A study was performed by the Energy Branch of the US Army Engineer Research and Development Center, Construction Engineering Research Laboratory, on behalf of the US Army Installation Management Command under the Installation Technology Transition Program. The focus of the study was related to maintainability and operability issues associated with High Performance Sustainable Buildings (HPSBs). This study was conducted primarily based on information gleaned from telephone and web conference discussions with installation Directorate of Public Works personnel including Operation and Maintenance (O&M) Chiefs, energy managers, maintenance supervisors, and maintenance technicians. Experiences with HPSBs varied from installation to installation. For example, some installations had very positive experiences with photovoltaic (PV) arrays while other sites questioned their practicality due to maintainability problems. One site noted that PV technologies are changing so rapidly that procuring spare/repair parts becomes difficult or impossible when vendors discontinue supporting their older technologies or manufacturers go out of business. Based on discussions with the installation O&M personnel, a table of pro and con recommendations for 25 technologies, which are commonly implemented on HPSBs, was prepared and is included in this report.

The USA faces a multitude of threats to its national security and international interests in an era of exponential technology growth and unprecedented access by anyone with a smartphone. Traditionally, the acquisition of US defense systems has relied on sequential methods of conceptual design and development. While successful in the past, these methods are time consuming and in danger of creating vulnerability gaps that could limit or constrain US response options. The challenge is clear. Either the US Department of Defense (DoD) evolves the way it plans, develops, buys, and manufactures new weapons systems, or it cedes the high ground to a rapidly changing global environment. Adapting and expanding advances in high performance computing (HPC), developing and employing complex physics-based software tools for high fidelity modeling and simulation, and implementing a vision that combines these elements with other processes are critical enablers the DoD is pursuing. This paper describes the synergy of three major DoD efforts designed to address needs in the areas of acquisition program development and execution: the DoD High Performance Computing Modernization Program (HPCMP) (the DoD HPCMP began as an Office of the Secretary of Defense program in 1992; in October 2011, leadership transferred to the Assistant Secretary of the Army for Acquisition, Logistics and Technology; the US Army Corps of Engineers Engineer Research and Development Center manages the program, https://www.hpc.mil/index.php ) Computational Research and Engineering Acquisition Tools and Environments program; the Engineered Resilient Systems program; and the DoD Digital Engineering vision.

Background: Insult to the brain, whether from trauma or other etiologies, can have a devastating effect on an individual. Symptoms can be many and varied, depending on the location and extent of damage. This presentation can be a challenge to the optometrist charged with treating the sequelae of this event as multiple functional components of the visual system can be affected. Case Report: This paper describes the diagnosis and subsequent ophthalmic management of an acquired brain injury in a 22 year old male on active duty in the US Army. After developing acute neurological symptoms, the patient was diagnosed with a pilocytic astrocytoma of the cerebellum. Emergent neurosurgery to treat the neoplasm resulted in iatrogenic cranial nerve palsies and a hemispheric syndrome. Over the next 18 months, he was managed by a series of providers, including a strabismus surgeon, until presenting to our clinic. Lenses, prism, and in-office and out-of-office neurooptometric rehabilitation therapy were utilized to improve his functioning and make progress towards his goals. Conclusions: Pilocytic astrocytomas are the most common primary brain tumors, and the vast majority are benign with excellent surgical prognosis. Although the most common site is the cerebellum, the visual pathway is also frequently affected. If the eye or visual system is affected, optometrists have the ability to drastically improve quality of life with neuro-optometric rehabilitation.

The paper presents results of engineering studies and research and development efforts at RSC Energia to analyze and prove the feasibility of using the mass-produced oxygen-hydrocarbon engine 11D58M with 8.5 ton-force thrust as a basis for development of a high-performance multifunctional rocket engine with oxygen cooling and 5 ton-force thrust, which is optimal for upper stages (US), embodying a system that does not include a gas generator. The multi-functionality of the engine implies including in it additional units supporting some functions that are important for US, such as feeding propellant from US tanks to the engine after flying in zero gravity, autonomous control of the engine automatic equipment to support its firing, shutdown, adjustments during burn and emergency protection in case of off-nominal operation, as well as generating torques for controlling the US attitude and stabilizing it during coasting, etc. Replacing conventional engine chamber cooling that uses high-boiling hydrocarbon fuel with the innovative oxygen cooling makes it possible to get rid of the internal film cooling circuits and eliminate their attendant losses of fuel, while the use of the oxygen gasified in the cooling circuit of the chamber to drive the turbo pump assembly permits to design an engine that does not have a gas generator. The article discusses issues related to the development and use of training means and facilities in order to improve the level of training of US Army personnel. An overview of the main simulators used in the US Armed Forces at present is given, and the prospects for the development of the United States in this area are presented.
