The search for the requested document is one of the most important processes in the provision of interlibrary services. At the same time, it becomes quite difficult to conduct search procedures in a variety of information retrieval systems (IRS) that operate according to certain rules. This problem requires constant study as new technical search solutions are emerging that need to be mastered by experienced users and novices in the expanding digital workspace. The purpose of the article is to show the existing possibilities for improving the quality of information retrieval in the IRS to meet user orders. The objectives of the research are to uncover the main causes of users’ dissatisfaction with information search in interactive systems and to identify ways to improve them. A brief overview of the history of development and transformations in the use of the reference and retrieval apparatus in interlibrary services is given. Positive changes were noted in the search for documents related to the use of information and communication technologies, as well as the contribution of employees of the information and library sphere to the creation and operation of electronic catalogs. The profound interrelationship of the processes of interlibrary services, the relevance of searching and the implementation of high technology is emphasized. Special attention is paid to the analysis of foreign scientific publications 2015–2019. They covered the use of IRS, search models, the dissatisfaction with search, the improvement of efficiency and modernization of systems, the prospects for their development. The article summarizes scientific and practical results of information search in relation to interlibrary services in domestic and foreign online systems of information and library institutions. The novelty of the article is that it focuses on the study of the effectiveness of IRS, which fundamentally affects users’ satisfaction with interlibrary services.

SummaryBackground: Based on today‘s information and communication technologies the open access paradigm has become an important approach for adequately communicating new scientific knowledge. Objectives: Summarizing the present situa -tion for journal transformation. Presenting criteria for adequate transformation as well as a specific approach for it. Describing our exemplary implementation of such a journal transformation. Methods: Studying the respective literature as well as discussing this topic in various discussion groups and meetings (primarily of editors and publishers, but also of authors and readers), with long term experience as editors and /or publishers of scientific publications as prerequisite. Results: There is a clear will, particularly of political and funding organizations, towards open access publishing. In spite of this, there is still a large amount of scientific knowl edge, being communicated through subscription-based journals. For successfully transforming such journals into open access, sixteen criteria for a goal-oriented, stepwise, sustainable, and fair transformation are suggested. The Tandem Model as transformation approach is introduced. Our exemplary implementation is done in the Trans-O-MIM project. It is exploring strategies, models and evaluation metrics for journal transforma tion. As instance the journal Methods of Information in Medicine will apply the Tandem Model from 2017 onwards. Conclusions: Within Trans-O-MIM we will reach at least nine of the sixteen criteria for adequate transformation. It was positive to implement Trans-O-MIM as international research project. After first steps for transforming Methods have successfully been made, challenges will remain, among others, in identifying appropriate incentives for open access publishing in order to support its transformation.

The political instrumentalization of the history of Ukraine carried out by the Russian Federation in the framework of the information war against Ukraine is covered in this article. This instrumentalization is exercised through media communication employing historical and political myths and narratives to vindicate Russia’s aggressive actions. The latest information and communication technologies used by the Kremlin in the information war against Ukraine have been identified in this paper. Such destructive efforts often derail Ukrainian-Polish relations, which are particularly sensitive to historical and political issues. The reasons for the drawbacks of the Ukrainian authorities in counteracting the information aggression on the part of the Russian Federation are distinguished, and the measures that would contribute to an effective response to such aggression are outlined.

Higher education dropout is a priority problem for university accreditation. It is also a frustration source for students and economic waste. The objective of this study was to determine whether the use of Information and Communication Technologies, in its broadest sense, can: reduce student dropout in the Master Program of Natural Resources Management at the Open University of Costa Rica, UNED, and increases its quality and linkage with society. We performed a comparative analysis of indicators before and after establishing two Information and Communication Technologies’ Innovations: 1) creation of a research laboratory and 2)generation student research project progress monitoring databases. Analyzed periods are: a) 2002 to late 2007 and b) 2002 to late 2011. Analyzed indicators are related to students and professors academic activities and society impact (theses, informative and scientific publications amount). We found that in the first period 61% of graduates were inactive, while in the second period inactivity decreased to 17%. Professors conducting research changed from zero to 36%. Society impact increased from three to 18 theses, and from zero to 44 informative publications and 18 scientific papers. We conclude that the two Information and Communication Technologies’ innovations applied, do support teaching, since attrition decreased and bonding with society increased.

In this chapter the authors introduce the digital-divide concept to the reader, bring its different definitions, and describe the short history of the problem. The basic figures and facts, which characterize the information and communication technologies’ usage in different countries and regions, are given as well. Also, basic indicators that allow the monitoring of the country’s advancement on the way to bridging the digital divide are stated. The main purpose for the authors was to show that the digital divide is not only (and not as much) a technical problem, but rather a social and political one. Hence, the approaches to this problem decision, both in the world community as a whole and in separate countries, are described.

From the 1994 CAIS Conference: The Information Industry in Transition McGill University, Montreal, Quebec. May 25 - 27, 1994."Conventional" information retrieval systems (IRS), originating in the research of the 11950s and 1960s, are based on keyword matching and the application of Boolean operators to produce a set of retrieved documents from a database. In the ensuing years, research in information retrieval has identified a number of innovations (for example, automatic weighting of terms, ranked output, and relevance feedback) which have the potential to significantly enhance the performance of IRS, though commercial vendors have been slow to incorporate these changes into their systems. This was the situation in 1988 which led Radecki, in a special issue of Information Processing & Management, to examine the potential for improvements in conventional Boolean retrieval systems, and explore the reasons why these improvements had not been implemented in operational systems. Over the last five years, this position has begun to change as commercial vendors such as Dialog, Dow Jones, West Publishing, and Mead have implemented new, non-Boolean features in their systems, including natural language input, weighted keyword terms, and document ranking. This paper identifies some of the significant findings of IR research and compares them to the implementation of non-Boolean features in such systems. The preliminary survey of new features in commercial systems suggests the need for new methods of evaluation, including the development of evalutation measures appropriate to large-scale, interactive systems.

Firms are one of the main characters of any economy and an excellent observatory for monitoring a nation's evolution. The history of Italy's productive system in the last 150 years is divided into three parts, corresponding to a similar number of industrial revolutions. While firms obtained excellent results in the first two, their inability to grow further inhibited the wide use of the Third Industrial Revolution's features, information and communication technologies. This became a serious obstacle for Italy reaching the international economic frontier. There are many causes-political and economic, macro and microeconomic, domestic and international-behind the turnaround in Italy's economic performance, but the key one was firm size. The argument is developed along three steps. First: firm size is positively correlated to innovation, internationalization, adoption of advanced technologies, and ability to face new competitive challenges; larger firms record higher productivity both in levels and growth rates. Second: the distribution of firms in terms of dimensions was adequate until the 1970s, but defective later on. Finally: because firm size is not a given (but an endogenous choice of entrepreneurs), this chapter examines some key entrepreneurs and managers so as to identify the main features of Italian entrepreneurship.

This paper connects the scholarship of labour sociology with studies of information and communication technologies (icts). It contends that, despite the wonders of social progress associated with digital technologies, the emergence of the digital electronics manufacturing industry in Asia has led to serious regressions in society. Among the worst of such digital disruptions is the challenge of Foxconn, the world’s largest electronics manufacturer and one of the most notorious sweatshops in the history of industrial capitalism. Tragedies at Foxconn force us to reconsider industrialization and the role oficts so fundamentally that it requires us to revisit old regimes of slavery in order to fully understand these events. From a critical historical perspective, this paper examines disruptive moments in Foxconn while developing the idea of iSlavery and, in particular, manufacturing iSlaves, as a conceptual device to rethink the Foxconn suicides as emblematic of a disruptive and disrupted digital Asia.
