In the greater metropolitan region of São Paulo, Brazil, close to 20 million people share water resources across multiple uses, from industry to recreation to basic household use. These resources have come under increasing strain due to urban expansion, poor planning, and, more recently, climate change. Conflicts among uses and their underlying principles are increasingly adjudicated in courts, with the Ministério Público (Public Prosecutor's Office) acting as a key advocate for both human rights and environmental protection. As legal interventions become more common in policy questions, how are justice principles shaping emerging approaches to water governance? And how are these types of cases provoking a reconsideration of the role of law in public administration? This paper analyzes the justice ramifications of an increasing use of legal discourses and practices to adjudicate water-related conflicts in São Paulo. It also, and conversely, shows how legal battles over water and sanitation force a shift in the behavior and perspectives of legal actors, and subsequently broaden the meaning of ‘justice.’

The paper presents a discussion on the water crisis that occurred between 2013 and 2015 in the Metropolitan Region of São Paulo, the lack of integrated natural resources planning, and the reaction of social actors affected by the crisis. The region was affected by an extreme hydrological and climatological event, which was combined with the unsustainable management of water resources. The paper addresses, initially, the dynamics of water governance in the region, and the main aspects related to water availability and climate dependence that caused the water crisis. Then, we present an analysis of the process that led to the water crisis and its main developments, which is based on the follow-up of the different moments of the crisis and dialogues with its relevant stakeholders. The results indicate the relevance of emphasizing issues on matters such as the lack of transparency and highlight the role of societal initiatives. We conclude the paper with a proposition to discuss governance processes that can contribute to the development of more effective initiatives in order to reduce the impact of this visible change in water regimes, strengthen transparent management, and promote a more democratic interaction between social actors and the government.

AbstractThis article analyzes the role of pickets in two of the most emblematic strikes in Brazilian labor history during the twentieth century: the “strike of the 400,000,” which involved several industry categories in São Paulo and neighboring cities in 1957, and the “forty-one days strike” in 1980 involving the metalworkers of the industrial belt, known as ABC Paulista, in the metropolitan region of the city of São Paulo. Both strikes broke out at a time of profound reconfiguration of Brazilian society, marked by industrialization, migration, and urbanization processes. Although separated by a time gap of almost twenty-five years, both the “strike of the 400,000” and the “forty-one days strike” reveal important aspects of the performance of workers in that crucial period of Brazilian history.

  A partir da década de 2000, o Estado brasileiro criou assentamentos denominados Projetos de Desenvolvimento Sustentável (PDS). No estado de São Paulo, estes PDS estão em grande parte localizados em regiões metropolitanas. Neste contexto, buscamos examinar o papel da agricultura na estratégia de vida das famílias pluriativas do assentamento periurbano Milton Santos. Para tal intuito, levantamos elementos de contextualização do assentamento, de caracterização das famílias pluriativas, de suas estratégias e de suas práticas agrícolas, além de considerarmos indicadores de renda familiar. Constatamos que a atividade agrícola desempenha papel multifuncional, possibilitando notadamente aos assentados com poucas chances de inserção no mercado de trabalho a realização de atividades produtivas geradoras de renda, contribuindo para uma perspectiva de desenvolvimento sustentável. Palavras chaves: Projeto de Desenvolvimento Sustentável, assentamentos periurbanos, pluriatividade, reforma agrária, multifuncionalidade da agricultura.

POLITICA HABITACIONAL E O CAPITAL PRIVADO EM PRESIDENTE PRUDENTE- SP Este artigo visa à discussão da implementação da habitação social em cidades médias, no Brasil, na década de 2000, refletindo na produção do espaço urbano. A ênfase encontra-se no papel do Poder Público local e sua articulação com a iniciativa privada para a produção de moradias de baixa renda. Discute a relação entre as políticas urbanas e habitacionais e a implantação de empreendimentos pela iniciativa privada, seus mecanismos e efeitos na produção do espaço urbano, tendo como estudo de caso empreendimentos financiados pelo Programa de Arrendamento Residencial (PAR) da Caixa Econômica Federal, na cidade de Presidente Prudente, localizadano oeste do Estado de São Paulo. No caso tratado, a política urbana com ausência de diretrizes claras para a política habitacional induz a uma atuação direta do capital privado, que contribui para a produção de espaços segregados e excludentes.Palavras-chave: política urbana, expansão urbana, segregação socioespacial, habitação de interesse social; programa de arrendamento residencial.HOUSING POLICY AND THE PRIVATE CAPITAL IN PRESIDENTE PRUDENTE-SPAbstract: This article seeks the discussion of the implementation of social housing in medium-sized cities in Brazil in the 2000s decade, reflecting in the production of urban space. The emphasis is on the role of Local Government and its relationship with private enterprise for the production of low-income housing. It discusses the relationship between the urban and housing policies and the enterprises implementation by private initiative, its mechanisms and effects on the production of urban space, taking as study case projects financed by the Residential Leasing Program (PAR) of Caixa Econômica Federal, in the city of Presidente Prudente, located in the west of Sao Paulo state.In the case dealt, the lack of urban policy with clear guidelines for housing policy leads to a direct action of private capital, which contributes to the production of exclusive and segregated spaces.Keywords: urban policy, urban expansion, sociospatial segregation, social interest housing, residential leasing program.

Resumo:  Apresenta-se uma discussão sobre o conhecimento e a tese dos três mundos no qual a interação entre estes nos aproxima da verdade do problema corpo-mente, tendo em vista, uma nova proposta de solução. O terceiro mundo é uma peça importante neste trabalho; sendo assim, analisaremos o que Popper designa como Mundo 3, em que ele consiste e o papel da linguagem como diferencial do ser humano. Apresentamos as críticas popperianas às correntes monistas e dualistas, ousando fazer uma crítica a Teoria do Conhecimento tradicional. Desta forma, a proposta apresentada por este filósofo da ciência diferencia-se de tudo que estava sendo feito até então, por isso, o interesse de apresentar essa abordagem pouco trabalhada de Popper. Palavras-chave: Conhecimento. Mundo 3.Abstract: In this work, we present a discussion about knowledge and the theory of the three worlds in which the interaction between them approaches to the truth of the mind-body problem, in view of a proposed solution. The third world is an important piece in this work. Therefore, we will analyze what Popper describes as World 3, what it is and the role of language as a differential of human beings. We present Popper’s criticisms to the monistic and dualistic currents, daring to criticize the theory of traditional knowledge. Thus, the proposal of science presented by this philosopher differs from everything that was being done until then. Tillandsia usneoides is an epiphytic bromeliad that has been used as a universal bioindicator. The species accumulates metals and presents foliar scale variations when exposed to air pollutants. This study aimed to use the variations in foliar scales as microscopic markers of pollutant effects in the Metropolitan Region of Campinas (MRC), São Paulo State, Brazil. T. usneoides plants were exposed for 12 weeks during dry and wet seasons, totaling four exposures, at five sites in the MRC. Samples were selected before each exposure for initial evaluation of the plants (T0). Leaf fragments were fixed in glutaraldehyde and total scale density and anomalous scale percentage were evaluated. Plants exposed in the MRC showed anomalies and changes in number of subperipheral cells of leaf scales. When compared to T0, T. usneoides presented higher total scale density and anomalous scale percentage at disturbed sites, thus the species can be used as a pollution bioindicator for MRC.
