The ever-growing impacts of climate change such as extreme heat, more frequent heavy precipitation events, intensifying tropical revolving storms, and sea level rise continue to pose major threats to India’s critical maritime infrastructure. As the country moves towards its ambition of becoming a leading Blue Economy of the world, a wide range of initiatives have been taken by the central and state governments to expand the maritime sector with a specific focus on the transport sector. However, there is little emphasis being paid on protecting the existing and planned seaport infrastructure against the deleterious impacts of climate change. None of the major ports in India have a dedicated climate action strategy and climate adaptation finds no mention in the policy documents pertaining to the maritime transport sector. In this context, this paper aims to highlight the need for a comprehensive, holistic and dynamic climate change adaptation strategy for India’s port infrastructure including support infrastructure and supply chains. The adaptation strategy, at the individual ports’ level and the national level, must be preceded by rigorous risk assessment studies to identify and prioritise the major challenges arising from climate change at the local level. The paper draws upon international best practices in climate risk assessments and adaptation measures to provide a way forward for Indian ports

Climate change is projected to increase in vulnerable areas of the world, and marginalized communities residing in rural areas are more vulnerable to the change. The perceptions of climate change and adaptation strategies made by such communities are important considerations in the design of adaptation strategies by policy-makers. We examined the most marginalized indigenous group "Chepang" communities' perceptions towards this change, variability, and their attitudes to adaptations and adapted coping measures in mid-hills of Nepal. We interviewed 155 individuals from two Chepang communities, namely, Shaktikhor and Siddhi in Chitwan district of Nepal. We also analyzed biophysical data to assess the variability. The findings showed that the Chepang community has experienced significant impacts of climate change and variability. They attributed crop disease, insect infestation, human health problem, and weather-related disaster as the impacts of climate change. Strategies they have adopted in response to the change are the use of intense fertilizers in farmland, hybrid seeds cultivation, crop diversification, etc. Local level and national level adaptation policies need to be designed and implemented as soon as possible to help climate vulnerable communities like Chepangs to cope against the impacts of climate change.

Background: Various studies on climate change treat men and women as unitary categories with contrasting needs. There is a dearth of studies which use a social inclusions lens to understand the impacts of climate change on gender. Other social markers that give an in-depth insight of the social differences within and between genders to the impacts of climate change are consequently ignored. Methods: Utilizing a mixed methods approach, this study aimed to explore and investigate the gendered crops grown as a climate adaptation strategy to respond to perennial droughts, increased temperatures and unreliable rainfall patterns amongst the Shona in Marondera rural district. Results: The findings indicated that social differences between gender lines like age, household types, income, education and employment status amongst other social variables produce differentiated vulnerabilities and potential opportunities towards climate adaptation. Conclusions: The main position advanced in this article is that treating gender as the primary cause of vulnerability produces a narrow analysis making other social markers (age, types of households, income and ethnicity) analytically invisible. This paper recommends a holistic and comprehensive analysis to inform climate change programming and policy frameworks. This would in turn address and improve climate adaptation strategies within and between genders which are often obscured to address the needs of all vulnerable members of a given economy.

AbstractIn this paper, we use an inductive approach and longitudinal analysis to explore political influences on the emergence and evolution of climate change adaptation policy and planning at national level, as well as the institutions within which it is embedded, for three countries in sub-Saharan Africa (Malawi, Tanzania and Zambia). Data collection involved quantitative and qualitative methods applied over a 6-year period from 2012 to 2017. This included a survey of 103 government staff (20 in Malawi, 29 in Tanzania and 54 in Zambia) and 242 interviews (106 in Malawi, 86 in Tanzania and 50 in Zambia) with a wide range of stakeholders, many of whom were interviewed multiple times over the study period, together with content analysis of relevant policy and programme documents. Whilst the climate adaptation agenda emerged in all three countries around 2007–2009, associated with multilateral funding initiatives, the rate and nature of progress has varied—until roughly 2015 when, for different reasons, momentum slowed. We find differences between the countries in terms of specifics of how they operated, but roles of two factors in common emerge in the evolution of the climate change adaptation agendas: national leadership and allied political priorities, and the role of additional funding provided by donors. These influences lead to changes in the policy and institutional frameworks for addressing climate change, as well as in the emphasis placed on climate change adaptation. By examining the different ways through which ideas, power and resources converge and by learning from the specific configurations in the country examples, we identify opportunities to address existing barriers to action and thus present implications that enable more effective adaptation planning in other countries. We show that more socially just and inclusive national climate adaptation planning requires a critical approach to understanding these configurations of power and politics.

Abstract. While climate change mitigation targets necessarily concern maximum mean state changes, understanding impacts and developing adaptation strategies will be largely contingent on how climate variability responds to increasing anthropogenic perturbations. Thus far Earth system modeling efforts have primarily focused on projected mean state changes and the sensitivity of specific modes of climate variability, such as the El Niño–Southern Oscillation. However, our knowledge of forced changes in the overall spectrum of climate variability and higher-order statistics is relatively limited. Here we present a new 100-member large ensemble of climate change projections conducted with the Community Earth System Model version 2 over 1850–2100 to examine the sensitivity of internal climate fluctuations to greenhouse warming. Our unprecedented simulations reveal that changes in variability, considered broadly in terms of probability distribution, amplitude, frequency, phasing, and patterns, are ubiquitous and span a wide range of physical and ecosystem variables across many spatial and temporal scales. Greenhouse warming in the model alters variance spectra of Earth system variables that are characterized by non-Gaussian probability distributions, such as rainfall, primary production, or fire occurrence. Our modeling results have important implications for climate adaptation efforts, resource management, seasonal predictions, and assessing potential stressors for terrestrial and marine ecosystems.

- The energy markets are very complex, because, on the one hand, they imply several different activities and, on the other hand, they involve various levels of govern- 183 ment. The energy market is divided indeed in different segments: supply (generation or purchasing), transmission, distribution and sale, which are allocated at different levels of government, from the international and European level (with reference to the security of energy supply), to the local level (with specific regard to the distribution and sale). This complexity makes the energy sector particularly critical, under the pressure of political interests and economical needs. Another sensitive point is linked with the environmental protection, since the consumption of energy is one of the most polluting human activities, and the demand of energy is growing up together with the economical growth of the developing Countries. This problem is increasingly discussed at the international level, with reference to the climate change issue, in order to plan a sustainable development for the whole globe: because of it, the Kyoto Protocol was issued within the United Nation Framework Convention on Climate Change. It establishes legally binding commitments for the reduction of four greenhouse gases for all the 183 ratifying Countries, according the principle of common but differentiated responsibilities, and provides for the promotion of renewable energy. The European Union ratified the Protocol implementing the relative obligations through, for instance, the creation of the EU Emissions Trading Scheme (ETS). The European Union most of all addressed the competitive issue, since the 70s, in order to achieve the result to create a free energy market in Europe. The last results of the European energy policy were the directives on electricity and natural gas in 2004, that imposed the complete opening of the energy markets in almost all the European Countries (with few exceptions). The implementation of the European directives requires the intervention of the national level, since each Country has to modify its own regulatory framework, in order to comply with the directives. Everywhere in Europe, this process faces with several difficulties, but it is particularly hard in Italy, since the energy sector is traditionally public owned. Indeed, in our Country, the privatization and liberalization processes are strictly linked to another trend: the decentralization of legislative and administrative powers from the State to the Regions and Local Communities. An emerging body of work has critiqued the concept of climate adaptation, highlighting the structural constraints impeding marginalised communities across the Global South from being able to adapt. This article builds on such work through analysis of debt-bonded brick workers in Cambodia, formerly small farmers. It argues that the detrimental impacts of climate change experienced by farmers-turned-workers across the rural – urban divide is due to their precarity. In doing so, this article draws on a conceptualisation of precarity which recognises it as emerging from the specific political economy of Cambodia, and as something that is neither new, nor confined to conditions of labour alone. As such, in looking to precarity as a means of conceptualising the relations of power which shape impacts of climate change, we advance a ‘climate precarity’ lens as a means of understanding how adaptation to climate change is an issue of power, rooted in a specific geographical context, and mobile over the rural–urban divide.

Adapting to expected impacts of climate change is a task shared by multiple institutions and individuals, but much of this work falls over local and regional authorities, which has made them experts over the issue. At the same time, adaptation to climate change has been a research interest in different academic fields; while private companies provide research and development efforts on the issue. Views from perspectives may contain common ground and discrepancies, but benefits from the discussion may differ among these three sectors. This study shows the application of collaborative approaches to analyze impacts and adaptation measures at a local level. A stakeholder workshop was held in the city of Bilbao to discuss impacts of climate change and adaptation in the local context of the Basque Country. The contributions were proposed on three axes: impacts from climate change, good practices proposed or already in action, and costs and benefits derived from those strategies. Participants were asked to rank a series of measures and practices extracted from their previous inputs. These measures were analyzed after applying bootstrapping techniques, according to the perceived costs and benefits assigned to each of the grouped measures and practices. Participants estimated that groups containing green adaptation measures and those that had potentially positive impacts over climate change mitigation were the most efficient measures, as reduced costs combined with high benefits could lead to win–win adaptation strategies, while grey infrastructures were seen as providing high benefits at high costs.

Purpose In the past 10 years, most countries and cities have published a national adaptation strategy that outlines the strategic approach to reduce the vulnerability to climate change and to adapt to the impacts of it. The existence of an adaptation strategy does not, however, equal implementation of adaptation and the fact that adaptation is taking place across multiple levels also poses new challenges to its efficient implementation. The literature on barriers of adaptation has been increasing rapidly, questioning whether there is a misconception that barriers to implementation can be solved at the local level. Design/methodology/approach This paper analyses the implementation of adaptation strategies across multiple levels of governance by focusing on the land use planning in Finland. The case study examines the implementation of adaptation in the metropolitan region of Helsinki through a policy document analysis. Findings The conclusions highlight that there are barriers at the local level that emerge from the existing governance structures and cannot be solved by the local level alone. There needs to be a further recognition that coordination across levels of governance is a factor in overcoming barriers. Originality/value So far, there are very few studies that have analysed barriers in relation to the implementation of adaptation in a multi-level setting, and none in the land use sector, which is inherently hierarchical in nature.
