The purpose of the study. A systematic study of the urgent problem of pollution of the natural water system and the evolution of water protection zones (boundaries), taking into account their dynamism and risks. A systematic approach is important not only because of the complex consideration of problems, but also to ensure the task of making systemic environmental decisions. Methods. The article uses the methods of systems analysis, statistical analysis, modeling, decision-making, optimization, classification (taxonomy) and risk management systems. Results. A system analysis has been carried out, on the basis of which procedures (algorithms) for modeling the system, algorithmic evaluation of the effectiveness of monitoring of water protection zones, dynamic water systems have been developed. The identification of the linear form from the nonlinear basic functions of the contribution of each pollution factor is used, taking into account the weight coefficients. An approach to the classification of water protection zones according to “tension” (taxonomic analysis) is also proposed. Conclusion. The performed system analysis takes into account the behavior of key (control) factors. This is necessary for the study of all subsystems - organizational and legal, socio-economic, environmental, technological, methodological support (education, consulting, training), etc. The results of the analysis and algorithms will make it possible to evaluate the parameters of water protection works, to solve various practical problems (for example, identification of the contribution to total pollution of each pollutant).

Hydraulic systems that damp active oscillation operate according to a certain non-linear and time-varying algorithm. It is difficult to create a controller based on its dynamic model. This chapter proposes a new operation regime of the controller based on neuron nets by combining the advantages of the adaptive, radial, and basic functions of the neuron net. Its undoubted advantages are a learning (tilting) ability in real time to process indefinite, nonlinear disturbances, and to change the value of the active force in the hydraulic leaf spring by adjusting the weight coefficients of the neuron net and/or the radial parameters of the basic function. The model is a ¼ hydraulic active sprung mass of a mobile vehicle. The modeling shows that the use of a neuron net controller makes the sprung mass much more efficient.

Numerical modeling of the problem of dam monitoring by the Electrical Resistivity Tomography method is carried out. The mathematical model is based on integral equations with a partial Fourier transform with respect to one spatial variable. It is assumed that the measurement line is located across the dam longitude. To approximate the shape of the dam surface, the Radial Basic Functions method is applied. The influence of locations of the water-dam, dam-basement, basement-leakage boundaries with respect to the sounding installation, which is partially placed under the headwater, is studied. Numerical modeling is carried out for the following varied parameters: 1) water level at the headwater; 2) the height of the leak; 3) the depth of the leak; 4) position of the supply electrode; 5) water level and leaks positions are changing simultaneously. Modeling results are presented in the form of apparent resistivity curves, as it is customary in geophysical practice.

Abstract The simple digital filters are not sufficient for digital modeling of systems with distributed parameters. It is necessary to apply more complex digital filters. In this work, a set of filters, called the digital function filters, is proposed. It consists of digital filters, which are obtained from causal and stable filters through some function transformation. In this paper, for several basic functions: exponential, logarithm, square root and the real power of input filter, the recursive algorithms of the digital function filters have been determined The digital function filters of exponential type can be obtained from direct recursive formulas. Whereas, the other function filters, such as the logarithm, the square root and the real power, require using the implicit recursive formulas. Some applications of the digital function filters for the analysis and synthesis of systems with lumped and distributed parameters (a long line, phase shifters, infinite ladder circuits) are given as well.

Where nature protection is concerned, the expert assessment of an environment poses questions about its natural and cultural heritage and its potential, about how representative it may be, about biodiversity in all its facets and about its development or potential threats to its existence. Although the forest was the dominant habitat in the original natural European landscape, for a long time nature protection has devoted too little attention to it. There are diverse threats and deficiencies. However, in the Swiss forests positive developments are discernible. Thus nature protection is one of the basic functions of the forest, nature reserves are being created, the area of the forest is increasing, as are reserves of deadwood, and greater importance is being given to regeneration suited to the site. Nevertheless much remains to be done to really achieve the goal of biodiversity and sus-tainability. For this purpose segregative and integrative measures are required. Since diversity needs surface area, in the first place it must be possible to set aside as forest reserves a quarter of the total forest area, spread over the whole country and preferably as natural forest reserves, in order to start the process of a long-term restoration to the natural state. Here the conservation of natural self-regulating processes supersedes classical nature protection. With a series of further integrative measures, biodiversity must also be promoted over the whole remaining forest area and in the areas of transition to other habitats. An abundance of varied structures is the key to diversity of species. A more courageous attitude to wilderness and “untidiness” when dealing with the forest is to be recommended. Nature experiences in wilderness areas give the population the possibility of discovering diversity and natural processes and encourage respect for the innumerable other species and habitats.

This paper deals with the right to property in general terms from its source in Roman law, which is the starting point for all subsequent legal systems. As a result of this, the acquisition of property rights is handled from the historical point of view, with the inclusion of various local and international literature and studies, as well as the legal aspect devoted to the respective civil codes of the states cited in the paper.Due to such socio-economic developments, state ownership and its ownership function have changed. The state function as owner of property also changed in Macedonia's property law.The new constitutional sequence of the Republic of Macedonia since 1991 became privately owned as a dominant form of ownership, however, state ownership also exists.This process of transforming social property into state or private (dissolves), in Macedonia starts from Yugoslavia through privatization, return and denationalization measures, on which basis laws on privatization have been adopted. Because of this, there will be particularly intensive negotiations regaring the remaining state assets.

A method and computer program ConRow, which prognostication of development of the dynamically CPLD economic transients is executed by, is described in the article. Such prognostication of economic processes is very important in the cases when their development can result in undesirable consequences, that to go out in the so-called critical area. Extrapolation in a critical area with the use of information about the conduct of the system at an area, near to it, allows to estimate to the lead through of experiment in the critical area of his consequence. For the imitation of conduct of object the function of review is set on entrance influence. For a concrete object this function can express, for example, dependence of change of level sale from time-history of charges on advertising and set as a numeral row. Statistics as a result of analysis of row are represented in a table, where the level of meaningfulness is set statistician, and also parameters of the handed over criteria. The graphic reflection of information is intended for visualization of analysis. Here represented on the points of graphic arts, the crooked smoothing which are calculated as полиномиальные regressions is added. The best approaching is controlled by sight on the proper graph, and also by minimization of their rms errors. Models of prognostication by sight and as formulas represented on graphic arts, the middle is here determined tailings and their chance is checked up on statistics of signs. After the got models determined also and prognosis values of influences and reviews. Establishing an order models of Сr(p) of co integrate regression is carried out separate custom controls. The coefficient of clay correlation of ruФ shows by itself pair correlation between lines with a successive change in relation to each other on a size to лагу of l = 1, 2, 3 . The program was tested on the example of ex-post prognosis at establishing an integration connection and possibility of prognostication of growth of nominal average monthly settlings on the basis of these statistical indexes of consumer inflation in Ukraine.
