Baluran National Park in the regency of Situbondo, East Java-Indonesia, highly prospective for development of sustainable tourism that can improve the welfare of local people. The suitable tourism type is eco-tourism with local people envolvement.The purposes of this study were: 1). To know the local people envolvement in eco-tourism development; 2). To know the potenciesof Baluran National Park; and 3). To formulateEco-tourism Development Strategy.Using the matrix analysis method of IFAS and EFAS, produce a common strategy; SWOT analysis generates alternative strategies. This research was exploring, to formulate policies and programs based internal and external conditions. Data were collected by questionnaire, interview and observation. The number of respondents 25 people who are competent in the field of tourism.The results showed, local people envolvement of Wonorejo, Bajul Mati, Bimo Rejo, Watu Kebo, Sumber Waru and SumberAnyaras buffer villages, in the development of eco-tourism in Baluran National Park needs to be improved through approach, training and community empowerment. Alternative strategy obtained eco-tourism product development strategy; development of basic infrastructure and facilities as well as supporting tourism; tourist market penetration and promotion; increased security; as well as institutional and human resource development strategy of eco-tourism. Eco-tourism development strategy is a strategic priority of generating eco-tourism product development programs and maintaining biological resources.

Though community empowerment and sustainable tourism development (STD) have been discussed in the existing literature, little research has focused on the elaborate mechanisms between these two variables. Therefore, the present study examines the relationship between community empowerment and STD, along with the mediating role played by community support for tourism. Using social exchange theory, this research establishes theoretical relationships between vital variables for STD. A survey of empirical study was undertaken, and data were collected from 353 local residents in the northern area of Pakistan. The results for data analyses demonstrated a significant relationship between community empowerment and STD initiatives, and community support for tourism was shown to partially mediate the relationship between the two variables. The findings imply that high community empowerment enables the community to establish successful sustainable tourism development through local people’s support for tourism. This study contributes theoretically to identifying the idea that community members’ support for tourism has a crucial function bridging the link from community empowerment to sustain tourism in a local area.

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

This research is backgrounded by developing process of Teletabis Hill Tourism objects located in Nagari Lubuak Layang, South Rao District, Pasaman Regency. This was allegedly due to community empowerment activities conducted by Pambangun Nagari Youth Community. The aims of the research is describe the community empowering process, strengthening potention, and autonomyc of community in Nagari Lubuak Layang, Pasaman Regency. The quantitative approach and descriptive design was used in this research. The population of this research is 40 people who lived around the tourism village. The sample was obtained using 33 random sampling techniques. The data collection techniques were questionnaires, and data analysis used percentage formula. The results of this research showed that: (1) community empowerment in enabling community activities was conducted very well; (2) community empowerment in strengthening activities was conducted very well; and (3) community empowerment in the autonomyc activities of the community is well done. This research suggest that: (1) the community could maintained and enhanced tourism development activities for giving more effective impact on community empowerment; and (2)  the community could conserving the tourism objects for giving good influence on the progress of community.

Tourism involves the movement of individuals from one region to another, which are sometimes of different cultures. The interaction between tourists and local communities in tourist destinations is social interaction. The community does not always react positively to the development of certain destinations or attractions. Public attitudes that are not always beneficial to tourism have various causes, such as the well-being differences that appear so starkly between wealthy tourists and poor local communities and  conflict over limited resources such as water, land and cultural resources. This condition needs to be addressed because frequent demonstrations at various tourist attractions in Bali may jeopardize the security and comfort of tourists and affect the image of Bali as an international tourist destination. This study aims to: 1) To evaluate local government policies in community empowerment; 2) To measure perceived community-based tourism implemented   in the destination areas 3) To measure thelife satisfaction of the people in tourist destinations; 3)To measure individual   attitude toward toursm develoment  in Destinations. The results of this study are expected to be useful as input in the formulation of regional tourism policies  to realize tourism development goals effectively. This study is different from previous tourism studies because it examines the impact of tourism development from an integral perspective of sustainable tourism and community-based tourism.   Keywords: community attitude, community-based tourism, community empowerment, community life satisfaction.

One of the main principles a community empowerment in sustainable development is that the primary benefits should be returned to the local community and become an integral part of the development activity. However, Tangkoko as a centre for natural tourism development in North Sulawesi, Indonesia has tended to concentrate on tourism development without adequately considering livelihoods of local communities. This study is aimed to examine to what extend The model of community empowerment can be applied into the practice of community empowerment development in Tangkoko Nature Reserve. The study will contribute to the formulation of government policy in formulating and establishing the R- Urban conservation efforts, especially in the utilization of local natural resources by using the principles of sustainable development in Tangkoko Nature Reserve. In addition, the results of the study will be able to promote the use of community-based empowerment and participation through the use high-value natural surrounding environment. This study involves desktop research and fieldwork comprising questionnaire surveys and on-site observations to provide evidences of community-based empowerment in Tangkoko Natural Reserve. This study develops a model of sustainable tourism development through creative community empowerment that will ensure the outcomes from tourism will be returned to strengthen the local economy as well the quality of life of local communities.
