Actualization of the task of successful realization of the important social mission in the conditions of aggravation of a competition and digitalization motivates domestic libraries to establishment and strengthening of interaction in general. The purpose of the article is to represent interaction as a defining category of effective transformations and dynamic changes in modern domestic library science and practice. The methodology research consists in the application of general scientific and special methods, namely: analysis, synthesis and generalization, as well as comparative-historical, retrospective, problem-chronological methods. The scientific novelty of the work lies in the expansion of ideas about the importance of interaction for the development of the library and information sphere of the state. The analysis carried out in the article allows to state: multifunctional library interaction as a defining category of effective transformations and dynamic changes in modern domestic library science and practice is: 1) is an integral part of information and communication activities and is carried out on the principles of independence, equality and mutual benefit; 2) the optimal way to form a dialogic communicative paradigm for the development of world cultures and civilization in general for the sake of political stability and economic progress; 3) the key to the competitiveness of the library business of Ukraine, as a center of access to a much larger universe of knowledge in a global information environment; 4) an effective and promising tool for the implementation of the strategic task of integration into the world scientific, educational and cultural space of national culture and science; 5) the tested mechanism of mutual enrichment with social experience and affirmation of universal values.

Political stability and security have become important factors of sustainable economic progress for the developing countries, especially states with the experience of war and instability. Kurdistan Region of Iraq (KRI) as a semi-autonomous region tried to improve the level of political stability and security status, to gain more foreign direct investment (FDI) and economic growth. Consequently, KRI has become the safest region in Iraq and enjoyed political stability and safety. Therefore, during the last decade, KRI has occurred as a new destination of FDI in the Middle East and has received notable progress in most of the economic sectors. The aim of this study is to evaluate the role of political stability and security status on the FDI attractions and their consequences on economic development. However, it will investigate the factors that make the KRI safer than the rest of Iraq.

Введение. Изучены стратегии и тактики речевой манипуляции в рождественских обращениях испанского монарха Филиппа VI с 2014 по 2019 гг. Материал и методы. Исследование проведено на материале шести рождественских посланий Филиппа VI, опубликованных на официальном сайте Королевского дома Испании. В работе применяются как общенаучные методы (описание, наблюдение, обобщение и систематизация), так и методы лингвистического анализа (лингвоидеологическая интерпретация, контент-анализ, дискурсивный анализ). Результаты и обсуждение. Рождественская речь анализируется в контексте политической риторики как нацеленный на публичное воздействие акт представительской коммуникации. Описываются конститутивные характеристики и коммуникативные детерминативы рождественских посланий Филиппа VI с 2014 по 2019 г. с учетом современного политического контекста Испании. Особое внимание уделяется используемым стратегиям и тактикам речевой манипуляции, обеспечивающим акт торжественного красноречия, а также центральным образам прошлого и настоящего, адресанта и адресата (общества), определяющим концептуальное пространство рождественского обращения. Научная новизна работы заключается не только в анализе коммуникативного и образного потенциала посланий монарха, но и в описании характерных признаков данного вида публичного выступления. Заключение. Рождественское обращение монарха представляет собой типичный пример направленного на воспитание определенных качеств торжественного красноречия. При этом глава государства выступает значимой общественной фигурой, обладающей правом не только толковать факты и события действительности (с целью сохранения единства нации и стабильности государства), но и обсуждать нравственные проблемы, основываясь на общечеловеческих ценностях как духовных скрепах социума. Рождественские послания Филиппа VI полностью соответствуют требованиям торжественного публичного выступления как особого коммуникативного события и характеризуются традиционным набором образов (адресата и адресанта), транслируемых ценностей (демократических и общечеловеческих) и стратегий речевого воздействия (стратегия самопрезентации, информационно-интерпретационная стратегия, аргументативная стратегия, агитационная стратегия, стратегия формирования эмоционального настроя адресата), подчеркивающих роль монарха как единственного хранителя и гаранта коллективной идентичности, процветания и стабильности государства.Introduction. The article deals with the communicative strategies and tactics of linguistic manipulation used in the six Christmas messages issued by the Spanish King Felipe VI from 2014 to 2019. Material and methods. The analysis of Felipe VI’s Christmas messages, published on the official website of the Royal House, was based on general scientific methods (description, observation, generalization, and systematization) as well as linguistic analysis methods (linguistic interpretation, content analysis, discursive analysis). Results and discussion. This article describes some features of Felipe VI’s Christmas messages (from 2014 to 2019), taking into account the current political situation of Spain. These texts are considered a ritual genre of institutional discourse and are analyzed in the context of political rhetoric. The paper is aimed to highlight how the messages are used with an ideological purpose to strengthen the image of the monarchy and to convince people of the necessity for peaceful coexistence, respect for the law, and national pride. The article also focuses on the images of the past, the present, the addressee (Spanish society) and the country. The scientific value of this paper is in describing the most popular communicative strategies and tactics of linguistic manipulation used by the Spanish King. Conclusion. The monarch’s Christmas messages can be considered a typical example of ceremonial eloquence in which the Head of State acts as a significant public figure, not only interpreting facts and events in order to preserve the unity of the nation and stability of the country, but also discussing moral issues based on universal values. It was revealed that Felipe VI tends to use a set of communicative strategies and tactics in order to underline the importance of peaceful coexistence in Spain and to emphasize his role as the only guarantor of stability, unity, prosperity and social justice.

This study examines the impact of ICT readiness on the tourism industry and how it leads to growing competitiveness by deploying three-panel data analysis techniques (pooled OLS, fixed effects, dynamic GMM) with 177 nations for the period 2011 to 2019. ICT readiness is gauged using the World Economic Forum's Travel and Tourism Competitiveness Index, whereas tourism's contribution towards economic progress is gauged by overall international traveler arrival. The observations indicate that ICT readiness causes a statistically significant effect on tourism's role in economic progress. Tourism policy effects and guidelines for future works are discussed as well.

After two decades of relative political stability and unprecedented economic progress, South Korea is once again racked with political disorder, civil strife, and student unrest. The trouble began in Seoul in May with massive demonstrations by students demanding free elections for a new government and a quick end to martial law. What followed was a virtually total military takeover of the government and even more inclusive martial law. The initially peaceful demonstrations escalated into grave civil strife, bringing Kwangju, the country's fourth largest city, under the control of protesting youths.

What is your confidence or anxiety related to? 2. What do you think are the problems of modern library science, bibliography and book studies? 3. There are only 4 dissertation councils on the specialty – 03.25.03 – in Russia: in Kazan, Moscow, St. Petersburg, Khimki. Do you think this is sufficient for the development of our industry? 4. What question (s) on the dissertation council would you like to be asked?The answers showed concern for the future of not only of dissertation counsils as such, but confirmed serious concerns about the future of the specialty 05.25.03.

The subject of this research is the work of the Council of Border Troops' Commanders on combating illegal migration at the external borders of the CIS member-states. The conducted analysis determines the practical components of main efforts and separate results of the activity of the Council of Border Troops' Commanders. However, the dynamic changes in situation and forms of illegal activity at the external borders of CIS member-states obligates the border and law enforcement authorities to act using the advanced technologies. Research methodology includes the combination of general scientific methods, such as systemic analysis and summarization of scientific concepts. The main conclusions consists in recommendations of improvement of the system of information exchange between the bodies of sectoral cooperation on combatting illegal migration at the external borders of CIS member-states, with consideration of the existing experience of the bodies of sectoral cooperation, as well as the experience of other international organizations and foreign countries.

The article deals with the problem of integration of scientific and technological progress, in particular information and communication technologies in human life, the emergence of an alternative level of dependence of the individual on information and technogenic factors in the psycholinguistic aspect. Analysis of theoretical and practical prerequisites of influence of scientific and technological sphere on a person, particularly information and communication technologies on its psycholinguistic potential, estimation of depth, and practical consequences of influence and further prospects. The general scientific methods of analysis and synthesis of the research problem were used, formalizing the results of domestic and foreign sources, systematization, and comparing existing estimates to identify significant and minor factors and their correlation, generalization of results, forecasting of prospects. Scientific and technological progress in changing man's world has adjusted his ability to choose information, analyze it critically, and formulate objective decisions. More and more people are given not information for analysis but conclusions. The existence of human dependence on information technology comes from the understanding that their creation is a projection of the inner world of man, his views and motives. Therefore, dependence is a downside to existing technological comfort, living conditions, and communication. At the same time, competition requires constant updating of people's knowledge of technology, which only exacerbates this dependency, personal energy costs, psychological fatigue, and problems of motivation. One of the conditions for effective human existence in the information and communication system is violated - synchronization of information processing processes, which negatively affects the psycholinguistic level. The level of human dependence on technology is unprecedented, and further expansion and self-interest will only worsen, in particular psycholinguistic perspectives. The improvement of the situation does not lie in the technological plane, as it increases the level of social morality, an ethos of man and community. This chapter presents the current trends of Library on the web and the importance of the Librarian in the web-library as a webrarian (web-librarian). In the modern technological era, Ranganathan's five laws of the library may be extended to the web using information and communication technologies (ICTs). When the fundamental laws of library science are applied to the web, then the professional responsibilities and duties of a librarian will be enhanced in order to effectively and efficiently manage the web and serve the web users. Realizing the differences between the web and the library? An idea of the joint venture has been the practicalities of creating another platform for the both and the initiative is a library on the web which is well known as a web-library. Mostly libraries have their websites to organize information and resources and provide access to users for the collections of quality resources. The role of librarians is to adopt the Web technologies into the profession of librarianship. Librarians have been induced by technological developments to become more efficient as but not limited to the role of organizers, indexers, abstractors, archivers, data brokers, and webrarians.

Subject. The article updates the issue of information security associated with the extremely intense import of goods of information and communication infrastructure (ICT) and low volume of production of similar goods in the Russian Federation. Objectives. The aim is to develop principles of formation of customs tariff tools to regulate the import of ICT goods in the Russian Federation. Methods. The study employs the content analysis of existing approaches to defining the customs service concept, and general scientific methods of research. Results. The paper presents a unique approach to the development of tools for customs tariff regulation of imports, formulates an original definition of customs service, highlights the contradiction between the current model of implementation of the escalation principle, established by the World Trade Organization, underpins the need to differentiate the rates of import customs duties for the said group of goods. Conclusions. Due to the current specifics of the use of customs and tariff instruments, not all of them are applicable as measures to regulate the import of ICT goods. Currently, the most effective tools for regulating the import of information and communication technology goods are the unified customs tariff and the commodity nomenclature of foreign economic activity.

This research examines the use of information and communication technologies (ICTs; social media) as a tool that fosters community building and reconciliation in post-conflict regions, in particular Northern Uganda. Using Twitter data collected over 27 months (12 June 2016–9 September 2018), we found that information technology (IT) increased social actors’ (Justice and Reconciliation Project [JRP]-Uganda) advocacy for transitional justice in post-conflict communities. Interview findings evidenced the effectiveness of using social media (SM) to connect post-conflict communities to share and discuss reconciliatory ideas. This study connotes that well-thought-out SM use by social actors to share information used in resolving conflict results in socio-political stability and harmonious coexistence.
