Abstract With China's economy entering the stage of high-quality development, manufacturing energy carbon emission efficiency has become the focus of academic attention. Based on the panel data of China's manufacturing sub-sectors, this paper measures and analyzes the evolution trend of manufacturing energy carbon emission and its efficiency. On this basis, this paper uses coefficient of variation and convergence model to test the convergence of manufacturing energy carbon emission efficiency. The results show that China’s manufacturing energy carbon emissions and its efficiency show an increasing trend. The coal was the main source of manufacturing energy carbon emissions. The manufacturing energy carbon emission efficiency does not exist σ convergence, but exists β convergence, and its convergence exists industry heterogeneity. The manufacturing energy carbon emission efficiency exits scale effect and technology effect, but not the effect of opening to the outside world and institutional effect, and its effect exists industry heterogeneity. By reducing carbon emissions, adopting differentiated policies, adjusting the industry scale, and enhancing the industry technology intensity, China's manufacturing can improve the energy carbon emissions efficiency and promote high-quality economic development.

As economic development rapidly progresses in China, a method of carbon emission control that provides reasonable solutions is needed. This paper analyzes the convergence of carbon emission evolutionary characteristics in different regions of China and studies the dynamics of carbon emissions in China based on a convergence model. It was found that the carbon emission levels of each region are prominent in terms of time, and the regional carbon emission level has absolute β characteristics. The regional carbon emission condition β convergences have different convergence paths. Therefore, it is necessary to justify carbon emission reduction in China and put forward an emission reduction strategy.

China's economy has entered a new stage of development. High-quality manufacturing development is an important part of the high-quality development of the Chinese economy, and promoting high-quality manufacturing development is a strategic requirement in response to changes in the internal and external situation. This paper reviews and summarizes the important achievements of the research on the high quality development of manufacturing industry in recent years from four perspectives: connotation, path, evaluation system and evaluation of the high quality development of regional manufacturing industry, and points out the shortcomings of the current research.

To discuss the coupling coordination relationship among tourism carbon emissions, economic development and regional innovation it is not only necessary to realize the green development of tourism economy, but also great significance for the tourism industry to take a low-carbon path. Taking the 30 provinces of China for example, this paper calculated the tourism carbon emission efficiency based on the super-efficiency Slacks based measure and Data envelope analyse (SBM-DEA) model from 2007 to 2017, and on this basis, defined a compound system that consists of tourism carbon emissions, tourism economic development and tourism regional innovation. Further, the coupling coordination degree model and dynamic degree model were used to explore its spatiotemporal evolution characteristics of balanced development, and this paper distinguished the core influencing factors by Geodetector model. The results showed that (1) during the study period, the tourism carbon emission efficiency showed a reciprocating trend of first rising and then falling, mainly due to the change of pure technical efficiency. (2) The coupling coordination degree developed towards a good trend, while there were significant differences among provinces, showing a gradient distribution pattern of decreasing from east to west. Additionally, (3) the core driving factors varied over time, however, in general, the influence from high to low were as follows: technological innovation, economic development, urbanization, environmental pollution control, and industrial structure. Finally, some policy recommendations were put forward to further promote the coupling coordination degree.

Abstract As China's economy shifts from a rapid development stage to a high-quality development stage, it is important to know how different FDI characteristics affect high-quality economic development. Furthermore, under the constraints of environmental regulations, will these impacts change? The dual-fixed spatial Durbin model and panel data of 30 provinces in inland China from 2005 to 2018 were used for analysis. This study finds that (1) under the constraints of environmental regulations, the scale of FDI, export orientation, and technology spillover capacity have a significant positive impact on China's high-quality economic development, but without the constraints of environmental regulations, only the technological spillover capability of FDI has such a significant positive impact. (2) FDI with strong technology spillover capabilities not only promotes local development but also plays a significant role in promoting high-quality economic development in surrounding areas through spillover effects. (3) Compared with secondary industry, tertiary industry plays a stronger role in promoting the high-quality development of China's economy. (4) The areas with high quality economic development are concentrated in the eastern coastal cities. The outdated economic and scientific research and technology in the central and western regions means that they lack the ability to learn advanced technologies from FDI.

China’s declaration to the international community to peak CO2 emissions before 2030 and achieve carbon neutrality before 2060 is of great significance in advancing the objectives of the Paris Agreement, and has a positive and far-reaching impact on China’s high-quality development. This paper expounds on responsibilities and ambitions in tackling climate change, analyzes the high-quality development opportunities brought about by CO2 emissions peak and carbon neutrality, and discusses the net zero carbon emissions transformation in the new era of ecological civilization. This paper is of the view that development towards net zero carbon emissions provides a new impetus for building a Beautiful China, and promoting ecological civilization and green development. The essence of carbon neutrality should be correctly understood so that the world will work together to improve climate resilience. China should also deepen the understanding of the principles and methodologies of climate change economics.

Based on GTAP-E model, a recursive dynamic method is adopted to analyze emission reduction and economic impact of carbon tariffs levied by US on China’s economy and the effects on carbon emission. The results show that China's macroeconomic would suffer a lot. The export of sectors with high embodied carbon emission would decrease significantly. While for sectors with low embodied carbon emission although some of them have high dependence on US, the negative impact on their export would be lower due to trade diversion to other regions. While the implementation of carbon tariffs could reduce global carbon emissions, the effects are quite limited.

Reducing carbon emissions and realizing green, circular, and low-carbon development is essential for high-quality economic development. Following the construction of a superefficiency SBM model and combining the panel data of three major urban agglomerations in the Yangtze River Economic Belt from 2003 to 2017, carbon emission efficiency was measured and analyzed. A spatial Durbin model (SDM) was incorporated to analyze the urban agglomerations in the Yangtze River Economic Belt and the impact of urbanization quality and foreign direct investment (FDI) on carbon emission efficiency. Finally, the SDM model was used to decompose the spillover effect. Generally, carbon emission efficiency in the three major urban agglomerations in the Yangtze River Economic Belt is low, with regional differences. FDI only has a positive impact on the carbon emissions of the Yangtze River Delta and the middle reaches of the Yangtze River. Furthermore, urbanization and population density have led to high levels of carbon emission in the region; however, the industrial structure and energy intensity factors have inhibited the improvement of regional carbon emission efficiency. Improving the quality of urbanization and trade structure is important to achieve energy conservation and emission reductions, which are pillars of sustainable economic development.
