Aim: The aim of the study was to explicitly develop a methodology of delineation of natural Protected Designation of Origins (PDO) terroir regions for Austria, where PDO viticulture regions reflect natural conditions only in a formal manner.Methods and results: There is increasing competition in the wine market from globalized trends, where the European Union (EU) and non-EU wine producers have adopted different market strategies to promote their wines and gain larger market share. The EU has therefore established protective agricultural product categories such as PDO and Protected Geographical Indication (PGI) based on the terroir concept which contrasts with USA strategies. Here, we first collected and derived as many as possible relevant physical geographical data for a total of 66,673 officially registered vineyard areas in Burgenland (Austria). Next, we applied factor analysis to these data with the aim to shrink their size and reduce their dimensionality. For each vineyard plot was derived a factor score which was used for performing k-means clustering. The best count of clusters, k-parameter, was estimated using five internal validity indices. Five homogenous management zones were created as a result of clustering. Correctness and accuracy of the clustering was evaluated by multidimensional discriminant analysis. The final zones were compared to current Districtus Austriae Controllatus (DAC) of Burgenland.Conclusion: It was found by the comparison of DAC regions of Burgenland and our drafted zones that some of the DAC regions do not respect natural terroir zones, while these regions were created as PDO regions which should respect their natural terroir.Significance and impact of the study: The presented methodology can be applied all over Austria and, with some modifications caused by different input data, to each EU member country where it is necessary to revise PDO regions’ borders.

Aluminium is a metal of high economic importance for the European Union (EU), presenting unique properties (e.g., light weight and high corrosion resistance) and with applications in important sectors (e.g., transportation, construction and packaging). It is also known for its high recyclability potential, but relevant losses occur in its life cycle, compromising the amount of aluminium available for secondary production. A novel methodology that allows the identification of these losses and their impact on the aluminium flows in society is the MaTrace model. The objective of this article is to perform a dMFA of the secondary production of aluminium in the EU technosphere using the modified version of MaTrace, in order to estimate flows of the metal embedded in 12 product categories. Twelve scenarios were built in order to assess the impact of changes in policies, demand and technology. The flows were forecasted for a period of 25 years, starting in 2018. The results of the baseline scenario show that after 25 years, 24% of the initial material remains in use, 4% is hoarded by users, 10% has been exported and 61% has been physically lost. The main contributor to the losses is the non-selective collection of end-of-life products. The results of the different scenarios show that by increasing the collection-to-recycling rates of the 12 product categories, the aluminium that stays in use increase up to 32.8%, reaffirming that one way to keep the material in use is to improve the collection-to-recycling schemes in the EU.

In a 2012 Communication, the European Commission described the current approach to social security coordination with third countries as ‘patchy’. The European Commission proposed to address that patchiness by developing a common EU approach to social security coordination with third countries whereby the Member States would cooperate more with each other when concluding bilateral agreements with third countries. This article aims to explore the policy agenda of the European Commission in that field by conducting a comparative legal analysis of the Member States’ bilateral agreements with India. The idea behind the comparative legal analysis is to determine whether (1) there are common grounds between the Member States’ approaches, and (2) based on these common grounds, it is possible to suggest a common EU approach. India is taken as a third-country case study due to its labour migration and investment potential for the European Union. In addition, there are currently 12 Member State bilateral agreements with India and no instrument at the EU level on social security coordination with India. Therefore, there is a potential need for a common EU approach to social security coordination with India. Based on the comparative legal analysis of the Member States’ bilateral agreements with India, this article ends by outlining the content of a potential future common EU approach.

The commitment of the European Union (EU) to Corporate Social Responsibility (CSR) is projected into EU law about annual reporting by businesses. Since EU member states further develop this framework by their own domestic laws, annual reporting with CSR information is not unified and only partially mandatory in the EU. Do all European businesses report CSR information and what public declaration to society do they provide with it? The two main purposes of this paper are to identify the parameters of this annual reporting duty and to study the CSR information provided by the 10 largest Czech companies in their annual statements for 2013–2017. Based on legislative research and a teleological interpretation, the current EU legislative framework with Czech particularities is presented and, via a case study exploring 50 annual reports, the data about the type, extent and depth of CSR is dynamically and comparatively assessed. It appears that, at the minimum, large Czech businesses satisfy their legal duty and e-report on CSR to a similar extent, but in a dramatically different quality. Employee matters and adherence to international standards are used as a public declaration to society more than the data on environmental protection, while social matters and research and development (R&D) are played down.

Abstract This article develops the concept of the monopoly of jurisdiction of the Court of Justice of the European Union (CJEU) through the analysis of the case study of the Investment Court System (ICS). By providing a general framework over the criteria that have been developed by the Court, the work sheds light on the controversial principle of autonomy of the European Union (EU) and its implications to the EU’s external action. The work intends to be both pragmatic and analytical. On the one hand, the criteria are extracted as operative tools from the jurisprudence of the CJEU and then used in the context of the validity of the ICS. This provides the reader with some definitive standards that can then be applied to future cases whenever a question concerning autonomy arises. On the other hand, the article questions the reasons behind the idea of the monopoly of jurisdiction of the CJEU, advancing a concept of autonomy of the EU as a claim for power and critiquing the legitimacy and coherence of its foundations. Both dimensions will hopefully help to provide some clarity over the meaning of autonomy and the monopoly of jurisdiction, while, at the same time, promoting a larger discussion on its impact on the external action of the EU.

AbstractWhile humanitarian intervention in cases of state instability remains a disputed concept in international law, there is consensus in the international community over the need to provide protection to refugees, one of the corollaries of such instability. Using the European Union (EU) as a case study, this article takes a policy perspective to examine competing conceptions of both 'responsibility' and 'protection' among EU Member States. Responsibility can be seen either as the duty to move refugees around the EU such that each Member State takes its fair share, or the duty to assist those Member States who receive the highest numbers of migrants due to geography by way of practical and financial help. Similarly, protection can imply that which the EU offers within its boundaries, encompassed within the Common European Asylum System, or something broader that looks at where people are coming from and seeks to work with countries of origin and transit to provide protection outside the Union and tackle the causes of forced migration. Whether one or both of these concepts comes to dominate policy discourse over the long-term, the challenge will be to ensure an uncompromised understanding of protection among policy-makers.

AbstractApplication of The Common Agricultural Policy (CAP) of the European Union implies the existence of a single market (without customs duties on mutual trade), the community’s priority in meeting the needs for agricultural products (protection against imports) and the existence of financial solidarity (joint financing). Joining the European Union for new member states implies the termination of the implementation of the existing national agricultural policy and the the beginning of the implementation of the CAP. Although membership in the European Union implies many advantages, the period after joining this community can be quite economically unstable for some countries. One of the most significant problems is an increase in agricultural product prices and a rise in the general price level (inflation). The above can be confirmed by a simple empirical analysis of the economic indicators of the countries that joined the EU together in the period from 2004 until 2007.

Russian-speaking communities in the member states of the European Union (EU), especially the Baltic States and Germany, have earned special attention, in recent years, as subjects of important integration policies, on one hand, and the main targets of Russia’s propagandist efforts, on the other. Because a significant part of Russian-speaking communities accepted these efforts, questions were raised concerning the effectiveness of previous integration policies to strengthen the national identity and invoke a feeling of political togetherness. Thus the factors fostering and triggering integration and the relations between civic and ethnocultural components of integration are of wide interest. This paper presents a case study of Latvia, as a country with the highest share of Russian-speaking citizens among the EU member states and a clear prevalence of ethnocultural components in its integration policies in recent years. The study examines the successes and failures of the integration policies of Latvia during the last twenty-five years, using mainly direct observations and sociological data collected during the last twenty years. The results show that language knowledge, citizenship status, and socioeconomic conditions play an important role in integration. In addition, these factors appear more effective with development of inclusive political practices and civil society structures, cooperative discourse, and facilitation of mutual trust between ethnolinguistic communities.

Instruments promoting rural development have been implemented by many countries. Areabased payments for farmers allocated under the Common Agricultural Policy constitute one of such instruments in the European Union. The support system for rural areas, including the size of the declared reference parcels, is monitored as part of the cross-compliance mechanism. Parcels with unfavorable landuse patterns are more difficult to farm. According to estimates, more than 30% of agricultural farms in Poland fall into this category. This study proposes a universal algorithm for controlling the information submitted by farmers in payment applications. More than 76,000 applications were analyzed, and farms with the defective spatial structure of land were randomly selected. The results show that most errors occur in the case of land parcels situated the farthest from a farm holding (declared in the application), but the analysis revealed no strong correlation in this respect.

For the East Central European Countries (ECE), the membership in the European Union also meant an entry into the foreign aid donor community. To understand the international development policy change in over a decade and a policy divergence among the ECE countries that have started from relatively similar situations, this article offers the case study of Lithuania and the analysis of domestic policy actors, namely the non-governmental development organizations (NGDOs) as one of the policy change facilitating factors. It provides an empirically-rich account of how Lithuanian NGDOs participate in the national foreign aid policymaking and explains factors that affect Lithuanian NGDOs’ capacity to influence government decisions. Szent-Ivanyi’s and Lightfoot’s theoretical model guided the analysis of the Lithuanian NGDOs umbrella organisations composition and power relations, their organizational capacities, foreign donor assistance and attitudes of the state actors. The article concludes the limited, yet increasing Lithuanian NGDOs’ role in shaping Lithuanian foreign aid policies, as undermined as they are by the chronic lack of resources to fund advocacy from national sources and the dependency on the EU project-based funding. Consequently, these circumstances constrain the NGDO Platforms’ focus mostly on the EU development agenda and therefore mimic the European NGO networks’ policy agenda. The lack of capacities among the NGDOs to adapt a European policy agenda to the national foreign aid policy reality makes it of limited relevance to the policy makers domestically.

In an era of increased globalisation, the need for a sense of belonging and an identity is becoming more pressing. The way nations form images of others and, conversely, conscious or unconscious images of themselves is becoming increasingly important as these images impact on public opinion and on political and decision-making discourse. With the development of supranationalism in Europe, the age-old notion of European identity has come more and more to the fore. Conflicting interpretations and a general disinclination to consider the matter leave the notion of European identity as polysemic as ever. Furthermore, the expansion of the EU has contributed to blurring this notion, so much so that in the collective psyche, it has become closely linked to the membership of the European Union and it is proving sometimes difficult to dissociate one from the other. In this context, the debate surrounding Turkey’s membership of the EU gives an insight into prototypical and stereotypical representations of Europe. As the controversy has been particularly salient in France, the aim of this study is to explore the European self-conceptions and images of the other through the example of France’s opposition to Turkey’s membership of the EU. For this purpose, opinion polls and the Press will be used as forms of narrative in order to highlight these representations and how they have evolved in time. The first part of the study will concentrate on the arguments put forward to justify the opposition to Turkey joining the EU. The second part will then evaluate how the image of the other contributes to the prototypical representation French citizens have of Europe.
