This study was part of broader PhD research which investigated how access to, and use of, information enhances adaptation to climate change and variability in the agricultural sector in semi-arid Central Tanzania. The research was carried out in two villages using Rogers’ Diffusion of Innovations theory and model to assess the dissemination of this information and its use by farmers in their adaptation of their farming practices to climate change and variability. This predominantly qualitative study employed a post-positivist paradigm. Some elements of a quantitative approach were also deployed in the data collection and analysis. The principal data collection methods were interviews and focus group discussions. The study population comprised farmers, agricultural extension officers and the Climate Change Adaptation in Africa project manager. Qualitative data were subjected to content analysis whereas quantitative data were analysed to generate mostly descriptive statistics using SPSS.  Key findings of the study show that farmers perceive a problem in the dissemination and use of climate information for agricultural development. They found access to agricultural inputs to be expensive, unreliable and untimely. To mitigate the adverse effects of climate change and variability on farming effectively, the study recommends the repackaging of current and accurate information on climate change and variability, farmer education and training, and collaboration between researchers, meteorology experts, and extension officers and farmers. Moreover, a clear policy framework for disseminating information related to climate change and variability is required.

Este trabajo tiene por objetivo analizar el intercambio fronterizo en la región Tijuana-San Diego de los servicios de atención médica, cuidados de la salud y medicamentos. Aun con un gran número de investigaciones y estudios, todavía se tienen muchos cuestionamientos con respecto al impacto de este intercambio en el desarrollo regional. El método empleado es exploratorio, analítico documental y de revisión de la literatura existente. En este trabajo se delimita el mercado trasfronterizo del sur de California y la zona fronteriza de Tijuana, las motivaciones de los usuarios y compradores, las principales barreras, características y tipología. Se enuncian algunas de las áreas para futuras investigaciones y finalmente se formulan algunas propuestas que tienen implicaciones en las políticas públicas. Este estudio arroja luz sobre la posibilidad de elevar los ingresos provenientes del comercio de los servicios de salud, mejorar la satisfacción de los usuarios y consumidores y mitigar las consecuencias negativas asociadas con el diseño de políticas y de iniciativas en los ámbitos multilateral, binacional, regional.    ABSTRACTThe objective of this article is to analyze the border exchange in the Tijuana-San Diego region of medical services, health care and medicines. Despite the numerous research studies conducted, there are still many questions regarding the impact from this exchange on regional development. The exploratory method, documentary analysis and a review of the literature were utilized. This article is focused on the transboundary market of southern California and the Tijuana border area, the motivations of users and buyers, the main barriers, characteristics and typology. Some areas for future studies are specified, and lastly, some proposals with implications for public policies are formulated. This study sheds light on the possibilities of increasing income from commerce in health services, improving the satisfaction of users and consumers, and mitigating the negative consequences associated with the design of policies and initiatives at the multilateral, binational and regional levels.

In today’s world of time effectiveness and climate change it is a necessity to take the right decision at the right time and act responsibly! Our carbon footprint is increasing day by day and our injudicious use of non-renewable sources of energy are posing a threat to get these energy sources exhausted soon! It is our responsibility to take an initiative towards it from our end.In this paper I am going to discuss about an Android Application which I have developed that will solve the problem of finding the shortest route from source to destination. This will lead to less wastage of car fuel and time to find the shortest path!This application has a two fold benefit  i.e. one of finding the shortest path from source and destination and second is acting as a world tour guide. It will not only show you the places of tourist attraction in that place but will also facilitate in providing suggestions for the cheapest means of transport that should be taken in order reach destination in minimum possible time and by spending minimum amount of money on travel!

Purpose The purpose of this paper is to present the major gaps in the field of planning policy and its implementation regarding climate change and disaster risk reduction (DRR), with special reference to the displacement of people, together with the knowledge needed to increase community resilience. The researched relations are illustrated by the example of Serbia. The Republic of Serbia has been faced with increasingly visible impacts of climate change in recent years – floods, heat waves, droughts and others. During the floods that hit Serbia in 2014, over 30,000 people experienced displacement. These events have triggered numerous efforts, both to repair the incurred damage and to analyze opportunities for prevention. Design/methodology/approach This research has used document analysis to investigate contemporary approaches defined by policies, programs and research reports regarding climate change and DRR, with special reference to the displacement of people. An analytical framework has been used to evaluate to what extent the planning policy framework in Serbia addresses these issues in the context of achieving resilient development. Secondary analysis of research data has been used to recognize the gaps and identify needs for increasing community resilience. Findings Based on the growing trends in projections of climate change as a result of induced natural disasters for the region in the future and international trends in coping with these issues, this paper argues that it is necessary to improve the implementation of the planning policy framework and the capacities of professionals and citizens, to reduce future displacement and increase community resilience to climate change. The key weaknesses found within DRR and the emergency management system in Serbia were the lack of an appropriate information base of the cadastre of risk zones and the lack of information and coordination of actors on the local to the national level. During the “pre-disaster” period, findings stress a weak partnership and capacity development practice at the local level, as well as between local responsible bodies and regional/national entities in charge of emergency management and DRR. The paper singles out the main preconditions for achieving effective resilient planning, so that such a plan can move “people away from marginal areas” and provide living conditions that are resilient. Originality/value This paper provides a comprehensive insight analysis of the relations between climate change and DRR, with special reference to the planning policy. Using the lessons learned from the recent climate-induced disaster with its implications on displacement, the paper identifies needs for strengthening capacities to establish more resilient communities in Serbia. The gaps and needs identified, as well as the recommendations provided, may be of value for neighboring countries as well, who face similar challenges in climate change adaptation and who need to increase disaster risk resilience.

A full analysis of 3-month Standardized Precipitation-Evapotranspiration index (SPEI-3) changes and attribution analyses are of significance for deeply understanding dryness/wetness evolutions and thus formulating specific measures to sustain regional development. In this study, we analyze monthly and annual SPEI-3 changes over Southwest China (SWC; including Sichuan (SC), Chongqing (CQ), Guizhou (GZ), Yunnan (YN), and west Guangxi (wGX)) during 1961–2012, using the SPEI model and routine meteorological measurements at 269 weather sites. For SWC and each subregion (excluding wGX), annual SPEI-3 during 1961–2012 tends to decrease, and drying is at most of months in January and September–December, but wetting is in February–August (excluding March for wGX). Additionally, more than 50% of sites show declined and increased SPEI-3 in January, April, June, and August–December and the remaining months, respectively. Except for wGX with dominant of ET0, annual SPEI-3 changes in SWC and other four subregions have dominant of precipitation. Spatially, annual SPEI-3 changes at 59% of sites are because of precipitation, generally located in southeast SC, south YN, CQ, GZ, and south and northeast wGX. Nevertheless, dominants at regional and site scales vary among months, e.g., SWC, SC, CQ, and GZ, having dominant of precipitation (ET0) during September–December (most of months during January–August), YN always with dominant of precipitation, and wGX with dominant of precipitation (ET0) in February–April and July–December (January, May, and June). Importantly, this study provides a reference for quantitatively evaluating spatiotemporal dryness/wetness variations with climate change, especially for regions with significant drying/wetting.
