A seasonal waste load allocation policy in an integrated discharge permit and reclaimed water market

This paper intends to assess the seasonal demand for nitrogen discharge permits and its influence on waste load allocation (WLA) strategies. For this purpose, the Sefidrud catchment is analyzed, where the agricultural demands for discharge permits and reclaimed water (RW) are significant and also intermittent. The paper discusses using variable total maximum daily loads and a transferable discharge permit (TDP) with respect to the farming and non-farming seasons to achieve annual economic benefits. However, an integrated TDP and RW market can considerably increase these revenues. Moreover, the latter may provide the flexibility required for practical dynamic WLA and makes it compatible with seasonal demands. The optimal WLA also determines the required wastewater treatment processes. Here, some should be designed and equipped with flexible operational processes. As a result, the novel integrated management approach saves 25% and 13% in comparison with the conventional TDP market in the short and long term, respectively. This framework also recommends the pricing for permits in a year to enhance stakeholders' motivation for active participation. It is concluded that the integrated TDP and RW market, using the recommended treatment processes and dynamic pricing, is an economically attractive and practical policy for seasonal WLA.

Tianjin City in China is a typical area that suffers from a serious water resource shortage and pollution problems, and this situation has spurred the use of reclaimed water as an additional source of water and an efficient method of improving water quality. This study aims to assess the reclaimed water utilisation amount available and its potential impacts on the water environment and economy, and proposes applicable approaches to establish the optimal development for Tianjin. A water resources-environment-economic management model was constructed, which was accomplished by dynamic linear optimisation. Through scenario analysis, Tianjin's optimal reclaimed water recycle rate can reach 56%, with 475 × 106 tons of reclaimed water amount available (supporting 22% of the water supply), while bringing sufficient environmental and economic benefits, such as reducing 20% of water pollutants and maintaining 6.3% annual economic growth by 2020. This research also suggests that an integrated water management approach is preferable, including a proper introduction of technologies suited to the region's needs, a support system for construction, and control of water pollutant emission sources, especially in agriculture. The originally formulated water management system can be easily applied and extended to solve water issues, especially for water recycling.

Waste load allocation for rivers has been a topic of growing interest. Dynamic programming based algorithms are particularly attractive in this context and are widely reported in the literature. Codes developed for dynamic programming are however complex, require substantial computer resources and importantly do not allow interactions of the user. Further, there is always resistance to utilizing mathematical programming based algorithms for practical applications. There has been therefore always a gap between theory and practice in systems analysis in water quality management. This paper presents various heuristic algorithms to bridge this gap with supporting comparisons with dynamic programming based algorithms. These heuristics make a good use of the insight gained in the system's behaviour through experience, a process akin to the one adopted by field personnel and therefore can readily be understood by a user familiar with the system. Also they allow user preferences in decision making via on-line interaction. Experience has shown that these heuristics are indeed well founded and compare very favourably with the sophisticated dynamic programming algorithms. Two examples have been included which demonstrate such a success of the heuristic algorithms.

Introduction: Research evidence suggests that a stratified care management approach is better at improving clinical and economic outcomes for low back pain (LBP) patients compared with usual care in the short term. However, it is unclear if these health and economic benefits are sustainable in the longer term. The aim of this study was, therefore, to determine the effectiveness of stratified care compared with standard physiotherapy for LBP treatment. Methodology: A comprehensive search was undertaken of seven electronic databases (CINAHL, MEDLINE, Pedro, EMBASE, PsycINFO, Cochrane Register for Controlled Trials, and Web of Science with full text). Although no time limits were applied, studies were limited to English language publications and those involving human participants only. Study selection, data extraction, and appraisal of study were independently undertaken by both reviewers (CO and LE). Result: In total, 6842 patients (aged 18 years and above) were included in the eight trials reviewed;  four were randomized controlled trials (RCTs) and four were non-RCTs. The pooled analysis of three studies (n = 2460) demonstrated a strong evidence in favor of stratified care over standard care at improving overall pain (Weighted Mean Difference (WMD) [random] 0.46 [95% CI 0.21, 0.71]; P < 0.0003), with overall effect (Z = 3.6) and (Roland-Morris disability questionnaire (RMDQ) scores (WMD [random] 0.71 [95% CI 0.05, 1.37]; P < 0.03), with overall effect (Z = 2.11) at three-, four-, and six-months’ follow-up periods. Conclusion: This current review demonstrated that a stratified care approach provides substantial clinical, economic, and health-related cost benefits in the medium- and high-risk subgroups compared with usual care. Further research is needed for longer-term benefits.

The conventional method for waste load allocations (WLA) employs spatial-differentiation, considering individual point sources, and temporal-integration, using a constant flow, typically 7Q10 low flow. This paper presents a watershed-based seasonal management approach, in which non-point source as well as point sources are incorporated, seasonal design flows are used for water quality analysis, and WLA are performend in a watershed scale. The strategy for surface water quality modeling in the watershed-based approach is described. The concept of seasonal discharge management is discussed and suggested for the watershed-based approach. A case study using the method for the Des Moines River, Iowa, USA is conducted. Modeling considerations and procedure are presented. The significance of non-point source pollutant load and its impact on water quality of the river is evaluated by analyzing field data. A water quality model is selected and validated against field measurements. The model is applied to projections of future water quality situations under different watershed management and water quality control scenarios with respect to river flow and pollutant loading rate.

This case study is located in the Department for Education Innovation (EI), a teaching and learning support unit at the University of Pretoria in South Africa. The initial problem was the need to apply project management and quality management principles to the services offered by the department to faculty members. The authors describe the implementation of a formal, online, process-based Quality Management System (QMS) designed to self evaluate, document, and improve the Instructional Design (ID) process that guides the development of educational technology solutions in EI. The project was completed in 2005 and was included in a CEN (European Committee for Standardization) Good Practice Guide for outstanding implementations of quality approaches in e-learning. The QMS provides a mechanism to support a consistent project management approach, and the case illustrates successful integration between three cycles: Project Management (PM), Quality Management (QM), and the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) instructional design process.
