В работе ставится задача адаптации алгоритма метода анализа иерархии для возможности его применения в сценарном анализе проектов развития газового хозяйства г. Воронежа. Одна из задач работы - формирование модели оценки проектов газовой сферы. В качестве решения предложены модель оценки проектов и адаптированный алгоритм. The paper poses the problem of adapting the algorithm of the hierarchy analysis method for the possibility of its application in the scenario analysis of projects for the development of the gas economy in Voronezh. One of the tasks of the work is to form a model for evaluating gas projects. As a solution, a project evaluation model and an adapted algorithm are proposed

It is found that the traditional BDA methods are not appropriate the system target BDA. A new method of the system target BDA is proposed in this paper. Firstly, based on Hierarchy Analysis Method (AHP), the system target function index system is set up. Secondly, the step of system target function damage assessment method is analyzed and proposed based on Fuzzy Analytic Hierarchy Process (FAHP). Finally, an example of air base damage assessment is given to verify the validity and availability of the proposed method.

In this article, the authors present the results of the analysis of the key components of the natural-territorial complex (NTC) of the city, or the territory, natural, and natural-economic systems of the city. Under the conditions of urban development of the territory, the natural-territorial complex of the city undergoes anthropogenic impact, existing natural systems are modified, internal interconnections are broken, new ones are being formed for the purpose, content and functioning of natural-economic systems, and natural and anthropogenic risks can be manifested. The current conflict between natural and anthropogenic subsystems requires a comprehensive and integrated approach to their assessment [1, 2, 3, 4, 5, 6, 7]. The authors proposed a methodology according to which the level of sustainability of the natural-territorial complex of the city of Tyumen in terms of its urbanization is determined. The methodology includes a hierarchy analysis method, a comprehensive assessment, cluster analysis, sociocultural research, a cartographic method, and a modeling method [5, 8, 9, 10, 11]. The analysis includes ten planning areas (districts) of the city: Bereznyakovsky (1), Tarmansky (2), Parfenovsky (3), Zatyumensky (4), Zarechny (5), Central (6), Gilevsky (7), Verkhneborsky (13), Mysovsky (14), Novoroshchinsky (15). The assessment is presented in more detail on the example of two districts – Central and Zarechny (Fig. 2).

In the paper approaches of application of the theory of latent variables for the decision of some problems of management and management are offered. The peculiarity of this work is that mathematical solutions for solving problems are based on Rasch’s model for estimating latent variables.The aim of this paper is to describe a general approach to estimating latent variables using Rasch’s method, based on the method of least squares, and apply this approach to some management tasks. The tasks of applying the Rasch model to the method of organizing team, to evaluating alternatives in decision-making and to the formation of a portfolio of securities were solved.In the field of labour management, three models for organizing group tasks are considered: the formation of work teams, the case of individual performance of a group task, and the case of joint performance of group task jobs. In the field of decision theory, the model for choosing the best alternative is considered, including taking into account the weights of the criteria. We also considered the approach of obtaining estimates of alternatives using the hierarchy analysis method, in which the attractiveness vector of alternatives is computed on the basis of Rasch’s model of estimation of latent variables. In the field of financial management, a method of forming a portfolio of securities in the approach of the theory of latent variables is proposed. It is shown that, in comparison with traditional methods, the approach based on Rasch’s model has advantages: linearity of the obtained estimates, their independence and high accuracy.

The organizational culture of customs authorities is understood by the authors as a set of norms, rules, customs and traditions that are supported by customs authorities and set a general framework for the behavior of officials. To determine the key characteristics and analyze the dynamics of the organizational culture of the customs authorities, the methodology of Robert E. Quinn and Kim S. Cameron Organizational Culture Assessment Instrument (OCAI) was used. This methodology is based on the framework construction of competing values corresponding to four types of culture: clan, adhocratic, market, bureaucratic. According to the results of the survey, currently the bureaucratic type of organizational culture prevails in the Samara customs, the values of the other types of cultures are approximately equal to each other. At the same time, there are significant differences between the prevailing and preferred type of organizational culture. In the preferred state, the adhocratic type of culture predominates, bureaucracy is in second place in importance, then the clan and the market type of culture. At the second stage of the study, using the method of analyzing hierarchies, an expert assessment of the formation of the preferred – adhocratic type of organizational culture of customs authorities was carried out. The factor analysis of the identified types of organizational cultures of the customs authority made it possible to determine which type of organizational culture contains the potential for increasing the effectiveness of personnel management. To solve this problem, a mathematical tool was used – the method of analyzing hierarchies. The data obtained as a result of the application of the OCAI methodology and the hierarchy analysis method in the study of organizational culture made it possible to solve the problems of defining the type and strength of the culture dominant in the customs authorities, to establish profiles for the existing and intended organizational culture and to determine the scenario for further changes in the organizational culture of the customs authorities. contributing to improving the efficiency of personnel management.
