Assessing the Impact of Science Parks on Knowledge Interaction in the Regional Innovation System

Differences between the territories in economic-geographical situation, socioeconomic development, and political conditions of economic activity, the accumulated knowledgebase and competences, generate nonuniformity of the innovation space, where each region is unique and has its own innovative trajectory of innovative development trajectory. The subject of this research is the the process of formation and development of the regional innovation system (RIS) of Primorsky Region. The hypothesis is advanced that the RIS of Primorsky Region has certain peculiarities substantiated by the impact of economic-geographical location, which are reflected in engraining the specificity of marine management in localized innovation processes. The object of this research is the Kaliningrad Oblast located on the coast of the Baltic Sea. The article covers the period from 1945 to 1990, which allowed determining the peculiarities of the three stages of the life cycle of RIS  (origin, development, and maturity), as well as assessing the influence of the factor of coastal location  upon them. The author examines the qualitative and statistical data that characterize the five components of RIS: human resources, infrastructure, research and development, innovation environment, and framework conditions. The novelty of this work lies in application of comprehensive approach towards studying life cycle of RIS in its structural complexity in different time periods, as well as in consideration of coastal specificity of the economy. It is demonstrated that the RIS of Kaliningrad Oblast of the Soviet period specialized in marine management, formed as a result of concerted efforts of the government.

The main aim of this research was to search for relevant indicators and effective instruments for modeling the impact and institutional management of the regional innovation system for its balanced development. The objective of the study was to justify approaches for institutional management elaboration for balanced sustainable development of regional innovation systems regarding related factors and the needs of the region. The methodology of cognitive modeling and scenario impulse modeling are used for the analysis of the interconnection between the regional innovation system and higher education institutions and developing an instrument to diagnose the problems of no-congruence and improving the institutional management elaboration in the regional innovation policy. The analysis of system indicators of the cognitive map allowed to define the basic patterns in the regional system, determine the most significant factors and relationships for the economic system of the region and visualize them in the form of a cognitive map, identify the influence of the innovation environment elements on the target indicators, quantify its positive and negative impact, forecast and determine the directions of its improvement and enhancing the interaction of regional actors. The results of the study have practical value for use in improving institutional management in planning reforms and transformations of regional innovation systems.

Subject. This article examines the issues of asymmetrical development of the areas. Objectives. The article aims to study the impact of innovation-driven development on polarization processes in the region. Methods. For the study, we used a comparative analysis. Results. The article justifies the need to form an effective regional innovation policy aimed at reducing the spatial unevenness of the areas. Conclusions. Since many regions of Russia do not have large deposits of actively developed minerals, the innovation factor can become a driver of regional development. The formation of a regional innovation system will contribute to a more balanced development of the territorial structure.

Purpose – The purpose of this paper is to investigate the role of the interface organizations of a regional innovation system on the dynamics of knowledge transfer between universities and firms. Design/methodology/approach – The Triple Helix approach is used as a heuristic tool. The paper is based on a face-to-face survey to a sample of 800 innovative firms in Andalusia (Spain). The analysis focusses on the effectiveness attributed by the firms to technology transfer offices (TTOs), science parks and the regional innovation agency. Findings – Different organizations have different roles in the relationships that firms maintain with universities in a regional innovation system. Firm’s positive perceptions of TTOs, science parks and the innovation agency in the promotion of knowledge transfer are associated to the kind of relationships maintained with universities. Research limitations/implications – The research focusses on the region of Andalusia. Further studies could consider the applicability of the findings in other regional innovation systems. Practical implications – The paper helps governments and managers of TTOs, science parks and innovation agencies to understand the real use that interface organizations have for the industrial tissue of a regional innovation system. Originality/value – There have been few studies that observe together the value attributed by firms to the several interface organizations in a specific innovation system. The analysis contributes to the debate on the adjustment of the different roles of interface organizations in the promotion of knowledge transfer and innovation dynamics.

AbstractThe social dimension of innovation is growing due to unprecedented wicked global challenges we all face, including COVID-19 pandemic. Those challenges in their dynamic complexity require new cross-scale, cross-domain and action-oriented approaches at the universities. I argue that universities need to go beyond their traditional missions and to take an active role in a transformative change by working with their communities and creating real social impact. The fourth mission concept is particularly relevant as it puts emphasis on the universities roles in sustainable development. I propose to reflect on those new roles of universities in the context of quadruple/quintuple helix model that is seen as playing an important role in fostering the shift from technical to social innovations. Social innovation is an element of a regional innovation system, in which the importance of knowledge is not determined exclusively by competitiveness and productivity, but by taking into account the creation of social well-being, the impact on the quality of life and co-creation of knowledge as part of public–private partnerships. By addressing social innovation practices from a perspective of Polish public universities, it fills the gap of relatively few studies on institutional change and incentive structures that influences the ability of universities to engage in social innovation by proposing. I propose to adapt the socially engaged university model that could be a tool for stimulating and strengthening their functions within a modern regional innovation system allowing for an active role of civil society organisations.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.
