The International Symposium on Ecosystem Governance held in South Africa during 2005 enabled scientists from several disciplines to debate issues relating to governance. The symposium provided an opportunity to explore the concept of governance, particularly as it relates to ecosystem governance, by interrogating the concepts of a Trialogue Model; and helped to develop a set of pointers for research on ecosystem governance that could stimulate future cooperation. The working hypothesis is that the Trialogue Model consists of six essential elements, and that successful governance—i.e. good governance—depends on the balance that is achieved between these elements. The key issues relating to ecosystem governance are presented in this special edition of Water Policy. Each paper interrogates the Trialogue Model, while the pointers for research on ecosystem governance provide a useful way forward for the implementation of government tools. The Trialogue Model of governance provides a simple conceptual construct that directs discussion about current governance processes and structures at different scales. This introductory paper provides an overview of the papers in this special edition, and outlines the set of proposals for research on ecosystem governance.

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

The new National water policy will change the way water quality is managed in South Africa. The paper considers the water policy and the repercussions it will have for water quality monitoring in South Africa. Using the systems approach the paper discusses an integrated water quality monitoring system for ambient water quality and point and non point sources of aquatic pollution. The proposed methodology makes possible continuos assessment of water quality in an efficient manner so as to support water quality management in South Africa.

The pivotal aim of this book is to explain the creation, development, and impact of good governance from a conceptual, principal perspective and in the context of national administrative law. Three lines of reasoning have been worked out: developing the concept of good governance; specification of this concept by developing principles of good governance; and implementation of these principles of good governance on the national level. In this phase of further development of good governance, it is important to have a clear concept of good governance, presented in this book as the third cornerstone of a modern state, alongside the concepts of the rule of law and democracy. That is a rather new national administrative law perspective which is influenced by regional and international legal developments; thus, we can speak about good governance as a multilevel concept. But the question is: how is this concept of good governance further developed? Six principles of good governance (which in a narrower sense also qualify as principles of good administration) have been further specified in a systematic way, from a legal perspective. These are the principles of properness, transparency, participation, effectiveness, accountability, and human rights. Furthermore, the link has been made with integrity standards. The important developments of each of these principles are described on the national level in Europe, but also in countries outside Europe (such as Australia, Canada, and South Africa). This book gives a systematic comparison of the implementation of the principles of good governance between countries.

There is a prevalent assumption in South Africa that Parliament is guided by the ideals of democracy, accountability, transparency and accessibility. However, there are still gaps and challenges as far as theoversight role of Parliament is concerned, despite the presence of committees that have been established to oversee the executive and relevant structures of government, government activities and public finances. There is widespread maladministration and misuse of government expenditure in government departments. This paper investigates the oversight role of parliamentary committees to determine their relative influence on accountability and democracy in the execution of functions by public functionaries. The aim of the paper is to provide an understanding into inherent problems in the oversight role of Parliament in the democratic dispensation in South Africa, which seems not to have been given serious attention in the academia, considering the pivotal role Parliament plays in the lives of citizens of the country. These oversight committees have selectively held Senior Executives or Ministers accountable for their ineffectiveness, misuse of government expenditure and maladministration. This could be attributed to the fact that oversight in South Africa does not seem to be properly understood and implemented as it should be. Moreover, the influence of the majoritarian authority of the ruling party in committees seems to be colluding with the executive. Failure to take action against cases of omission brings questions on the effectiveness and efficiency of the oversight role of Parliament. The adverse consequence is the delay in the provision of good quality services to poor communities. This paper employed the theoretical approach as a method of data collection. Conclusions have been drawn that the shortcomings of the parliamentary committees compromise accountability and good governance in service delivery.

AbstractThe compelling need to tackle climate change is well-established. It is a challenge which is being faced by all nations. This requires an approach which is truly inter-disciplinary in nature, drawing on the expertise of politicians, social scientists, and technologists. We report how the pace of the energy transition can be influenced significantly by both the operation of societal barriers, and by policy actions aimed at reducing these effects. Using the case study of South Africa, a suite of interviews has been conducted with diverse energy interests, to develop and analyse four key issues pertinent to the energy transition there. We do so primarily through the lens of delivering energy justice to that society. In doing so, we emphasise the need to monitor, model, and modify the dynamic characteristic of the energy transition process and the delivery of energy justice; a static approach which ignores the fluid nature of transition will be insufficient. We conclude that the South African fossil fuel industry is still impeding the development of the country’s renewable resources, and the price of doing so is being met by those living in townships and in rural areas.

This research article provides an overview of the policy process followed by the South African Government in developing and implementing the White Paper on a National Water Policy for South Africa between 1994 and 2003. The research is based on a report published by the South African Water Research Commission (WRC), which formed part of a project entitled: Consolidation and Transfer of Knowledge and Experience Gained in the Development and Implementation of Water and Related Policy in South Africa (WRC Project number K5/1295). An attempt was made in the research project to solicit lessons of experience from the last ten years and to suggest findings regarding future options. It was found that valuable experience exists that is relevant not only to present and future policy and strategy initiatives in South Africa but also to policy process development in a regional and global context. The review of the water policy process has included a deliberate attempt to apply a selected policy process model to the South African water policy process in order to attempt a systematic analysis of the process. Specific findings were made regarding policy and strategy processes, institutional capacity and policy research in the water sector. The findings of the study included a confirmation of the technical quality of the policy and identification of several opportunities and priorities in the implementation of water policy.

Whistle-blowing can play an important role in enhancing the effectiveness of corporate governance processes. In particular, legislation mandating that auditors blow the whistle on their clients’ transgressions can assist in overcoming agency-related costs and improve confidence in external audit. This is, however, only the case if regulatory reform enjoys cohesion. The Companies Act No. 71 of 2008, by introducing a definition of ‘reportable irregularities’ different from that in the Auditing Profession Act No. 26 of 2005 (APA); excluding ‘independent reviews’ from the scope of APA; and effectively exempting the majority of South African companies from the requirement either to be audited or reviewed, may materially undermine whistle-blowing by auditors in South Africa. In turn, this begs the question: for how long will South Africa rank first globally for the quality of its auditing practices?

In the last decade, seawater reverse osmosis (SWRO) has come to be seen by policy-makers as a novel technology that will significantly advance water security in South African coastal regions. Water purveyors, from the private sector, local/district municipalities and provincial authorities, are undertaking studies to explore the feasibility of SWRO to meet growing demand and relieve mounting pressure on current bulk water supply infrastructure. With this in mind, it is suggested that national strategic planning should be introduced to present the opportunities and constraints of the desalination option within the national water and energy policy. In absence of this, piece-meal decisions will be made at local authority levels and the construction of SWRO plants will be determined by regional circumstances (e.g. drought) as opposed to national water policy agenda. This paper explores the value of such a strategy by considering the drivers of SWRO in South Africa, the risk of unplanned large-scale SWRO implementation (with a focus on environmental impacts) and the initial steps that could be taken toward a Strategic Environmental Assessment for SWRO in South Africa.
