This is an oral interactive presentation supported by evidences that present the current status of inclusion of students with special needs in the Higher Education sector in the UAE. It looks at the related issues and challenges in a country that is certainly heading towards inclusion of all learners in regular education following the ratification of the UN Conventions on the Rights of Persons with Disabilities. Issues of supporting students in the higher education sector will be discussed as well as what could be done to include such students effectively and to insure students involvement in decision making when providing for their needs in higher education. The presentation ends with recommendations for future practice.

Internet of Things and Big Data are revolutionary technologies bringing innovation in almost every sector. These innovative technologies have of late been implemented in the education sector with significant success in achieving the goal of “education par excellence”. A lot of research has been conducted to yield the benefits of IoT in the education sector and many models have been proposed in the past by various researchers all around the world. This research introduces a systematic manner of collecting the data using sensing devices from various cohorts of students studying at “Middle East College” and how this data can be utilized to infer various postulations related to the enhancement of teaching and learning. Moreover, visualization of the facts that may provide preventive and preemptive capabilities to manage and support them in decision making is also explored in great detail. This research work is an effort to contribute to the development of a strong educational system through innovation and inquiry. This research work is also intended to contribute to developing the foundation of “knowledgebase” for Middle East College.

The cybernetic dream of regulatory ‘dashboard control’ has taken off in the German higher education system. Both government regulators and university managers are engaged in the creation of waves of increasingly fine-grained quantitative data. Yet a wide range of recent case studies of the German higher education sector attest that in spite of this ‘datafication’ frenzy, the impact of the collected data mass on regulatory and managerial decision-making capacities seems to have remained relatively limited. This article explores why, in spite of the considerable investment in quantitative data infrastructures in the German higher education sector, this did not result in significant overt analytical capacity building. It explores three hypotheses: 1) a legal hypothesis according to which quantification is curbed by legal protections under the <em>Rechtsstaat</em>; 2) a dysfunctionality hypothesis which holds that decision makers reject quantification as a flawed and impracticable pursuit; and 3) an egalitarian federalism hypothesis which argues that Germany’s federal states seek to prevent commensurability to avoid comparison and competition. The article finds that, in spite of its inconspicuousness, quantification indeed does inform various central decision-making processes. However, different legal, political, and relational factors prompt decision makers to engage in a hybrid, tempered and, overall, untransparent application of numerical data.

The conditions are investigated in which Spanish university teachers carry out their teaching and research functions. 655 teachers from the University of Oviedo took part in this study by completing the Academic Setting Evaluation Questionnaire (ASEQ). Of the three dimensions assessed in the ASEQ, Satisfaction received the lowest ratings, Social Climate was rated higher, and Relations with students was rated the highest. These results are similar to those found in two studies carried out in the academic years 1986/87 and 1989/90. Their relevance for higher education is twofold because these data can be used as a complement of those obtained by means of students' opinions, and the crossing of both types of data can facilitate decision making in order to improve the quality of the work (teaching and research) of the university institutions.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.
