This research is intended to get empirical data on elementary school teacher’s attitude towards children with special needs in the elementary school, DKI Jakarta. The research was held at the department of PGSD (Elementary School Teacher Education), Setia Budi Campus, School of Education of Jakarta (FIP- UNJ), selected sample randomly. The random sample 105 are elementary school teacher doing undergraduate program in basic education. The result shows that teacher’s attitude toward student with special needs have the acceptance limit score for 81.25. This means that any score above the limit score is categorized as positive attitude and score below the limit score is considered as negative attitude. On the cognition aspect, the score is 37.92 meaning teachers have negative attitude towards children with special needs. The score for affection and conation aspect are 26.92 meaning negative attitude too. For the theoretical aspect, the maximum score is 150 whereas the minimum score is 50. Research analysis shows that the maximum empirical score is 146 with the minimum of 88. The average score is 120 meaning that elementary school teachers have positive attitude towards children with special needs.

His study aims to develop social competence in elementary school teacher who organizes the educational system inclusions. As for the problems that often arise for teachers in schools is the lack of knowledge of teachers of children with special needs who become learners. Due to a variety of disorders experienced by learners. Thus it is necessary the development of social competence of teachers in order handling Children with special needs who would require special education services as well. This study was conducted to train elementary school teachers who organize educational inclusion. This type of research is the development of research carried out systematically, field tests, evaluated and improved to meet the prescribed criteria in terms of quality, effectiveness. Development procedures used to follow the steps of research and development put forward by Borg Gall (1983: 775).The results of this study proved that through training can develop social competence elementary school teacher education Inclusion in Padang, It is evident from the scores of teachers are given training before the average score of 78.8571 with n = 42, while the mean scores after receiving training average score increased to 87.5476. means social competence of teachers evolved into having the ability to communicate effectively with students, with fellow educators and fellow educators and parents and the community. Thus the social competence of elementary school teachers in developing after receiving training on Inclusion education provision for children with special needs.

Education for Children with Special Needs (PABK) is an optional course in the Elementary School Teacher Education Students (PGSD) study program where in this course, there is a hearing difficulty (deaf). One of the strategies that prospective educators (in this case students) can do is to prepare themselves when later adapting to children who have hearing impairments. The strategy that can be done in dealing with children with hearing difficulties (deaf) in elementary school is to use sign language. So that the need for students to be trained at least to be able to use simple sign language. So, students are directed to be able to compose songs into sign language. The type of this research is a quantitative descriptive study that aims to determine the creativity of students in composing songs into sign language as one of the strategies in dealing with children with special needs hearing impairments. The subjects in this study were students who were selected based on purposive sampling with the criteria desired by the researcher. This research was conducted by filling in the instruments that had been validated by expert judgment. The results showed that in general, students were able to compose songs into sign language. Based on these results, it can be concluded: that the test results assessed from the research instrument, students were able to compose songs into sign language quite well, this is shown in the results where 77% with a score of 59-69 with a total of 11 students were able to compose songs into sign language. Meanwhile, 23% with a score of 70-80 with a total of 4 students were able to compose songs into sign language well.

Inclusion at elementary schools: Are elementary school teachers prepared for the task? Which competences are required in the implementation of inclusion concepts especially in (goal) differentiated teaching. Based on 46 expert interviews from elementary schools in Baden-Württemberg, the following study will present first answers to these complex questions and suggest possible (content for) teacher trainings. The author is elementary school teacher and school administrator with extensive knowledge in teaching children with and without special needs.

The purpose of this study (1) to find out the relevance of the curriculum model development of Elementary School Teacher Education with the Elementary School curriculum, (2) to produce a level of improvement in courses that have relevance to the Elementary School curriculum, 3) produce textbooks. The method used in this study is Research and Development. Data collection used questionnaire and structured interview. The results showed that the average score of pedagogical competence of elementary school teachers was included in the excellent category. average score of professionalism of teachers included in the excellent category. The pedagogical abilities and professional abilities of teachers in relation to the relevance of the Elementary School Teacher Education curriculum with the curriculum in Primary Schools are included in the excellent category. Abstract: Indicator of the success of educational services, is when the ability and effectiveness of human resource services and the Department of Education as an agency officials education managers are already well underway, and the availability of sufficient reliable infrastructure and the allocation of funds in the business of giving satisfaction to the public through the provision of educational services, in accordance purpose of existence Government institutions as an public organizations.The research population was all state elementary school teacher Headmaster at Bangkalan Madura in East Java, as many as 666 people, with the criteria of the respondents are: 1). Headmaster of state elementary school teacher at Bangkalan Madura in East Java. 2). Headmaster of state elementary school teacher which already served 1 year minimum.From the test results of the models in this study, the Generalized Least Square Estimation (GLS), analysis of the Structural Equation Model (SEM), proportional random sampling method and software assistance Amos 20, on 247 respondents, able to explain the influence of organizational structure, leadership, and human resources for effective service in the Department of Basic Education at Bangkalan Madura in East Java.The results showed that: 1). Organizational structure can significantly affect the ability of human resource. 2). Organizational structure does not significantly affect the effectiveness of services. 3). Leadership significantly affect the ability of human resource. 4). Leadership significantly influences the effectiveness of the service. 5). Human resource capabilities can significantly affect the effectiveness of services. The results also show that the effectiveness of the service is not due to the direct influence of the organizational structure, but due to an indirect effect through the organizational structure of human resource capabilitiesKeywords: Organizational structure, Leadership, Human resource capabilities, Effectiveness of service
