Natural gas plays an important role in industry, transportation and electric power. The first of all problems to solve is to ensure energy security while meeting the demand for gas. Through analyzing the connotation and the frame of energy security, it clears about the significant of the security of energy and gas supply in China, and sets up the benefits and losses model of natural gas, analyzes the loss of economic cost and the obtained economic benefits based on the process of SNG to protect natural gas security. By analyzing the case, the results show that there exists a most advantage point between the loss of economic cost and the obtained economic benefits in the process of natural gas security, China could develop SNG scale of 50 billion cubic meters production by the end of 2030, at this time, it will get the maximum net income of nearly 5 billion RMB. In addition, the results show that the two most important parameters which influence the profits and losses are energy consumption GDP elasticity coefficient and the nature gas price in the process of SNG guaranteeing natural gas security.

This chapter first describes the main transactions that occur in relation to the supply of natural gas after its exploration. In particular, it studies contracts relating to: the production of gas (including drilling contracts), the processing of gas, the transportation of gas (including in pipelines and as liquefied natural gas (LNG) by ship), the storage of gas, the sale of gas from producers to wholesalers, and the sale of gas from wholesalers to end users. The chapter then discusses disputes that typically arise in relation to those transactions, including transportation infrastructure disputes and storage disputes. It pays particular attention to disputes relating to long-term gas sale and purchase agreements (GSPAs), an important number of which have led to high-profile arbitration proceedings in recent years. The chapter, therefore, analyzes in detail the clauses typically contained in those agreements, and the issues that typically arise in arbitration — in particular, gas price reviews.

At present, the development speed of natural gas power generation in China lags far behind the world average level, and there are many problems in the gas electricity industry, including the high gas price of natural gas is difficult to dredge the electricity price, the online electricity quantity is difficult to guarantee, the natural gas supply has the bottleneck, the power plant lacks the bargaining right and so on, which seriously restricts the healthy and sustainable development of the natural power generation industry. On the basis of combing and investigating the existing problems of natural gas power generation in China, this paper expounds the orientation and goal of the development of China's natural gas power generation industry, and puts forward some concrete suggestions for promoting the development of China's natural gas power generation industry.


Recently, the problem of choosing methods of establishing transit tariffs for natural gas transportation services to consumers of EU countries and finding ways to adapt them to the conditions of an international gas transportation consortium (IGTC) has become even more significant. The subject of the article is the problems of Ukrainian gas supply security to consumers of the EU countries using international economic and legal mechanisms. The purpose of the article is to develop a methodology for regulating transit Ukrainian-European gas supplies by creating IGTC "Ukraine-EU" to increase competition and establish an acceptable and mutually beneficial gas price for the end European consumer and for the gas transportation system itself. Research objectives: substantiating the solution of the problems associated with gas transit with the help of economic policy instruments; developing a method of forming IGTC "Ukraine-EU". General scientific research methods were used: synthesis, analysis, systematic approach, statistical analysis of international tariff setting practice application to resolve controversial issues related to the transit of natural gas. Main results and their scientific novelty. Based on the forecast of growth in demand for natural gas in the EU, the author shows the effectiveness of forming IGTC "Ukraine-EU" to ensure reliable gas transit through the territory of Ukraine. A unified mechanism for transit gas supplies through the gas pipeline system of Ukraine under the conditions of the functioning of the “Ukraine-EU” consortium has been proposed. Conclusions: using the mechanism for coordinating the interests of individual participants with the proposed methods will significantly raise the level of security of gas supplies to consumers in the EU countries - both within the framework of the proposed gas transportation consortium with European countries, and for other gas transportation projects.

There are investigated the influence of operating pressures in the gas supply system on the level of such energy indicators as efficiency, gas flow and gas overrun by gas equipment in residential buildings. There is established a relationship between the values of operating pressures in the gas supply system and the gas consumption level of household appliances. The causes of insufficient pressure in the gas networks of settlements are analyzed in the article. There is also developed an algorithm for calculating the change in the efficiency of gas appliances depending on the operational parameters of the gas network. It has been found that the most efficient operation of gas appliances is observed at an overpressure at the inlet of gas appliances of about 1200 Pa.To ensure the required quality of natural gas combustion among consumers and minimize gas consumption there are justified the following measures in the article: coordinating a domestic regulatory framework for assessing the quality of natural gas with international norms and standards; improving the preparation of gas coming from local wells before supplying it to gas distribution networks; auditing low pressure gas pipelines and reconstructing areas affected by corrosion; ensuring standard gas pressure in the network for the normal operation of domestic gas appliances; stating quality indicators of natural gas combustion by gas sales organizations.
