine-building enterprises is logistics activities. Therefore, the issues of establishing the organizational and economic support of the logistics systems of the machine-building complex are of high relevance. The separate functions of logistics activity as the operational process of economic entities are defined in the article. Separate elements of logistics activity are described and structured, and defined as a single operating system. The algorithm for the building of the organizational and economic mechanism for providing the logistics system was determined taking into account the specifics of the machine-building complex.

The author has developed an organizational model of a single geoinformation industry space, the implementation of which will strengthen the industrial potential and implement national projects in the field of industry.

The article notes that, despite the technological lag behind the advanced countries and signs of technological dependence, the machine-building complex of Belarus remains the most important industry in the country with the active development of agricultural and transport areas. The issues of adapting production to the needs of tomorrow are considered, which is especially important for such a key industry as mechanical engineering. The initial reasons for the current situation are identified and analyzed. It is noted that in the end they provoked a catastrophic regression of the domestic economy and a threat to national sovereignty. Ways out of the current situation are outlined, which may be an industrial revival of industry based on the creation of efficient production facilities, the creation of fundamentally new world-class products, primarily machines, equipment, electronic devices. equipment, high-efficiency technologies, search for energy saving reserves, development of new sales markets. Variants of strategies for the implementation of these directions are proposed in relation to the conditions of Belarus.
