Acquisition of literature to library collections forms the document base for the subsequent work of the library, so this process needs continuous improvement and optimization of its constituent operations. The article is devoted to the application of computer technologies in the preparation and use of the scientific library thematic-typological plan of acquisition as the scientific base of building collections. The object of the article is to present the experience of creating and using the electronic model of the Thematic and Typological Acquisition Plan in the scientific library, to define the perspectives of implementing the data base for information and library servicing UB RAS users. The article presents the results of content analysis of subject headings and indices of the State Rubricator of Scientific and Technical Information for bibliographic descriptions of Russian journals received in 2015–2017, in the Consolidated electronic catalog of periodicals of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences; of books, published by the institutes of the Ural Branch of the Russian Academy of Sciences in 2015–2017, according to the Electronic catalog of Russian books and continuing publications of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences; of publications (published in 2015–2019) of the institutes of the Ural Branch of the Russian Academy of Sciences, included in the database of the Russian Science Citation Index on the portal «eLIBRARY.ru» – are presented in the article. It also describes the stages of creation, analyzes the characteristics and capabilities of the database «Thematic-typological acquisition plan» of the Central Scientific Library of the Urals Branch of the Russian Academy of Sciences.

The article contains the research results of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (CSL UB RAS) to determine the publication activity of chemical profile institutions of UB RAS based on information retrieval system SciFinder of Chemical Abstracts Service (CAS). The indicators take into account publications number, their citation rates and impact factors of journals (from the database Journal Citation Reports). The authors reveal basic research topics, scientific journals, which published the research results of scholars working at the chemical profile institutions of UB RAS more often. The article presents the results of studying citation of inventions of UB RAS’ scientific organizations in the Russian Science Citation Index (RSCI) (Scientific Electronic Library eLIBRARY.RU) and SciFinder (CAS). The obtained indicators allow authors to evaluate the dynamics of scientific productivity of UB RAS’ institutions.

The article aims to demonstrate the results of research and bringing to the technological implementation, in the Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS), of a full cycle of works, from identification of rare books in the collections, their description and scanning, to their registration in the Union Catalog and Electronic Library. The author gives a brief description of the software package developed at LNS RAS for creating the Electronic Catalog and full-text Electronic Library of Rare Publications, as well as the scheme of automated interaction of all technological departments involved in the process. The information on practical implementation and directions of the technology development is given. The article presents a brief review of the research, with the identified part of the collection of rare publications of the LNS RAS. For the first time, the Central Library of the LNS RAS implements the Union Catalog and Electronic Library of Rare Publications, reflecting not only the bibliographic information on the publications, but also the data on their specific features (author’s inscriptions, bookplates, stamps, etc.). Rare publications previously inaccessible to researchers, though already used by scientists of the RAS institutes, are introduced into scientific circulation. The article identifies and describes materials about geographical expeditions of the 18th—19th centuries and samples of Russian and foreign book printing of the 18th century. For the first time, the LNS RAS conducts research related to the history of Russian science and printing, and identifies bookplates and proprietary marks of Russian scientists, which have not previously been reflected in catalogs. This opens a new cultural layer of historical data, now available to researchers.

The legislative reforming of the Russian Academy of Sciences was activated in 2013. Not a consequence, but an important tool for the implementation of this reform and its deepening has become «digitalization» in the form of an exaggerated presentation of the results of scientific activity as bibliometric indicators, including the quality and number of publications. Based on the data of the Russian Science Citation Index the article examines the results of the policy of «increasing the visibility» of Russian economic science in the world publication space. It is shown that in a relatively short time, both extensive and intensive factors of increasing the publication mass are practically exhausted. At the same time, the qualitative parameters of publication activity turn out to be of low variability depending on the dynamics of the publications themselves. The issues of displaying the quality of scientific journals in bibliometric indicators are discussed. The conclusion is made that there is no antagonism between bibliometric and expert metrics when the latter prevail. A sequence of using these metrics is proposed for a comprehensive assessment of the results of scientific activities of organizations and scientists.

The Russian Academy of Sciences together with the Electronic Library eLibrary.ru have developed an academic rating of scientific journals from the Special Collection (SC), which includes about 15% of the journals of the Russian Science Citation Index (RSCI). The academic rating is based on the methodology of calculating the thematic ratings of the RSCI. The basis of the academic rating formula is the impact factor of the journal, which takes into account the citations of articles only from the journals of the SC collection and journals included in the international bibliographic databases Web of Science and Scopus. The paper concludes that the methodology for calculating the academic rating has significant drawbacks, which did not allow the academic rating to give a complete and objective assessment of the authority of Russian scientific journals.
