Abstract With the development of Internet finance, existing financial platforms have gradually formed a large-scale, dynamic operating environment. How to ensure information security and realize personal credit evaluation is an urgent problem to be solved in the development of Internet financial platforms. The rise of blockchain technology has provided new solutions for the management of Internet financial platforms and information security. In view of the shortcomings of the current Internet financial credit evaluation, this article discusses the key standards of personal credit evaluation. With the help of blockchain, decision tree and other technologies, this paper designs the credit evaluation process and establishes personal credit evaluation technology. Experiments and analysis show that this technology can effectively improve the transparency of personal credit information in Internet finance. This technology is used to study credit risk assessment factors and provide new solutions for the intelligent transformation and upgrading of Internet finance.

In recent years there has been a phenomenon of “Thirst for Credit Investigation Information” within China's internet finance industry. To compensate for the new credit investigation demands that traditional measures of credit investigation lack, big data credit investigation has been widely recognized as a viable solution. Big data credit investigation however poses greater risks to the rights and interests of the information subject. In order to solve the existing problems associated with the data credit investigation industry, the author advocates that special laws and regulations be revised or formulated on the basis of balancing the rights and interests of the information subject with those of public interests. In the future, the combination of big data credit investigation system with blockchain technology may effectively solve the problems that are harmful to the rights and interests of the information subject, such as information-isolated island and information security.

AbstractBig data-based credit reference system gradually attracts wide attention due to its ad-vantages in remedying the shortages of traditional credit reference and dealing with new challenges arising from financial credit management. Nevertheless, this new method is also adapted through different studies and experiments to be problematic with island of credit information and information security. Some researchers begin exploring the possibility of applying blockchain technology to the individual credit reference field. The business links in the individual credit reference can be innovated through the blockchain mechanism so that credit data from different industries get collected through peering points, secure communication and anonymous protection on the basis of such techniques as distributed storage, point-to-point transmission, consensus mechanism and encryption algorithm. In this way, it is feasible to solve island of information and enhance the protection of user information security. A promising future can be expected about the big data-based credit reference, but there are also many problems with blockchain-based credit reference in China.

This paper analyzed personal credit evaluation system in rural area based on decision tree model. Firstly, it reviewed some references about credit evaluation methods and found that decision tree was a linear adaptive data-driven model with induction ability and a wide range of function approximation ability so that it could be applied into personal credit evaluation. Secondly, decision tree classified data samples consisting of two phases: constructing decision tree model and then classification stage. The first stage was to train data samples to establish a decision tree, and this process was divided into three steps which included feature selection, node splitting and tree pruning. The second stage was to put test samples into the established decision tree, and let it to classify from a new set of data. After that, it took advantage of the model to evaluate personal credit and selected the twenty indicators. The results showed that household assets, net assets and the existing current account balance were the most important three indicators for evaluating personal credit in rural area.

UNSTRUCTURED The word blockchain elicits thoughts of cryptocurrency much of the time, which does disservice to this disruptive new technology. Agreed, bitcoin launched in 2011 was the first large scale implementation of blockchain technology. Also, Bitcoin’s success has triggered the establishment of nearly 1000 new cryptocurrencies. This again lead to the delusion that the only application of blockchain technology is for the creation of cryptocurrency. However, the blockchain technology is capable of a lot more than just cryptocurrency creation and may support such things as transactions that require personal identification, peer review, elections and other types of democratic decision-making and audit trails. Blockchain exists with real world implementations beyond cryptocurrencies and these solutions deliver powerful benefits to healthcare organizations, bankers, retailers and consumers among others. One of the areas where blockchain technology can be used effectively is healthcare industry. Proper application of this technology in healthcare will not only save billions of money but also will contribute to the growth in research. This review paper briefly defines blockchain and deals in detail the applications of blockchain in various areas particularly in healthcare industry.

Summary Objective: To summarize excellent current research and propose a selection of best papers published in 2016 in the field of Bioinformatics and Translational Informatics with applications in the health domain and clinical care. Methods: We provide a synopsis of the articles selected for the IMIA Yearbook 2017, from which we attempt to derive a synthetic overview of current and future activities in the field. As in 2016, a first step of selection was performed by querying MEDLINE with a list of MeSH descriptors completed by a list of terms adapted to the section coverage. Each section editor evaluated separately the set of 951 articles returned and evaluation results were merged for retaining 15 candidate best papers for peer-review. Results: The selection and evaluation process of papers published in the Bioinformatics and Translational Informatics field yielded four excellent articles focusing this year on the secondary use and massive integration of multi-omics data for cancer genomics and non-cancer complex diseases. Papers present methods to study the functional impact of genetic variations, either at the level of the transcription or at the levels of pathway and network. Conclusions: Current research activities in Bioinformatics and Translational Informatics with applications in the health domain continue to explore new algorithms and statistical models to manage, integrate, and interpret large-scale genomic datasets. As addressed by some of the selected papers, future trends would include the question of the international collaborative sharing of clinical and omics data, and the implementation of intelligent systems to enhance routine medical genomics.
