The material presents the views of the chairs and members of the dissertation councils at the KazGIK, MGIK, SPGIK and RSL on the specialty 05.25.03 indicated in the title on four issues: 1. Are you confident in the future of your dissertation council? What is your confidence or anxiety related to? 2. What do you think are the problems of modern library science, bibliography and book studies? 3. There are only 4 dissertation councils on the specialty – 03.25.03 – in Russia: in Kazan, Moscow, St. Petersburg, Khimki. Do you think this is sufficient for the development of our industry? 4. What question (s) on the dissertation council would you like to be asked?The answers showed concern for the future of not only of dissertation counsils as such, but confirmed serious concerns about the future of the specialty 05.25.03.

The year 2017 was marked by several memorial dates: One hudred years of the Soviet library science, bibliography and book studies; the 155-th anniversary of the prominent encyclopedist, educator and the founder of bibliopsychology Nikolai (Nikolas) Alexandrovich Rubakin (1862-1946); and the 150-th anniversary of his associate and fellow-thinker, now half-forgotten bibliologist and bibliographer Nikolai Mikhailovich Somov (1867-1951). Based on the confidential correspondence between Nikolas Rubakin and Nikolai Somov (N. Rubakin’s Archive in the Manuscript Collections of the Russian State Library), the author describes unfavorable political and academic environment in the USSR in 1920s-1930s which took a heavy toll on the national book studies, library science and bibliography and result in terminating several promising trends and straining science priorities. The scientists’ attitude to the colleagues then leading in the Soviet book studies is revealed. The author concludes that the professional landscape was rather sad, but we need to acknowledge all aspects of the professional history.

Noosphere is understood as the sphere of living reason conditioned by the cosmic evolution of humanity. Noosphere man is the creator and inhabitant of the noosphere. The future of Russian libra ries is predetermined by civilization transformations; therefore, the noospheric man becomes an actual subject of library thought, in particular, the subject of this article. Interpreting this object is possible in two aspects: first, as a user (reader) of library of the future; secondly, as a library worker — professional in librarianship. The article considers three scenarios of formation of noosphere: technological singularity, transhumanist immortalism and panorama of the future of Russia. The author opposes two models of the man of future: technocratic and humanistic. The choice is made in favor of humanistic model of the noosphere man, as it can provide techno-humanitarian balance in post-industrial civilization. The article discusses the possibilities of cultivation of noosphere person and the role of libraries in this pedagogical process. The author emphasizes the need of the advanced education in library-information school.In conclusion, there are presented the alternatives of future development of humanity. In the first half of the 21st century, due to objective and subjective reasons, the humanity faces the choice: technocratic way of development — continuation of spontaneous increase of technological power, ultimately leading to the necrosphere, or humanistic way — cultivation of noosphere man, the creator and inhabitant of steadily developing noosphere. Ascent to the noosphere (the sphere of mind) is possible only under the condition of growing generation of people of noosphere formation. There is no pedagogically grounded model of noosphere person, but it is obvious that the basis for the formation of such model should be the cultural heritage of humankind. Library science, pedagogy and library profession as a whole face the important and responsible task — to ensure the use of diverse library resources for humanistic noospheric transformations of modern society. The national safety of Russia depends on the successful implementation of this task.

The future will provide the lesson about the effects of Board declassification. Yet, without question, declassification does degrade the synergy needed to build learning and decision-making symmetry, and it makes these part-time professionals, a temporary and potentially short-term member of a decision-making community. As a poison pill, this strategy remains questionable. Clearly, the alchemy of providing excellent oversight that generates great business outcomes is not the mandate of declassification. Declassification is a re-structuring strategy only. Real alchemy comes from a great deal of knowledge,, and sprinkle of luck, but remains unlinked to potentially changing the seats in the chairs after each election. Perhaps corporate governance restructuring should begin to address the real problem, which is positioning Directors to be knowledgeable, accountable, and ethical fiduciaries

International scientific and practical conference “Rumyantsev Readings” in 2020 was held in absentia. The Publishing house of the Russian State Library “Pashkov Dom” prepared the conference proceedings in two parts, which included 176 articles. Among the participants of the conference there are specialists from libraries of all levels and different departmental subordination, museums, archives, Universities, scientific research institutes in Russia, Belarus, Great Britain and Kazakhstan. The articles cover a wide range of issues on the theory and practice of library science, bibliography science, book studies, the history of librarianship and library activities at the present time. Considerable part of the reports was prepared under the theme “Libraries in the context of history: private collections and state book repositories”. In the year of the 75th anniversary of the Victory, many researchers turned to the history of libraries during the Great Patriotic War. The conference proceedings include materials about outstanding representatives of librarianship, researchers and collectors, where the authors analyse and evaluate their activities. Traditionally, “Rumyantsev readings” present a large number of works on the disclosure of the collections of libraries and archives, description of stored materials: manuscripts, rare books and book monuments, art editions, maps and printed music. Within the topics of the section “Library classification systems” there are presented the articles devoted to separate sections of Library Bibliographic Classification and general issues of system modernization and implementing it in practice, publication of LBC schedules and the value of its public e-version for the development of classification search and improving efficient use of library collections. Issues related to the current activities of foreign and, primarily, domestic libraries are presented in extremely wide range: from understanding the place of libraries in the modern space of socio-cultural communication and strategic approaches to innovation management to highlighting specific projects under implementation. The reports raise the topics of training future librarians in higher education institutions and improving their skills in future, developing and implementing standards, digitizing library collections, and bibliometric analysis. The article analyses the state of digitalization of scientific — information activities in libraries, presents characteristics of separate online information resources, raises questions on the development of regulatory framework for labour rationing and the formation of the library’s image in social networks and information publications about it. Publication of the proceedings will serve to achieve the main goal of the conference — to draw attention to the issues of preserving and studying the world cultural heritage, problems of functioning of libraries at the present historical stage, search for ways of innovative development, expand cooperation between cultural, educational, scientific institutions and intercultural interaction.

Actualization of the task of successful realization of the important social mission in the conditions of aggravation of a competition and digitalization motivates domestic libraries to establishment and strengthening of interaction in general. The purpose of the article is to represent interaction as a defining category of effective transformations and dynamic changes in modern domestic library science and practice. The methodology research consists in the application of general scientific and special methods, namely: analysis, synthesis and generalization, as well as comparative-historical, retrospective, problem-chronological methods. The scientific novelty of the work lies in the expansion of ideas about the importance of interaction for the development of the library and information sphere of the state. The analysis carried out in the article allows to state: multifunctional library interaction as a defining category of effective transformations and dynamic changes in modern domestic library science and practice is: 1) is an integral part of information and communication activities and is carried out on the principles of independence, equality and mutual benefit; 2) the optimal way to form a dialogic communicative paradigm for the development of world cultures and civilization in general for the sake of political stability and economic progress; 3) the key to the competitiveness of the library business of Ukraine, as a center of access to a much larger universe of knowledge in a global information environment; 4) an effective and promising tool for the implementation of the strategic task of integration into the world scientific, educational and cultural space of national culture and science; 5) the tested mechanism of mutual enrichment with social experience and affirmation of universal values.

Purpose This book review aims to draw attention to the often disregarded philosophical foundations of the library. Both the library as an institution and the science that studies its workings, are critically analyzed and put into an epistemological and even ideological perspective. Design/methodology/approach The original work by Vesa Suominen is explored in detail and its key findings subjected to criticism. Findings The book displays great originality and questions a number of long held beliefs regarding the library. Moving away from the more usual pragmatic and instrumentalist view of the library, the author proposes an approach that values the content of a library independant of its user. This approach, however, raises a number of questions. Originality/value Literature on the philosophical aspects of libraries and library science is scarce. Through this review we try to kindle a discussion that involves the basic mission statement of the modern library.

In the Decree of the President V. V. Putin of July 21, 2020 "On the national development goals of the Russian Federation for the period up to 2030", there are two national goals that are directly related to the book and library business: the education of a harmoniously developed and socially responsible personality and the implementation of digital transformation of key sectors of the economy and social spheres. The Russian Bibliologos (book mind) has been creatively and collectively created over millennia. Cognition of the essence of the Bibliologos is a priority task of book and library science and library and information education today. The article examines the biological and social prerequisites of book communication, the dynamics of the development of the classical Bibliologos and the scientific and pedagogical foundations of the formation of the non-classical Bibliologos of the XXI century.The Bibliologos is understood as a biologically and socially determined intelligent productive force mastered by people in the process of hominization (humanization). The following functional definition is proposed: Bibliologos is the collective mind of a historically stable community of people who own the book culture, write and read books and are directly involved in the production of the bibliosphere. The Classical Bibliosphere is defined as a supersystem of book-communication systems that ensures the reproduction, preservation and further development of the national book culture. The structure of the bibliosphere is formed by socio-cultural institutions (systems, or branches of the book business), namely: publishing, printing industry, book trade, librarianship, bibliography. Each institute includes practice, education, science, special communication, management bodies. The branch problems of the bibliosphere are studied by related, but relatively independent, scientific and practical studies (bibliography, library science, records management, book history, bibliopolistics, editsiology, etc.), and bibliology is engaged in general problems – a complex science (or a complex of sciences) about books and books, as well as general document theory, or documentology. In addition to branch institutes, the bodies of the bibliosphere are: bibliophile socio-cultural movement; non-profit and commercial founders and voluntary associations; government authorities and censorship.The participation of the Russian Bibliologos and the library school in the implementation of the human-creative project as a national target is envisaged. Particular attention is paid to the European experience of modeling a new type of person, the historical project "Memory for the Future", cyber-socialization of the society of the future, topical issues of non-classical library and information education and the synthesis of book culture and digital culture of the XXI century. It is concluded that national security and the well-being of future generations depend on the non-classical Bibliosphere, in particular on national libraries and school librarians.
