Differences between the territories in economic-geographical situation, socioeconomic development, and political conditions of economic activity, the accumulated knowledgebase and competences, generate nonuniformity of the innovation space, where each region is unique and has its own innovative trajectory of innovative development trajectory. The subject of this research is the the process of formation and development of the regional innovation system (RIS) of Primorsky Region. The hypothesis is advanced that the RIS of Primorsky Region has certain peculiarities substantiated by the impact of economic-geographical location, which are reflected in engraining the specificity of marine management in localized innovation processes. The object of this research is the Kaliningrad Oblast located on the coast of the Baltic Sea. The article covers the period from 1945 to 1990, which allowed determining the peculiarities of the three stages of the life cycle of RIS  (origin, development, and maturity), as well as assessing the influence of the factor of coastal location  upon them. The author examines the qualitative and statistical data that characterize the five components of RIS: human resources, infrastructure, research and development, innovation environment, and framework conditions. The novelty of this work lies in application of comprehensive approach towards studying life cycle of RIS in its structural complexity in different time periods, as well as in consideration of coastal specificity of the economy. It is demonstrated that the RIS of Kaliningrad Oblast of the Soviet period specialized in marine management, formed as a result of concerted efforts of the government.

The cross-regional innovation system is an innovation system formed on the basis of the integration of administrative regions and economic regions. Taking the collaborative innovation of Beijing-Tianjin-Hebei region as an example, the role that the government should play in the construction of cross-regional innovation system is analyzed, and draws the following conclusions: There is a link between the “visible hand” (government intervention) and the “invisible hand” (market regulation). The contribution of the government is the precondition for the market to play its role, and the market mechanism further promotes the promotion of government functions, thus forming a virtuous circle in which local governments and market competition are embedded. To be specific, governments play different roles in different development stages of the cross-regional innovation system. In the initial stage of the construction of the system, the government played a leading role as a planner; In its mature stage, the government will cooperate with other various innovation entities in the region as a participant to jointly promote the effective implementation of innovation policies.

The main aim of this research was to search for relevant indicators and effective instruments for modeling the impact and institutional management of the regional innovation system for its balanced development. The objective of the study was to justify approaches for institutional management elaboration for balanced sustainable development of regional innovation systems regarding related factors and the needs of the region. The methodology of cognitive modeling and scenario impulse modeling are used for the analysis of the interconnection between the regional innovation system and higher education institutions and developing an instrument to diagnose the problems of no-congruence and improving the institutional management elaboration in the regional innovation policy. The analysis of system indicators of the cognitive map allowed to define the basic patterns in the regional system, determine the most significant factors and relationships for the economic system of the region and visualize them in the form of a cognitive map, identify the influence of the innovation environment elements on the target indicators, quantify its positive and negative impact, forecast and determine the directions of its improvement and enhancing the interaction of regional actors. The results of the study have practical value for use in improving institutional management in planning reforms and transformations of regional innovation systems.

Amid growing inter-state competition, national innovation policies are increasingly seeking to promote the development of regional innovation systems to intensify innovative processes and to enhance the economic competitiveness of territories. An efficient regional innovation policy requires a territorial adaptive approach to the development of mechanisms for innovating socio-spatial systems. These mechanisms should take into account the specific features and inalienable resources of territories. Whereas regional innovation systems are becoming increasingly acknowledged in public administration as versatile, the stage of a system life cycle, which is an equally important factor, often escapes managerial attention. In this article, I analyse the innovation system of the Kaliningrad region at its inception. The Kaliningrad case is of considerable interest for a study into the patterns and characteristics of the governance of innovation systems — a management paradigm aimed to promote regional development during a change in their functioning mode. In this work, I analyse the current structure of the Kaliningrad regional innovation system, of which some elements date back to the Soviet period, paying particular attention to the subsequent change in the framework conditions. I show that a new innovation trajectory requires taking into account the economic and geographical position of the region, its level of socio-economic development and economic specialization. My findings could contribute to both improving the national policy on managing innovation processes in Russian regions and developing the concept of regional innovation systems as regards research into their life cycle stages.

Based on the perspective of the regional innovation system, this study constructs an analytical framework for the influence of government R&D funding on regional innovation quality and uses 283 Chinese cities as research samples to empirically test the influence of government R&D funding methods such as subsidies and tax preferences on regional innovation quality by the spatial Durbin model. According to the study, China’s regional innovation quality has a positive spatial correlation. Subsidies can improve regional innovation quality, which is mainly realized by increasing the input of innovation resources from local direct innovation subjects, attracting the inflow of innovation resources from neighboring areas, and increasing the innovation support from local indirect innovation subjects. Besides, spatial competition for subsidies makes it beneficial to improve the regional innovation quality in neighboring regions, while the promotion effect of tax preferences is not significant. When considering the heterogeneity of the city location and administrative hierarchy, it shows that the government R&D funding cannot improve the innovation quality of the Eastern cities and higher-administrative-hierarchy cities, while it can improve that of the Middle and Western cities and general-administrative-hierarchy cities. Furthermore, government R&D funding widens the gap of regional innovation quality, which may be related to the existing “insufficient intervention” and “excessive intervention” of government R&D funding. This study provides insights into the implementation of R&D funding by the government to promote the development of regional innovation quality.

Subject. This article examines the issues of asymmetrical development of the areas. Objectives. The article aims to study the impact of innovation-driven development on polarization processes in the region. Methods. For the study, we used a comparative analysis. Results. The article justifies the need to form an effective regional innovation policy aimed at reducing the spatial unevenness of the areas. Conclusions. Since many regions of Russia do not have large deposits of actively developed minerals, the innovation factor can become a driver of regional development. The formation of a regional innovation system will contribute to a more balanced development of the territorial structure.

The purpose of development is to create a prosperous society. This goal is inseparable from the role of Research and Depelovment Board in the development process. This research raises the issue of the role of the Balitbangda and the strengthening of the Regional Innovation System (SIDa) of Jambi Province. Data is collected by interview, observation and documentation. Then the data is analyzed using the triungulation method. The result is the Balitbangda is the secretariat for strengthening the Regional Innovation System of Jambi Province. The steps taken in the formation of the Coordination Team are by establishing the Jambi Province Regional Innovation System Socialization Team and conducting socialization. collaboration with the research institutions and Universities. Cooperating with industry. Strengthening the Regional Innovation System is realized will not run smoothly without close coordination between related parties, both those under the coordination of the government and private institutions and universities / research institutions. The Balitbangda's support in strengthening the Regional Innovation System (SIDa) of Jambi Province is by implementing Kelitbangan based on the needs of the industry and the community.

AbstractThe social dimension of innovation is growing due to unprecedented wicked global challenges we all face, including COVID-19 pandemic. Those challenges in their dynamic complexity require new cross-scale, cross-domain and action-oriented approaches at the universities. I argue that universities need to go beyond their traditional missions and to take an active role in a transformative change by working with their communities and creating real social impact. The fourth mission concept is particularly relevant as it puts emphasis on the universities roles in sustainable development. I propose to reflect on those new roles of universities in the context of quadruple/quintuple helix model that is seen as playing an important role in fostering the shift from technical to social innovations. Social innovation is an element of a regional innovation system, in which the importance of knowledge is not determined exclusively by competitiveness and productivity, but by taking into account the creation of social well-being, the impact on the quality of life and co-creation of knowledge as part of public–private partnerships. By addressing social innovation practices from a perspective of Polish public universities, it fills the gap of relatively few studies on institutional change and incentive structures that influences the ability of universities to engage in social innovation by proposing. I propose to adapt the socially engaged university model that could be a tool for stimulating and strengthening their functions within a modern regional innovation system allowing for an active role of civil society organisations.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.
