Digital evidence, such as evidence from CCTV and event data recorders, is highly valuable in criminal investigations, and is used as definitive evidence in trials. However, there are risks when digital evidence obtained during the investigation of a case is managed through a physical hard disk drive until it is submitted to the court. Previous studies have focused on the integrated management of digital evidence in a centralized system, but if a centralized system server is attacked, major operations and investigation information may be leaked. Therefore, there is a need to reliably manage digital evidence and investigation information using blockchain technology in a distributed system environment. However, when large amounts of data—such as evidence videos—are stored in a blockchain, the data that must be processed only within one block before being created increase, causing performance degradation. Therefore, we propose a two-level blockchain system that separates digital evidence into hot and cold blockchains. In the criminal investigation process, information that frequently changes is stored in the hot blockchain, and unchanging data such as videos are stored in the cold blockchain. To evaluate the system, we measured the storage and inquiry processing performance of digital crime evidence videos according to the different capacities in the two-level blockchain system.

In recent years there has been a phenomenon of “Thirst for Credit Investigation Information” within China's internet finance industry. To compensate for the new credit investigation demands that traditional measures of credit investigation lack, big data credit investigation has been widely recognized as a viable solution. Big data credit investigation however poses greater risks to the rights and interests of the information subject. In order to solve the existing problems associated with the data credit investigation industry, the author advocates that special laws and regulations be revised or formulated on the basis of balancing the rights and interests of the information subject with those of public interests. In the future, the combination of big data credit investigation system with blockchain technology may effectively solve the problems that are harmful to the rights and interests of the information subject, such as information-isolated island and information security.

Abstract Offshore site investigation is time-consuming and relatively expensive compared to onshore site investigation, because it is affected by severe weather conditions and has low accessibility from the land. Due to these economic and spatial-temporal constraints, it is essential to integrate the available site investigation information for the planning and design of offshore infrastructures. In this study, a GIS-based system was developed to manage and utilize the offshore site investigation data using opensource software. The system mainly performs the function of modeling the geo-information in three dimensions based on the offshore site investigation database. Through the input module, borehole data, geophysical survey data and numerical terrain information are standardized and stored in the database. The three-dimensional spatial modeling module performs outlier analysis of borehole data, subsurface geo-layer stratification, and interpolation of geotechnical properties. For the geo-layer stratification, the geostatistical integration method of borehole and geophysical datasets is adopted as well as conventional geostatistical methods. The optimization method of the results from geostatistical conditional simulation can be used for three-dimensional modeling of geotechnical property. The geoinformation predicted by the analysis module is inserted back into the database. Although this system is designed for offshore site investigation information, it can be used to manage inland and onshore site investigation information. Three-dimensional spatial modeling of site investigation information of an expressway construction site in South Korea was carried out using the developed system and its applicability was verified.

The article considers problematic issues related to ensuring access to court decisions, including full access to the Unified State Register of Court Decisions, in the context of implementation of the constitutional principle of publicity of proceedings and inadmissibility of disclosure of pre-trial investigation information, especially in court decisions. There are proposals to revise and supplement the High Council of Justice with the provisions of the Procedure for maintaining the Unified State Register of Court Decisions, as well as the legal framework for access to court decisions, in particular Articles 2 and 4 of the Law of Ukraine «On Access to Court Decisions». Summing up, an author notes that finding a reasonable balance between ensuring access to court decisions in the context of implementing the constitutional principle of publicity of proceedings and the inadmissibility of disclosure of pre-trial investigation, especially in court decisions, is a practical requirement today. The answer to this in the short term may be a revision and amendment by the High Council of Justice of the Unified State Register of Judgments, and in the medium term - a revision of the legal framework for access to judgments, including Articles 2 and 4 of the Law of Ukraine «On Access to Judgments». Such measures, in our opinion, will only strengthen the practical implementation of the constitutional principles of transparency of the judiciary. Key words: transparency of the judiciary, transparency of court proceedings, access to court decisions, inadmissibility of disclosure of information of pre-trial investigation.

Outbreaks or extraordinary events often become an issue that occurs in Indonesia. Therefore, an outbreak investigation information system is required to collect, manage and analyze data quickly and accurately. On the other hand, challenges in data accessing processes in certain locations are still constrained by a slow internet connection. This paper conducted speed increase of a page load or site speed time from disease outbreaks investigation information system website.Page load time speed testing was carried out using Google Chrome Developer Tools and using simulation speeds of 2.5 Mbps. Testing time was carried out by dividing the time into three sections, morning hours, working hours and night hours. Implementation of page load time increase includes reducing HTTP requests, utilizing GZIP compression, performing code minification, setting browser chache, using CDN, and using other enhancement techniques. The results showed that after implementing an increase in page load time by turning off cache and using cache, there was an increase in site speed. When the browser cache was turned off, an average page load time increased of 54.79% from the previous time. Whereas when using the browser cache, page load time speed increased by 55.28% from the previous time.
