The article features the formation and development of state power in Siberia in the early XIX century. The authors conducted a comparative analysis of management tools formed as a result of the provincial reforms of Catherine II. In addition, the authors analyze the contradictory tendencies characteristic of the first phase of the reign of Alexander I. The special role of I. O. Selifontov and his project of administrative reform in the formation of management policies in Siberia is reported. It is shown that the result of the audit conducted by Selifontov was the formation in 1803 of a united Siberian General-governorship with the centre in Irkutsk and that, together with the new position, the new Governor-General received special instructions, which greatly expanded his powers. It is shown that the purpose of Selifontov’s administrative reforms was the expansion of the influence of the GovernorGeneral's authority on the financial and economic part of the local management. The article reveals the inconsistency of Selifontov’s successor B. Pestel and his administration. It is proved that Siberia got involved in the course of world history precisely because it joined the Russian State.

The special role of Russia in the world history and its civilizational status is recognized by all representatives of the civilizational approach. However, this understanding did not arise from nowhere, but relied on the basis of the already prepared deep and complex intellectual work of Russian scribes. The question of Russia’s role and place in the world historical process as a separate civilization was studied by Russian authors since the earliest times. At the national level, that issue was actualized in the 16-17 centuries. On the basis on the analysis of the texts of the 16-17 centuries. the author of the article examines in detail what approaches to the understanding of their place in the world’s Christian history were developed by the scribes who were involved in the formation of the historical policy of the Russian state. The author suggests to distinguish two such approaches – the dynastic and the national ones.

The comparative analysis of how the semantic importance can be shown by means of prosodic features confirms the special role of focus accents in the rhetoric formation of academic lecture in both languages.

The relevance of the topic is determined by recent transitional process in higher legal education, aiming at finding its new directions and role of legal professionals in a changing world. Quality of higher legal education is one of the crucial problems in each state of the BRICS block. The objective of this article is to make a comparative analysis of legal education quality in the BRICS countries. In plethora of research literature related to higher education in general and legal education specifically in selected BRICS countries, there is a difficulty to find a comprehensive comparative analysis of the quality of legal training across educational institutions in Brazil, Russia, India, China and South Africa. The authors identify common and specific features of legal training in the BRICS countries. The common drivers for legal education are global influence of the American education system, “explosive” growth in the popularity of legal education, urgent needs to reform educational process and its quality, growing differentiation of educational institutions into “elite” and “mass”, with a special role of each type of university in society. The peculiarities of legal education in Brazil, Russia, India, China and South Africa are primarily in the structure of educational institutions and bodies controlling quality of educational training; solutions to the borrowing educational experience and attempts at self-identification in the global educational space. The problems of legal education have been studied in dynamics over the past 20 years holistically (complex analysis). In their conclusions, the authors propose some results of a comparative legal analysis related to quality of higher legal education. In particular, they outline the leading role of the government in setting requirements for the content of educational process and lawyer’s competencies; the increasing role of employers, public organizations and students in establishing requirements for law schools. The results of the research can be used both for academic studies and for practical purposes in reforming BRICS legal education.

The article is devoted to the history and development of the Ecclesiastical Seminary of Our Saviour and Bethany and its Library at the end of XVIII - beginning of XIX Century. In the work there are used the materials of the Scientific-Research Department of Manuscripts of the Russian State Library and other sources. They allow to make conclusions on the role of Seminary's library in the history of national education of the XVIII century. Article is of interest for historians, specialists in library science and history of education.

The article considers the legal status of children of old believers in the second quarter of the XIX century. Based on the analysis of the regulatory framework and unpublished sources from the funds of Russian state historical archive and the Central archive of the Kirov region is characterized by major limitations in the area of family law in effect at the time of the reign of Nicholas I. Special attention is paid to the system of punishments for committing illegal actions by old believers, as well as the role of the family in the confrontation between old believers on the one hand and representatives of the authorities and the Russian Orthodox Church on the other.

Author depicts the difference of methods of these instruments use, concerning theories, classifications in relation to succession. The mechanism of legal paradoxes as the consequences of fictions is revealed.

The research featured some trends in the formation of the Russian school during the second half of the XIX century in the interpretation of the contemporary representatives of pedagogy, science, and journalism. The paper also focuses on their participation in the formation of the educational system and female education. The author identified directions in the formation of school during that period, as well as revealed the attitude of academia and improvements they suggested. The methodological basis was provided by previously unstudied material. Its theoretical and comparative analysis made it possible to reveal the opinions of celebrated authors of that time about the organization of the educational process in male and female grammar schools that belonged to various departments. Grammar schools for girls seemed to play a special role in Russia as they were connected with teacher training and contributed to the formation of elementary schools. The opinions of the famous contemporaries made it possible to draw certain conclusions regarding the organization of the educational process, the specifics of the educational situation, and the problems that had to be addressed in order to develop the Russian system of education. The results can be used in the syllabus of History of Pedagogy and Education, various elective courses, and research work of students.

The relevance of the research topic is due to the growing role of student mobility as a form of internationalization of higher education in Russia. In recent years higher education has become more widespread and available, influenced by the development and distribution of educational services export and its transformation into a global educational market. In the context of “mass” higher education the special role of Russian education is of special interest for practitioners and researchers in the field of international educational cooperation. The article focuses on academic mobility in the field of higher education based on the experience of RUDN University. The aim of the study is to identify the effective participation of Russia in the global process of education on the example of international academic mobility of students on the basis of a comparative analysis of the works of Russian and foreign researchers. The objectives of the research are to study the best practices and implement the best developments in Russian conditions; to form the infrastructure and institutional basis for the mobility of students and researchers at all levels. Obviously, mobility is an integrative and determinative part of integration processes in the educational field. The article describes the experience of implementing academic mobility on the example of RUDN University using the comparative analysis of statistical data. All-inclusive academic mobility strategy serves as a tool for internationalization of higher education. The problem of competitiveness of Russian higher education in the dimension of internationalization is thoroughly discussed.

The purpose of the study is to reveal the mythological symbolism of the “saba” leather wineskin, revered in the traditional culture of Kazakhs and related peoples. The methods of structural-semantic and comparative analysis, the analytical school of K.G. Jung, the mytholinguistic school of S. Kondybai, as well as the concept of symbolic capital of P. Bourdieu used to analyze the Kazakh folklore, linguistic and ethnographic material about the saba wineskin, in which koumiss is sourd and butter is beaten. The originality and value of the research lies in the fact, that the available ethnographic, folklore and linguistic materials about the wineskin-saba were interpretedby the author in a new way in the context of the assumption, made by S. Kondybai. The essence of S. Kondybai's idea is that the image of Sauap-khan in one of the versions of the epic "Koblandy" was originally a female character named Saba-apa and represented one of the incarnations of the mythological Great Mother. The results of the study: the symbolism of the wineskin-saba as the Great Mother and the World Mountain is revealed, the connection of this symbolism with the images of a woman and a mare, and the special role of women in traditional rituals associated with kumis are explained. Process of butter beating in saba interpreted as cosmogonic act, in which the Great Mother creates the world.
