Abstract Risk-Sensitive Land Use Planning (RSLUP) is the process of mainstreaming disaster risk management parameters in land use planning. To ensure the effectiveness and sustainability of RSLUP, it is necessary to identify and understand the existing risk sensitivity of the land use plan. This research aims to develop a GIS-based multi-criteria zoning approach for mapping earthquake risk sensitivity of the land use plan of a local level area. For this purpose, Uttara Residential Model Town (URMT) (third phase), Dhaka, Bangladesh has been selected as the study area considering its earthquake risk for exposure to a potential earthquake. The methodology applied in this research is comprised of two steps. Firstly, assessment of the spatial earthquake risk sensitivity of the proposed land use plan of the study area based on the risk themes and corresponding risk attributes including both natural characteristics as well as built environment factors. They are macro-form risks (seismic hazard assessment), risks in urban texture (proximity from primary roads), special risk areas (geomorphic suitability and proximity from waterbody), open space scarcity risk, and risks in critical facilities (potential temporary disaster shelter and health facilities). Secondly, preparation of earthquake risk sensitivity zoning map by overlaying the spatial risk attribute maps based on weights determined through Analytical Hierarchical Process (AHP). This research brings out the importance and a methodology to assess risk sensitivity of the land use of an area at the local level, which can further foster sustainable RSLUP reflecting the risk sensitivity accordingly and effectively.

Dwelling (also a residence, a residence) is a self-contained accommodation unit used by one or more households as a home; such as a house, apartment, mobile home, household, vehicle, other "substantial" structure. The concept of residence has significance in relation to search and seizure, transport of real property, theft, offenses, and land use planning. In a city like Jakarta, with dense infrastructure, wide economic disparities and a tense social composition, increasing green space should be a top priority. However, residents of the capital Jakarta can reiterate that this is not the case. That in fact lacks a conspicuous park, playground and public park in the capital. The urban design concept deals with the integration of land use, movement and traffic management and the form of the built environment.Its aim is to provide urban high-quality places that are efficient, functional and attractive, and can respond to changing societal, environmental and economic needs over time. In designing it also contributes to, and bridges between planning and design. It deals with the surrounding environment by paying attention to the context of the building and space rather than the object itself. Then it requires access to green infrastructure, open space areas and green spaces, which will contribute to a greener, healthier, smarter, safer, livelier, richer and fairer. This guide will assist in assessing and demonstrating progress in improving green infrastructure to create a place that is useful, sustainable and well used. Konsep tempat tinggal memiliki signifikansi dalam kaitannya dengan pencarian, pengangkutan properti nyata, dan perencanaan penggunaan lahan. Di kota seperti Jakarta, dengan infrastruktur yang sangat padat, kesenjangan ekonomi yang luas dan kehidupan sosial yang tegang, peningkatan ruang hijau seharusnya menjadi prioritas utama. Tujuannya adalah untuk menyediakan perkotaan berkualitas tinggi tempat-tempat yang efisien, fungsional dan menarik, dan dapat menanggapi kebutuhan perubahan masyarakat, lingkungan dan ekonomi dari waktu ke waktu. Dalam mendisain juga berkontribusi, dan menjembatani antara perencanaan dan perancangan. Ini berhubungan dengan lingkungan sekitar dengan memperhatikan konteks bangunan dan ruang daripada objeknya sendiri. Maka diperlukan akses ke infrastruktur hijau, area ruang terbuka dan ruang hijau, yang akan berkontribusi lebih hijau, lebih sehat, lebih cerdas, lebih aman, lebih hidup, lebih kaya dan lebih adil. Panduan ini akan membantu dalam menilai dan mendemonstrasikan perkembangan dalam meningkatkan infrastruktur hijau untuk menciptakan tempat yang berguna, berkelanjutan dan digunakan dengan baik. Rapid urban expansion is a significant contributor to land cover change and poses a challenge to environmental sustainability, particularly in less developed countries. Insufficient data about urban expansion hinders effective land use planning. Therefore, a high need to collect, process, and disseminate land cover data exists. This study focuses on urban land cover change detection using Geographic Information Systems and remote sensing methods to produce baseline information in support for land use planning. We applied a supervised classification of land cover of LANDSAT data from 1987, 2002, and 2017. We mapped land cover transitions from 1987 to 2017 and computed the net land cover change during this time. Finally, we analyzed the mismatches between the past and current urban land cover and land use plans and quantified the non-urban development area lost to urban/built-up. Our results indicated an increase in urban/built-up and bare land cover types, while vegetation land cover decreased. We observed mismatches between past/current land cover and the existing land use plan. By providing detailed insights into mismatches between the regional land use plan and unregulated urban expansion, this study provides important information for a critical debate on the role and effectiveness of land use planning for environmental sustainability and sustainable urban development, particularly in less developed countries.

Purpose In the past 10 years, most countries and cities have published a national adaptation strategy that outlines the strategic approach to reduce the vulnerability to climate change and to adapt to the impacts of it. The existence of an adaptation strategy does not, however, equal implementation of adaptation and the fact that adaptation is taking place across multiple levels also poses new challenges to its efficient implementation. The literature on barriers of adaptation has been increasing rapidly, questioning whether there is a misconception that barriers to implementation can be solved at the local level. Design/methodology/approach This paper analyses the implementation of adaptation strategies across multiple levels of governance by focusing on the land use planning in Finland. The case study examines the implementation of adaptation in the metropolitan region of Helsinki through a policy document analysis. Findings The conclusions highlight that there are barriers at the local level that emerge from the existing governance structures and cannot be solved by the local level alone. There needs to be a further recognition that coordination across levels of governance is a factor in overcoming barriers. Originality/value So far, there are very few studies that have analysed barriers in relation to the implementation of adaptation in a multi-level setting, and none in the land use sector, which is inherently hierarchical in nature.

This paper describes a planning effort that is unique in United States history. Notwithstanding US Constitutional constraints, a joint Federal-State effort attempted to plan for the State of Alaska's 375 million acres of land, following statehood in 1959. The study focuses on the seven-year life of the Federal-State Land Use Planning Commission (FSLUPC) and the competing interests of resource development, environmental preservation, and subsistence life-styles. A consensus decision mode resulted in considerable success in resolving conflicts among competing interests, but failure in consolidating a constituency and developing a land-use plan. The FSLUPC closed its doors in 1979, and in 1980 Congress passed an Alaskan Wilderness Bill the effect of which is so large that it doubles American conservation lands.

Abstract Land use planning in an area will refer to the regulations that have been established by the City Planning Office of each region. This is because each region has the authority to plan spatial plans in their respective regions. The border area is an area whose land use can be influenced by two different regional regulations. This is because the border area is a special area located on the border between two regions, each of which has spatial planning regulations. Gayungan District is one of the sub-districts included in the Border Area between Surabaya City and Sidoarjo Regency. To prevent overlapping spatial regulations that may occur in Gayungan District, it is necessary to monitor the suitability of land use using geographic information system technology and remote sensing. The data used in this study are the 2019 Gayungan District RDTRK Map and very high resolution satellite imagery of Pleiades Surabaya City 2019. The method used is the Object Based Image Analysis (OBIA) method. The result of this research is the suitability of land use in Gayungan District. A land use can be said to be suitable if the existing land use is in accordance with the land use in the plan. Meanwhile, land use is said to be inappropriate if the existing land use is different from the planned spatial use. All land use classes in Gayungan District in 2019 had a higher percentage of unsuitable land than the percentage of suitable land. Each percentage of land is not suitable for each land use class, namely: water body class by 92.593%, road class by 78.035%, industrial class by 77.838%, defense class by 76.706%, green open space class by 69.736%, and residential class by 52,27%. So it can be said that the land use in Gayungan District in 2019 was not in accordance with the plans in the City Spatial Detail Plan Map for 2018-2038, but the land use could be appropriate in its designation for the future, because there is a possibility of development for residential class, industrial class, and defense class on open land that is still widely available.

Bangladesh is a developing and densely populated country. The process of urbanization is increasing day by day in this country. But planned development is challenging here. Bangladesh is the largest delta in the world. Due to geographical location, Bangladesh is naturally prone to disasters. Not only that Bangladesh is also under the thread of global worming and climate change related issues. Although Bangladesh is not contributing much to global greenhouse gas increase, Bangladesh is one of the largest victims of the adverse impacts of global worming and climate change. To reduce the impact and damage it is necessary to formulate risk reduction land use plan incorporating socioeconomic and geo-physical aspects. Mirsharai is a coastal Upazila situated in Chattogram District of Bangladesh. The area is highly prone to disaster and affected by climate change related problems. So, the area is ideal for this kind of study. In this paper, socioeconomic characteristics such as affordability, investment potentiality, demand and need has been analyzed. Result shows that people’s affordability is not good in most of the places of Mirsharai Upazila but in some isolated areas like small urban area or growth centres, people’s affordability and other socioeconomic conditions are good. Geo-physical aspects such as Infrastructure, ground water recharge, water logging tendency, Road accessibility, Ground elevation, Agricultural crop pattern and Land use were used to calculate development suitability and development conflict using Multi-criteria Analysis technique. Based on development suitability and conflict 4 category were identified as highly suitable, suitable, moderately suitable and less suitable area for development. Similarly, highly conflicted, conflicted, moderately conflicted and less conflicted areas for development were identified. Finally, by comparing development conflict and suitability maps, a relative development suitability map was produced marking highly suitable, suitable, moderately suitable, less suitable, partially unsuitable and completely unsuitable areas for development. These types of socioeconomic and geo-physical condition analysis can help making clear understanding on the study area for making risk sensitive land use plan.

Land-use planning, disasters and development are clearly related. Risk-sensitive development practices and responsible land use planning can contribute to resilience building. At the same time, poorly planned development can intensify social, economic, physical and environmental vulnerabilities of the population and can trigger devastating extreme events. Therefore, the process of disaster risk reduction has to be weaved into the developmental framework and India has given its commitment at national and international forums to ensure the same. However, since there is no specific policy on integrating DRR into development planning in India, this paper discusses the extent to which such integration is seen through one of the major projects- the Navi Mumbai International Airport (NMIA) in the planning and approval process, especially in the contexts of environmental vulnerabilities. The study suggests that there are serious gaps between the policy proclamations that seek to ensure sustainable development through DRR integration into development projects and its implementation. Thus, much more work is needed to enforce the idea of mainstreaming DRR in to foster risk aware or risk sensitive development. Data for this qualitative study was obtained from both primary as well as secondary sources.
