Countries in West Africa are adversely affected by climate change (erratic rainfall and rising temperature) resulting in floods, desertification, drought and sea level rise. These events are anticipated to have negative impacts on agricultural development on the continent, ultimately, contributing to food insecurity and environmental degradation. This implies that the production capacity of agrarian communities is unable to meet the food demand of the growing urban population. Can sustainable and innovative urban farming technology such as aquaponics achieve food security as well as sustainable development in countries vulnerable to climate change? This study uses inferential statistic to examine the plant growth performance in micro-scale aquaponics and specific growth rate per day (SGR) for the fish growth performance vis-à-vis conventional urban farming production. A quantitative analysis use to examine the barriers to adoption based on survey of (five) urban aquaculture practitioners in Lagos, Nigeria. Literature review was use to assess the economic feasibility of a small-scale aquaponics system in developing countries based on Net-Discounted Benefit-Cost Rate (DBCR). The results suggest that aquaponics can improve food security through fish and vegetable production and it is likely that urban farming practitioners will adopt the technology if support mechanism are in place. Aquaponics systems present a novel opportunity to promote environmental conservation as well as sustainable food production and consumption in urban areas in Western Africa if adequate financial credit and knowledge transfer is provided.

Several climate change related factors including temperature increases, changes in rainfall patterns and outbreak of pests and diseases negatively affect agricultural productivity and food security . Climate change effects significantly in crease production risk and rural vulnerability, particularly in regions that already suffer from chronic soil and water resource scarcity or high exposure to climatic extremes, such as droughts and flooding. The effects of climate change on agriculture may depend not only on changing climate conditions, but also on the agricultural sector’s ability to adapt through changes in technology and demand for food. Significant proportions of the growing populations in developing countries derive their livelihoods f rom agriculture and are, therefore, vulnerable to climate change effects . The task of eradicating extreme poverty and hunger by 2015, as per Millennium Development Goals , will require both regional and global research efforts and concrete actions among which biotechnology adoption plays a key role. Advances in biotechnology can lead to cutting -edge technologies in agriculture. However, sub -Saharan Africa faces an uphill task with regard to the adoption and use of agricultural biotechnology. The potential to improve the livelihoods of resource -poor farmers is a strong incentive to meet the challenge. This paper reviews research work on climate change in relation to increasing food insecurity situation in sub -Saharan Africa (SSA) , and the significance of plant biotechnology in reversing the disturbing food insecurity trends on the continent . To move plant biotechnology forward, the paper recommends that African countries institutionalize effective bio -safety regulatory frameworks, and commit resources to capacity building and provision of infrastructure for biotechnology development . Funding of Genetically Modified Organism ( GM O) related research into tropical and sub- tropical staple foods , suitable for the needs of small- scale farmers in SSA countries , is strongly recommended. There is also the need for researchers to engage in effective education and communication with the general public so as to enhance adoption of biotechnological products in Africa .

Africa’s urbanization rate has increased steadily over the past three decades and is reported to be faster than in any other region in the world . It is estimated that by 2030, over half of the African population will be living in urban areas . But the nature of Africa’s urbanization and subsequent form of cities is yet to be critically analyzed in the context of city authorities’ readiness to address the challenges . Evidence is also suggesting that urbanization in African countries is increasingly associated with the high economic growth that has been observed in the last two decades . Both underlying and proximate drivers are responsible for the urbanization, and these include population dynamics, economic growth, legislative designation, increasing densities in rural centers, as well as the growth of mega cities such as Lagos, Cairo and Kinshasa, that are extending to form urban corridors . With the opportunities of urbanization in Sub–Saharan Africa, there are also challenges in the development and management of these cities . Those challenges include provision of social services, sustainable economic development, housing development, urban governance, spatial development guidance and environmental management, climate change adaptation, mitigation and disaster risk reduction . The challenge involves dealing with the development and infrastructure deficit, in addition to required adaption to and mitigation of climate change . This paper examines the current state of urban management in Africa .

Although the transition to industrial agriculture in the 20th century resulted in increased agricultural productivity and efficiency, the attainment of global food security continues to be elusive. Current and anticipated impacts of climate change on the agricultural sector are likely to exacerbate the incidence of food insecurity. In recent years, climate-smart agriculture has gained recognition as a mechanism that has the potential to contribute to the attainment of food security and also enhance climate change mitigation and adaptation. However, several conceptual and implementation shortfalls have limited the widespread adoption of this innovative agricultural system at the landscape scale. This manuscript argues for the use of ecosystem management as an overarching framework for the conceptualization and implementation of climate-smart agriculture. The manuscript focuses on clarifying the foundational assumptions and management goals, as well as the knowledge and institutional requirements of climate-smart agriculture using the principles of ecosystem management. Potential challenges that may be faced by the application of an ecosystem management approach to climate-smart agriculture are also discussed. Furthermore, the manuscript calls for a heightened focus on social equity in the transition toward an ecosystem-based approach to climate-smart agriculture. The US farm bill is used as an illustrative case study along with other examples drawn mostly from sub-Saharan Africa.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

According to the Global Hunger Report, India continues to be among nations where hunger is "alarming". It is most disappointing that despite high economic growth, the hunger index in India between 1996 and 2011 has insignificantly improved from 22.9 to 23.7. National Sample Survey Organization data revealed that the average per capita food expenditure per annum during the period from 1993 to 2010 increased only by 0.2 % annually in rural India and declined by 0.1% in the urban areas. At any given point of time, the cereal intake of the bottom 20% people in rural India which is engaged more in manual work continues to be at least 20% less than the cereal intake of the top decile of the population, despite their better access to fruit, vegetables and meat products. Endemic hunger continues to afflict a large proportion of the population. Agricultural Census [2010–11] revealed that out of 138.35 million operational holdings in India as high as 85% (which account for 44.6% of the total cultivated area) are small and marginal farmers [S&MFs] owning less than two hectares. This, therefore, characterises India’s agriculture a small-scale-farming. Average size of small-holding is only 0.61 hectare whereas overall average size of holdings declined from 1.33 ha in 2000–01 to 1.15 in 2010–11.The role of S&MFs in boosting food output and reduction of poverty is well recognized. Therefore, the future of sustainable agricultural growth, food security and poverty reduction in India depends on creating environment that enables huge number of S&MFs to easy, hassle-free and reliable access to institutional credit. Against this background, this article analyses the performance of Government–sponsored and Banks programs aimed at financing S&MFs and suggest enabling measures to achieve 8% target of credit to S&MFs within existing 18% credit to agriculture by 2017 as recently prescribed by the Reserve Bank of India [RBI].

Applications of renewable electricity in cities are mostly limited to photovoltaics, and they need other renewable sources, batteries, and the grid to guarantee reliability. This paper proposes a hybrid system, combining biomass and photovoltaics, to supply electricity to educational buildings. This system is reliable and provides at least 50% of electricity based on renewable sources. Buildings with small (<500 kW) installed power based on renewables, mainly biomass, are usually expensive. Besides, in urban areas, photovoltaic capacity is limited due to roof availability. This paper analyzes different configurations, meeting these constraints to obtain an economically feasible solution based on photovoltaic-biomass modelling of small size hybrid systems. The technology used for biomass energy valorization is a fluidized bed gasification power plant, which has been modelled with real data obtained from experimental tests and previous research projects. Thereby, real costs and electric efficiency are included in the model. The techno-economic feasibility analysis using HOMER software with metered real load curves from an educational building has been modelled. The results of the model show that hybrid renewable systems are very feasible in the scenario of 50% of electricity contribution, however, higher contribution (>70%) implies high electricity costs.
