POLITICA HABITACIONAL E O CAPITAL PRIVADO EM PRESIDENTE PRUDENTE- SP Este artigo visa à discussão da implementação da habitação social em cidades médias, no Brasil, na década de 2000, refletindo na produção do espaço urbano. A ênfase encontra-se no papel do Poder Público local e sua articulação com a iniciativa privada para a produção de moradias de baixa renda. Discute a relação entre as políticas urbanas e habitacionais e a implantação de empreendimentos pela iniciativa privada, seus mecanismos e efeitos na produção do espaço urbano, tendo como estudo de caso empreendimentos financiados pelo Programa de Arrendamento Residencial (PAR) da Caixa Econômica Federal, na cidade de Presidente Prudente, localizadano oeste do Estado de São Paulo. No caso tratado, a política urbana com ausência de diretrizes claras para a política habitacional induz a uma atuação direta do capital privado, que contribui para a produção de espaços segregados e excludentes.Palavras-chave: política urbana, expansão urbana, segregação socioespacial, habitação de interesse social; programa de arrendamento residencial.HOUSING POLICY AND THE PRIVATE CAPITAL IN PRESIDENTE PRUDENTE-SPAbstract: This article seeks the discussion of the implementation of social housing in medium-sized cities in Brazil in the 2000s decade, reflecting in the production of urban space. The emphasis is on the role of Local Government and its relationship with private enterprise for the production of low-income housing. It discusses the relationship between the urban and housing policies and the enterprises implementation by private initiative, its mechanisms and effects on the production of urban space, taking as study case projects financed by the Residential Leasing Program (PAR) of Caixa Econômica Federal, in the city of Presidente Prudente, located in the west of Sao Paulo state.In the case dealt, the lack of urban policy with clear guidelines for housing policy leads to a direct action of private capital, which contributes to the production of exclusive and segregated spaces.Keywords: urban policy, urban expansion, sociospatial segregation, social interest housing, residential leasing program.

ABSTRACTBackground: Anemia and dementia are common diseases among the elderly, but conflicting data are available regarding an association between these two conditions. We analyzed data from the São Paulo Ageing & Health Study to address the relationship between anemia and dementia.Methods: This cross-sectional observational study included participants aged 65 years and older from a deprived area of the borough of Butantan, São Paulo, Brazil. Data about demographics, education, income, and cognitive and daily life function were collected, as well as blood samples. Anemia and dementia were defined according to WHO and DSM-IV criteria, respectively.Results: Of the 2267 subjects meeting the inclusion criteria, 2072 agreed to participate in the study; of whom 1948 had a valid total blood count and were included in the analysis. Anemia was diagnosed in 203 (10.2%) participants and dementia in 99 (5.1%). The frequency of anemia was higher in patients with dementia according to univariate analysis (odds ratio (OR) = 2.00, 95% confidence interval (CI) = 1.17–3.41, p = 0.01), but this association was not present after adjusting for age (OR = 1.33, 95% CI = 0.76–2.33, p = 0.32). Further multivariate adjustment did not change the results.Conclusion: Although anemia and dementia are frequent disorders in older people, we found their relationship to be mediated exclusively by aging in this low-income population from São Paulo.

This article will unfold a longe durée spatial biography of the urban area of Bixiga (São Paulo, Brazil) to probe the particular role of space in the conflation of different cultural practices and territorial claims. The extended case study bridges indigenous, colonial, and postcolonial urbanization as they amalgamated an intricate assemblage of material and cultural strata. Combined historical urban analysis and fieldwork allow to uncover how the resulting urban milieu integrates discrepant urban worlds, perpetually iterating between centrality and marginality, innovation and degradation, oppression and resistance. Building on Foucault’s (1984) conception of heterotopia, Bixiga will surface as an allotopia, a place that accommodates, cumulates, and celebrates a multitude of differences. It sheds light, this way, on more insurgent histories of urbanism, where urban space is piecemeal forged through contentious struggles over space in the city.

Resumo: O ensino da disciplina de Filosofia constitui no exercício/atividade filosófica na sala de aula, pois através desta atividade buscar-se-á criar, inventar, reinventar e produzir novos saberes e ações que se configurem como uma experiência filosófica. A experiência do filosofar proporciona uma maior flexibilidade entre o pensar e o agir, tendo como finalidade a constituição do si do alunado. Como praticamente a aula de Filosofia no Ensino Médio consiste numa aula expositiva, a relação entre professor e o aluno, entre aquele que “explica” e aquele que “compreende” sugere a busca de algo em comum: interpretar o texto. Por certo, o primeiro e mais elementar trabalho de interpretação é captar aquilo que o autor se propôs ao escrever determinado texto. Por esta razão buscamos investigar quais são as contribuições de uma hermenêutica no Ensino Médio, tendo como finalidade a busca de uma “ferramenta” (hermenêutica) que o professor possa oferecer para seu alunado, proporcionando-lhes um meio de compreender a eles mesmos e o mundo em que estão inseridos, o papel da hermenêutica e sua contribuição para a vida dos alunos é a de auxiliá-los na compreensão da realidade que eles vivenciam, para que possam desenvolver uma melhor vivência em sociedade. Abstract: The teaching of the discipline of Philosophy constitutes in the exercise/philosophical activity in the classroom, because through this activity will seek to create, invent, reinvent and produce new knowledge and actions that are configured as a philosophical experience. The experience of philosophizing provides a greater flexibility between thinking and acting, having as purpose the constitution of the student's self. As practically the Philosophy class in High School is an expositive class, the relationship between teacher and student, between the one who "explains" and the one who "understands" suggests the search for something in common: to interpret the text. Of course, the first and most elementary work of interpretation is to capture what the author proposed in writing a particular text. For this reason we seek to investigate the contributions of a hermeneutics in High School, aiming at the search for a "tool" (hermeneutics) that the teacher can offer to his / her student, providing them with a way to understand themselves and the the role of hermeneutics and their contribution to students' lives is to help them understand the reality they experience, so that they can develop a better experience in society. In the greater metropolitan region of São Paulo, Brazil, close to 20 million people share water resources across multiple uses, from industry to recreation to basic household use. These resources have come under increasing strain due to urban expansion, poor planning, and, more recently, climate change. Conflicts among uses and their underlying principles are increasingly adjudicated in courts, with the Ministério Público (Public Prosecutor's Office) acting as a key advocate for both human rights and environmental protection. As legal interventions become more common in policy questions, how are justice principles shaping emerging approaches to water governance? And how are these types of cases provoking a reconsideration of the role of law in public administration? This paper analyzes the justice ramifications of an increasing use of legal discourses and practices to adjudicate water-related conflicts in São Paulo. It also, and conversely, shows how legal battles over water and sanitation force a shift in the behavior and perspectives of legal actors, and subsequently broaden the meaning of ‘justice.’

Resumo:Esse trabalho discute a importância da produção visual, sobretudo, a fotografia, na constituição da imagem da cidade. Aborda, também, o papel da tecnologia digital na composição das subjetividades contemporâneas e suas contribuições para se fortalecer uma cultura urbana, mesmo em meio às limitações impostas pela sociedade. Para sua realização observou-se etnograficamente um grupo de skatistas, em uma pista de skate, numa cidade do interior de São Paulo. A importância dada ao celular foi um traço recorrente que permeou grande parte das discussões. Portar um aparelho híbrido e produzir imagens é uma maneira de contribuir para a construção do imaginário sobre a cidade, sobretudo, quando essas imagens veiculam pela internet. Acredita-se que o trabalho traz problematizações sobre os jovens na relação consigo, com o outro, com o grupo e com a cidade.Palavras-chave: Subjetividade. Cidade. Jovem. Skatista. Tecnologia  THE CITY BETWEEN IMAGES AND IMAGINARY: SOME CONTRIBUTIONS FROM SKATEBOARDERS' EYES Abstract: This work discusses the importance of visual production, especially photography, in the constitution of the city’s image. It also addresses the role of digital technology in the composition of contemporary subjectivities and its contributions to strengthening an urban culture, even amid the limitations imposed by society. For its realization it was observed ethnographically a group of skateboarders, in a skate track, in a city of the interior of São Paulo. The importance given to cellular was a recurrent trait that permeated much of the discussions. Carrying a hybrid device and producing images is a way of contributing to the construction of the imaginary about the city, especially when these images are transmitted through the internet. It is believed that the work brings problematizations about young people in the relationship with themselves, with the other, with the group and with the city.Keywords: Subjectivity. City. Young. Trata-se de promover um debate sobre a relação entre educação e autonomia, orientando o olhar fundamentalmente para o papel dos processos de resistência no contexto escolar e sua potencialidade para, ao mesmo tempo, transformar a realidade do sistema educacional e ampliar as condições de exercício do autogoverno coletivo ainda no interior da sociedade de classes.Palavras-chave: Escolas ocupadas; Educação pública; Luta de classes. STRUGGLE SCHOOLS: the dispute among educational projects in occupied schools in São Paulo AbstractThe goal of this study is to systematize reflexions produced from a conteporary political experience – the movement of school ocupations against the school reorganization by São Paulo state government. Em muitas cidades brasileiras as favelas representam a principal alternativa habitacional para as populações de baixa renda há várias décadas, mas na cidade de São Paulo esta solução habitacional não merecia destaque até os anos 70. A sua importância, entretanto, cresceu muito, recentemente, pela insuficiência das políticas estatais e devido à redução da presença relativa dos loteamentos clandestinos. Se a importância do problema é consensual, o seu tamanho tem sido objeto de debate. Este artigo objetiva rever as estimativas de população favelada em São Paulo. Desenvolvemos uma nova metodologia de baixo custo, potencialmente aplicável em outros contextos urbanos. O método se baseia em sistema de informações geográficas, permitindo estimar a população ao comparar as cartografias da Prefeitura de São Paulo com os setores censitários dos Censos Demográficos (IBGE).Palavras-chave: favelas; estimativas populacionais; políticas de habitação; espaço urbano; São Paulo. Shantytowns in São Paulo city: population estimates for 1991, 1996 and 2000Abstract: In several Brazilian cities, the shantytowns represent the most important housing alternative for low income social groups, but in the city of São Paulo this precarious solution was not very important until the decade of 1970. However, its importance grew recently at a fast pace, due to the inefficiency of the state policies and to the relative decline of the presence of the irregular settlements. If the relevance of the problem is a consensus in the urban studies literature, its size has been object of an intense debate. This article aims reviewing the estimates for the population of the shantytowns in São Paulo. We develop a low cost methodology, of potential application in other cities. The method is based in geographic information systems, allowing us to estimate the population through the comparison between the administrative cartographies of the Municipality of São Paulo and the census tracts of the census bureau (IBGE). The article presents the Solar da Marquesa de Santos, currently the headquarters of the Museum of the City of São Paulo, which, among other uses, was the residence of Domitila de Castro Canto e Melo in the mid-19th century. The Marquesa de Santos is one of the rare female characters in the consecrated history of the country, whose figure has circulated through various media over time. Considering the forms of appropriation of the house and the stories of its famous owner, it seeks to discuss the challenges imposed by the relationship between the expectations of the public and the reality of its exhibition spaces, understanding the role of heritage education as a way of mediating gender issues aroused during visitation. In Brazil, the study of materialism as deined by Belk (1985) or by Richins and Dawson (1992) has been neglected, despite its centrality in the consumer behavior literature. In this paper,two of the main materialism scales available are observed to measure this construct and to test their applicability in the context of low-income consumers in the city of São Paulo. Comparisons based on pilot samples showed that the Richins’ materialism scale (2004) is better adapted to the target population of this study than Belk’s scale (1985). Tests of the relationship between materialism and socio-demographic variables, based on a household probabilistic sample of 450 low-income consumers that live in poor neighborhoodsin the city of São Paulo, reveal coherent results with those of past studies, despite the difference in socio-demographic, economic and cultural environments. In conclusion, it is suggested that the investigation of materialism is conducted in other Brazilian social segments. Moreover, inter-cultural studies are recommended.
