On the basis of the content analysis of substantial filling of repositories of participating libraries of network of educational libraries, key indicators of activity of library institutions of institutions of the higher pedagogical education in the context of respect for the principles of open science are considered. Scientific metrics of the above principles are given, determining scientific searches in line with differentiation of the typical composition of the institutional repository digital content in accordance with the following requirements: determination of quantitative indicators of scientific and educational materials loaded into repositories; Establishing the structure of funds, sub-funds, thematic collections and institutional repositories; Identification of their distribution on the Internet. On the basis of the established sample of libraries of higher educational institutions, general statistical indicators of the typical content of institutional repositories are established and presented. The activities of scientific libraries of higher educational institutions in the process of improving the presentation of user and analytical services in the content, which will promote published documents, will make it possible to monitor the number of views and downloads of documents in institutional repositories. Viewing the web pages of institutional repositories of libraries confirmed the author’s statement: library structures form and technologically accompany the process of meaningful formation of institutional repositories by means of developing thematic electronic collections, expanding the base of educational resources and recording the results of scientific research in the public domain. So, in the structure of information support for training and scientific research in institutions of higher pedagogical education carried out by library structures, we observe two innovative trends: traditional communication channels of perception of the library institution are expanded in accordance with modern requirements and principles of open science, in particular, through an increase in the typical composition of digital content and a modification of the information and analytical range of activities of scientific libraries of institutions of higher pedagogical education.

The aim of the article was to analyze the state of knowledge of the following plants: Heteropappus altaicus (Willd.) Novopokr., Solidago dahurica L., Leucanthemum vulgare Lam., Tripleurospermum inodorum (L.), Antennaria dioica (L.) Gaertn., Leontopodium conglobatum (Turcz.) Hand.-Mazz. and Geranium eriostemon Fischer., G. pratense L., G. wlassowianum Fisch. ex Link. (Geraniaceae).Materials and methods. To compile the review, the information from the following scientific open and available literature sources placed in scientific libraries of institutions, in electronic databases and search systems, was used: floristic summaries “Flora of Siberia”; “Flora of Central Siberia”; Electronic library of the Siberian branch of the Russian Academy of Sciences; Elibrary; PubMed; Scopus; CyberLeninka, Google Academy; The Plant List, Global Compositae Checklist. The search carried out, was based on the publications for the period of 2009-2020, on the information requests for names of families and subfamilies, names of plant species, biologically active compounds in English, Latin and Russian.Results. A comparative analysis of morphological characters, common species names and the synonyms for the listed species, has been carried out. The studied objects are characterized by the presence of polyphenolic compounds and substances of a triterpene structure, in particular, flavonoids, hydroxycinnamic acids, tannides. In addition, the representatives of the Asteroideae subfamily (Asteraceae) show the accumulation of essential oils, and the representatives of the Geranium genus (geranium) show the accumulation of anthocyanins. The spectrum of the pharmacological activity includes anti-inflammatory, choleretic, antimicrobial, antispasmodic and other types of effects.Conclusion. The presented review makes it possible to arrive at the conclusion about a certain knowledge level of the regional representatives of the Asteroideae subfamily and the Geranium genus. This determines the prospects of these plant objects for further pharmacognostic and pharmacological research and the creation of drugs on their basis – the sources of polyphenolic compounds.

For the first time, the findings of the comprehensive study of the contribution of military scientific libraries to the First All-Russia Congress of Libraries held on June 1-7, 1911, are published. The study was based on archival and prerevolutionary published sources. Four participation forms are distinguished: 1) preparation for the congress (leading role in various commissions organizational, preparatory commission for academic and special libraries, presidium of the section of public, academic and special libraries, as well as in the development of questionnaires for academic libraries); 2) work at the congress (speeches delivered by A. R. Voynich-Syanozhentsky and S. D. Maslovsky, discussions, chairing sections, secretarial responsibilities at the sections); 3) activity at the exhibition (presentations); 4) analysis and evaluation of the congress and its results. The study enabled to specify, systematize and significantly expand the knowledge of the role of military scientific libraries in preparation, organization and work of the First All-Russia Congress of Libraries. The historical experience of joint efforts of military and other library types evidences on the efficiency of such cooperation and the need to use it at the present stage.The findings will be useful for the professionals at military scientific and scientific libraries developing cooperation, as well as for researchers investigating into the history of military libraries, and organizers of library events, e.g. congresses, forums, congresses, symposia, assemblies.

The article considers the history of foundation and development of scientific libraries in Yakutia. In many ways, the opening of libraries was caused by the scientific interest in Siberia, the emergence of scientific and cultural-educational societies. Libraries strengthened the status of the societies and provided information support for their activities. The first scientific libraries were opened at the Yakut Regional Statistical Committee (1853), the Yakut Regional Museum (1891), the Yakut Department of the Agricultural Society (1899) and the Yakut Branch of the Imperial Russian Geographical Society (1913).The article notes the contribution of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences and the National Library of the Republic of Sakha (Yakutia) to the study of history of libraries and librarianship in Siberia, including Yakutia. Particularly, the author describes the influence of political exiles on the formation of libraries and the development of culture in the region. The author focuses on the activities of the Yakut Regional Statistical Committee, which established one of the first special libraries, which later became the main one for scientific libraries. The article considers its activities as an integral part of scientific research in the Eastern Siberia, since the Committee not only collected statistical data on the region, but also supported research institutions, took part in organizing expeditions to study the region, etc. The author describes the role of the Secretary of the Committee, S.F. Saulsky, in the ordering and systematization of the library’s collection, as well as the role of A.I. Popov, state councillor, full member of the Imperial Russian Geographical Society, in the organization of the Yakut Regional Museum. The article reveals the activities of the museum library on selection of books and periodicals of scientific societies, Sibirika, local history literature and manuals for the identification of collections and their systematization. The library kept valuable materials: manuscripts, archival files, geographical maps, route maps, plans of cities, villages, dwellings of foreigners, etc. Academic expeditions of the 18th — first half of the 19th century made an invaluable contribution to the study of Siberia; and the Academy of Sciences gradually transferred the functions of specialized stationary scientific body to the Imperial Russian Geographical Society. The author attempts to trace the origins of the library at the Yakut Branch of the Russian Geographical Society. Attention is paid to the activities of the governor of affairs N.N. Gribanovsky, who identified one of the main directions of the library activity — creation of local history reference and bibliographic apparatus that reflects the literature about Yakutia.The article notes the general trends of scientific libraries: insufficient financing; acquisitions mostly consisted of donations and book exchange; involvement of political exiles in the work; limited access of readers (only for the staff or members of societies). The author reveals the fate of the first scientific libraries, whose collections were distributed among the libraries of Yakutsk and partially preserved in the historically formed library holdings.

At present, the formation of authoritative files system is an obligatory condition for organizing and managing electronic catalogues of large scientific libraries. SPSTL SB RAS is managing its own authoritative file of subject headings, the work on which began in 2008, and is actual until today.The paper describes the results of creating and managing an authoritative file of subject headings of SPSTL SB RAS in the period of 2011 – 2020: the history of the file creation is mentioned; the importance of linguistic support of the electronic catalogue for conducting information search is marked; the necessity for analyzing the current state of affairs and evaluating the authoritative file quality is pointed out.The analysis is based on the results of implementing the statement of work for creating the authoritative file; the program of step-by-step works is reproduced and the results of accomplishing each stage, the complexity of the tasks are evaluated.The article indicates the need to edit subject headings in accordance with the requirements of the method of objectification; to pair information search languages: library and bibliographic indices of classification and subject headings. It also indicates the problem of filling the authoritative file with new subject headings, reveals the necessity of checking the vocabulary by alphabetical index. The conclusion forms the notion about the current state of the authoritative file, the terms of work on implementing the statement of work. The main problem of completing the creation of an authoritative file of subject headings of SPSTL SB RAS is indicated; ways to solve this problem are suggested.

The article considers the main problems and challenges facing scientific libraries in the context of the rapid development of information technologies. The article presents the discussion of library specialists who support various positions, the analysis of trends, and possible scenarios for the future existence of scientific libraries.The relations of "letters" and "figures" changing against the background of general digitalization are shown, the possibilities and conditions of their effective interaction are analyzed. The conclusion is made about the expediency of combining the achievements of the past and the future in the knowledge transfer. It reflects the fundamental trends in the needs of users, changes in the services provided and the existing competencies of scientific libraries staff.Attention is drawn to objective and subjective reasons that hinder the innovative development of the library sphere. The information and communication potential and the possibilities of integrating librarians into the process of scientific research are shown on the example of SPSTL SB RAS. The authors have identified and summarized the basic recommendations for optimizing the situation, taking into account the best domestic and foreign experience, with an emphasis on key problems.

The article examines the advertising activities of scientific libraries during the pandemic period, including the role and importance of advertising in the process of promoting library and information services and products. The author notes that advertising allows to reach a wider audience in a short time, to increase the efficiency and quality of the service process and to ensure the stability of the library position in the society.Advertising can create a stable information demand for definit library and information services and products. The article also touches questions of SMM (Social Media Marketing) usage in libraries.It is emphasized that SMM is a solution for marketing issues of the library through social networks. Its main purpose is to provide the profile audience with information about the library’s services and products in the form of feedback, communication with the user and exchange of their views, as well as to encourage them to use the library resources as a whole. The advantage of using SMM instruments is the possibility to attract more users. The author also studied the activities of one of the largest Azerbaijani libraries during the pandemic and came to the conclusion that in the current situation on the information market, the leader-ship of publishing and bookselling enterprises with advertizing services and products is obvious. In this connection such coordination of libraries with these enterprises can support and maintain the position of the library in the society.

The article is devoted to the topical problems of theory and practice of appraisal of documentary heritage objects value in scientific libraries, archives, museums taking into consideration functional and stock specifics of these institutions. Its goals and tasks, principles and axiological criteria are described. It is shown that the main goal of such appraisal is determining the place of documentary heritage objects as the objects of the appraisal in the system of cultural values of modern society, establishing the belonging of these objects to cultural heritage objects of world, national, regional, local significance. Appraisal of documentary heritage objects is analyzed as one of important areas of scientific and administrative activities which to a large extent ensures the functioning, improvement of information potential and accordingly the image of the library, archives, museum. The Ukrainian experience of the recent decades is highlighted in many aspects, namely: regulation, organization and appraising documentary heritage objects at the state, interdepartmental and departmental levels, at the level of the profile institution fund-holder. The features of the appraisal, the objects of which are archival heritage objects and book heritage objects, are revealed. It is emphasized that the appraisal of value of the existing funds and collections of documentary heritage objects is the basis for the development and implementation of modern individual concepts and integrative projects for libraries, archives and museums, which provides for the coexistence and interrelation of material expositions and various forms of virtual information.

Integration of information and communication technology platforms is one of the incentives for the development of Digital Humanities (DH) projects abroad in their increasingly close interaction with academic, primarily University libraries. The purpose of the article is to analyze the deepening interaction of libraries with DH projects within the single digital paradigm, as well as to analyze new services for project management, data curation, organization of online publications, preservation and exchange of databases, etc. In the era of digital convergence, large scientific libraries abroad are actively developing new models of cooperation with DH projects, forming special service packages for continuous servicing of scientists on the basis of the integrated approach.The article discusses the new concept of library services for DH projects, draws attention to the problem of classification and ranking of library services in order to streamline the work and improve its efficiency, describes the existing multi-level service models developed in the library systems of the major US Universities. In the context of formation of the new package of library services within the framework of DH projects, the article considers the new practices and operational models on which they are based. The author describes the experience of University libraries in the Netherlands and Canada. Under the innovation pressure in the field of library technologies, the service package offered by scientific libraries in developed countries is constantly expanding and modernizing. It includes not only digitization of printed materials, computer assistance, but also management of databases, preservation and exchange of scientific data, organization of digital publications, consultations in the field of copyright protection, etc. Development of new practices in the field of digital services management changes the organizational paradigm of library work, puts forward new standards of professional activity, which require continuous training to meet, i.e. launches an institutional rebranding of the library.
