The society development depends directly on the state and evolution of scientific environment, its organizational structures. Academic libraries play the leading role in academic communications, performing functions of informational centers, expanding significantly the field of researchers’ information activity and informational security. Libraries of the Russian Academy of Sciences experienced several stages in their development in 1992-2016, which was defined both by socio-political, socio-economic, legal transformations, and changes in the organizational-administrative model to manage scientific institutions in the country. The development of the library fund of scientific institutions passes several stages: · 1990s - stocks are formed mainly with traditional resources; · early 2000s - stocks structure includes remote access license resources along with traditional carriers; and open access resources - into the servicing system. The authors revealed main trends of stocks development based on results of a brief analysis of the library stocks formation of the Siberian Branch of the Russian Academy of Sciences (SB RAS) in 1992-2016: the united fund created in previous decades breaks up into elements, is atomized, centripetal tendencies are replaced by centrifugal ones, the model of centralization changes, books’ share in the collection of traditional paper editions raises in stocks; it is observed a transition from the acquisition of printed versions of periodicals and special kinds of literature (standards, descriptions of inventions, etc.) to promoting their remote access; SB RAS’ resource base includes licensed electronic resources of remote temporary access and various types of open access scientific information to meet needs of scientists and specialists.

The authors discuss the study findings and the Library’s experience in integrating open access resources into the resource base of the information support offered to Siberian researchers and scholars. The dynamic technology of resources organization and use calls for continuous monitoring of the open access resources. Using the open access resources as an object of collection development improves the effectiveness of user services and preservation of socially significant content which impacts the libraries’ importance within the system of scientific communications. The library collection as a library’s strategic element is transforming with widening the formats, generic and specific limitations, and integrating traditional collections with the open access resources. This results in the sophisticating organizational and technological model of collection development. The efficiency of integrated open access library services demonstrate the users’ interest to and demand for them. The open access resources have been being increasingly included into the relevant collection development at the academic libraries. The systematic collection of open access resources can operate as a compensational technological system against other expensive resources. Integrating the open access resources into the collections of the State Public Scientific and Technological Library of the Russian Academy of Sciences Siberian Branch proves to be naturally determined and impacts the prospects for collection development.

Academic libraries in the region are organized according to the territorial and departmental principles as components of variously directed in their activities scientific centers of the Siberian Branch of the Russian Academy of Sciences (SB RAS). In the context of transformation of institutional management system, it is important to proceed with information and methodical support, rendered by SPSL SB RAS to SB RAS libraries. Besides, information support of educational and scientific interests of scholars and specialists needs higher level of integration of resources and service technologies for academic, university and regional scientific libraries, and this direction requires comprehension on the part of the library community.

The author considers the problem of including unpublished digital scientific documents published on the websites of scientific institutions of the Russian Academy of Sciences (RAS) in the system of library and information services. The paper describes the study of this class of information objects conducted in May — June 2020 on 200 websites of academic institutions of social and humanitarian profile. The author discovered the unpublished scientific materials of socio-humanitarian profile on the websites of 158 institutions; five institutions had no websites or did not work; and 37 websites didn’t have the materials the author was looking for. The research is based on the data included in the Navigator of information resources on social Sciences (NIRON), developed at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences (INION RAS). The author proposes classification of unpublished documents, which includes both well-known types of scientific documents, such as dissertations and reports on research work, which processing is regulated, and new types, specific for modern scientific communication, such as overviews on activities of institutions and scientific departments. In total, the described class of unpublished scientific documents consists of 10 types, some of them are divided into subtypes. The paper discloses the quantitative data of the conducted accounting, including distribution of documents by the retrospective depth. For scientific reports, the author made the comparison with the data on reports in the Unified state information system for recording the results of research, development and technological works for civil purposes. The article analyses the specific features of presenting different types of unpublished scientific materials on the websites. The author proposes to include these documents in the service system using the information-reference system. When designing such a system, many controversial issues arise, in particular: the problems of metadata, the choice of subject classification, determination of the exact composition of unpublished digital scientific documents, unification of the retrospective depth, the feasibility of their reworking and editing for unification, inclusion of unpublished documents in bibliographic databases and lists, and the possibility of using them in the anti-plagiarism system. These and other problems require further research and solutions.

The task of creating an open access repository for social sciences in the framework of the development of the information system of the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences (INION RAS) is formulated. The repository is to acquire and store he programs of workshops, webinars, conference and symposia as well as the presentations and paper abstracts. The findings of the study of open materials science events loaded to the websites of RAS scientific institutions of social and humanitarian profile as potential sources of information for the Repository are cited. For 2019–2020, over 1,2 thousand events held by more than 100 academic institutions were selected. Distribution by the number of events, their categories and status, topics, and type of available materials is given. The data supports the Pareto principle: 20% institutions hold up to 70% events. Thirteen scientific event types are specified, with 5 most popular of them accounting for 90% events with the leading disciplines of history, economics and literary studies. The available materials are unified and their 16 types are specified. Distribution by the number of events, their categories and status, topics, and type of available materials is given. The possibility for using these materials in various information and library services, building e-libraries and union bibliographic databases, and current and advanced selective information awareness services, is discussed.

In the article, the authors proposed the concept of developing and introducing into the clinical practice the technologies of personalized medicine, and first of all, genomic as well as other «omics» technologies. These are the stages from the choice of the problem, which is solved by personalizing the management of patients on the basis of genomic studies to the formation of a model for the introduction of personalized medicine technologies into clinical practice. The role of medical organizations of the Ministry of Health and scientific institutions of the Russian Academy of Sciences in all the proposed stages is presented.

In the context of the active development of information and communication technologies and a changing society in the XXI century, it becomes relevant to comprehend the experience accumulated by the scientific libraries of the Russian Academy of Sciences, which have experienced serious organizational and structural transformations that affect the formation of their ideological and resource base, the construction of adequate models for the organization, preservation, use and promotion of their resources.  The article objective is to present the history of forming scientific institution libraries in Siberia and the Far East, emerging and developing the library system of a department of the USSR Academy of Sciences – the Siberian Branch of the USSR Academy of Sciences – Russian Academy of Sciences (SB USSR AS and SB RAS) in 1920–2020 to determine further trends in their activities. To carry out the work, the author used such techniques as statistic, system and factor analysis, modeling, forecasting. The main tasks of the library system of the Siberian Branch of the Russian Academy of Sciences (as well as other libraries of RAS) were to provide information for scientists and specialists of research institutions and preserve the historical, cultural and scientific heritage of the Russian Academy of Sciences. Disintegration of the network connections, the model destruction of centralizing the library community of the Russian Academy of Sciences, which has occurred recent years, required the development of new models of interaction between libraries and adjustments of their functions in the scientific and information space of the region. The authors represents reasoning about the trends in the further development of the libraries of RAS, SB RAS and SPSTL SB RAS as the central library of the system.

On the basis of a wide range of sources, the research analyzes the history of the study of permafrost in the territory of the European Northeast of Russia in the first half of the 20th century. The documentary sources revealed in the Archive of the Russian Academy of Sciences (Moscow), the National Archive of the Komi Republic (Syktyvkar), the Scientific Archive of the Komi Science Center of the Ural Branch of the Russian Academy of Sciences (Syktyvkar), the Vorkuta Museum and Exhibition Center (Vorkuta) are introduced into the scientific use for the first time. The 1920s became the period of the birth of a new scientific direction – permafrostology. This science gave an impetus to the systematic study and development of the North and the Arctic. The beginning of systematic geocryologic studies was connected with the development of the European Northeast in the 1920s–1930s. It has been determined that the USSR Academy of Sciences played the leading role in carrying out these studies: it organized special scientific expeditions for studying the cryolithozone of this region. The main results of the studies and their motives interconnected with the government’s interests in the development of valuable northern mineral resources are shown. The results of the expeditions were conclusions about the possibility of constructing large industrial facilities in the regions of the explored reserves of natural raw material resources. Following scientists’ recommendation, the industrial development of the Pechora coal basin and the colonization of the polar region began. The climatic and natural features of the region demanded stationary scientific research in the field of design and construction. The Vorkuta Research Permafrost Station (VRPS) (1936–1958), created under the supervision of the USSR Academy of Sciences, began to carry out this research. Today, the history of this station’s activities is poorly studied. The article presents the main directions of VRPS research: engineering permafrostology and general issues of permafrost studies. The staff of the station were researchers of the Committee on Permafrost Studies of the USSR Academy of Sciences and scientists from among prisoners of GULAG. The role of the staff who made a great contribution to permafrost studies is shown. Under the leadership of the scientists of the station, on the basis of their techniques, large industrial structures of Vorkuta District and Vorkuta, among them the first railroad in the conditions of permafrost, were designed. The conclusion is drawn on the leading role of scientists of the USSR Academy of Sciences in carrying out studies of permafrost soil in the European Northeast in the first half of the 20th century which became the basis in the successful solution of construction problems in the Arctic territory.

Changes taking place in the society have a significant impact on libraries functioning. The areas of activities of scientific libraries that provide information support to scientists and specialists are expanding and modifying, which requires upgrading professional competencies of employees, causing constant professional development of their human resources and intensifying methodological support of activities. The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), being the scientific and methodological center of the Siberian Branch of the Russian Academy of Sciences (SB RAS) libraries, initiated work on elaboration of a concept for developing human resources of libraries included in the library system (59 libraries of local library subsystems of Novosibirsk, Buryat, Irkutsk, Kemerovo, Krasnoyarsk, Omsk, Tomsk, Tyumen and Yakutsk scientific centers). The article presents a draft concept proposed for discussion, which provides characteristics of the current situation. The concept defines goals, objectives, principles, directions, mechanisms, organizational and functional structure, targets for the development of human resources potential of SB RAS libraries, as well as vectors of development of SPSTL SB RAS methodological work with the staff of libraries of research institutions. Attention is paid at the development of vertical and horizontal coordination relationships (organizational, functional, methodological and technological), a set of measures is determined that are to ensure the project implementation and the set of goals achievement, lists of librarians’ competencies are proposed. Based the results of the discussion of the document in the library community, elaboration of the strategy for the human resources of SB RAS libraries development is planned, which implementation will increase the efficiency of information support for the scientists and specialists of scientific institutions.
