Abstract This paper builds on previous research to address the question of whether there is practical value for a made-in-Ontario municipal management system standard (MSS) for wastewater and stormwater related activities, in addition to the Drinking Water Quality Management System Standard (DWQMS) that is already statutorily required. This research specifically addressed the questions: is there value in a mandatory or voluntary MSS; are there neutral, positive, or negative effects of having an MSS; and what standard is more adequate? Through a focus group method, this research finds evidence in support of and wide recognition of the practical value an MSS in assisting municipalities in meeting their environmental objectives, addressing property damage risks, providing an additional mechanism of public accountability, and improving alignment with the legal structure. It was also apparent that there is no political appetite in the provincial government to embark on a mandated MSS, so the preferred option at this time appears to be a provincially endorsed, voluntary, sector-specific standard for wastewater and for stormwater, which could constitute a catalyst to boost voluntary uptake of MSS by small to medium municipalities (as is already occurring with large municipalities). This standard could be based on a customized variation of the ISO 14001 and DWQMS.

The research finds evidence in support of and wide recognition of the practical value of management system standards (MSS) by assisting municipalities in meeting their human health protection, environmental objectives, addressing environmental and property damage risks, and providing an additional mechanism of public accountability and transparency. Semi-structured interviews were applied to assess perceptions with practitioners and environmental non-governmental organizations on whether a similar approach to the legally required drinking water quality management standard (DWQMS) could be applied for the municipal wastewater and stormwater sectors. Twelve Ontario municipalities have adopted or are in the process of adopting an ISO 14001 environmental management system (EMS) standard for their wastewater and/or stormwater systems, which represents 66% of Ontario’s population. With the large urban centres (e.g., Toronto, York Region, Durham Region, Halton Region and Peel Region) adopting the standard, this is likely to influence small to medium-sized cities to follow a similar approach. Although, resources might be a factor preventing the cohort of smaller utilities voluntarily taking this path. Regulations governing Ontario’s municipal drinking water, wastewater and stormwater utilities were compared via gap analysis. Gaps on management of the system, performance monitoring, auditing and having minimum design criteria left the municipal wastewater and stormwater sectors behind in comparison with recently updated (2004–2008) regulatory framework for the drinking water sector. Based on the identification and review of significant gaps in wastewater and stormwater regulation (compared with the drinking water sector), environmental MSS should be incorporated to strengthen the regulatory framework of these sectors. These phenomena also depict a form of sustainable governance with the use of MSS, which are initiated, developed and regulated by non-state actors, recognizing the value of non-state rule instruments in the water, wastewater and stormwater sectors.

Purpose This study aims to explore the effects of the COVID-19 outbreak on exports of goods and services, logistics performance, environmental management system (ISO 14001) certification and quality management system (ISO 9001) certification in top affected Asian countries of India, Iran, Indonesia, Philippines, Bangladesh and Pakistan. Design/methodology/approach A novel grey relational analysis models’ approach is used to examine the inter-relationship between COVID-19 economic growth and environmental performance. Moreover, the authors applied a conservative (maximin) model to investigate which countries have the least intensifying affected among all of the top affected COVID-19 Asian countries based on the SS degree of grey relation values. The data used in this study was collected from multiple databases during 2020 for analysis. Findings Results indicate that the severity of COVID-19 shows a strong negative association and influence of COVID-19 on the exportation of goods and services, logistics performance, ISO 9001 and ISO 14001 certifications in all the six highly affected countries during a pandemic outbreak. Although the adverse effects of COVID-19 in exporting countries persisted until December 31, 2020, their magnitude decreased over time in Indonesia and Pakistan. During the COVID-19 outbreak, Pakistan showed comparatively better performance among the six top highly affected Asian countries due to its smart locked down strategy and prevents its economy from severe damages. While India and Iran export drastically go down due to a rapid increase in the number of COVID-19 cases and deaths. Research limitations/implications The research findings produce much-required policy suggestions for leaders, world agencies and governments to take corrective measures on an emergent basis to prevent the economies from more damages and improve their logistics, environmental and quality performance during the pandemic of COVID-19. Originality/value This study develops a framework and investigates the intensifying effects of COVID-19 effects on economic growth, logistics performance, environmental performance and quality production processes.

This study aims to find out how the implementation of quality management system based on clause in ISO 9001: 2015 on podomoro golf project development project cimanggis with PT. Wijaya Karya Building Building as a contractor. This study is descriptive using clauses in ISO 9001: 2015 as a way of knowing the implementation of quality management system from owner, construction management consultant, and contractor, with questionnaire form about application of field. Questions are made in clauses 4 to clause 10 in ISO 9001: 2015.The results in this study indicate that the implementation of quality management system based on clause in ISO 9001: 2015 from the owner is "Rarely" applied with the percentage of assessment between 50% to 74.99%. The construction management consultant is "Always" applied to the assessment percentage of 75% to 100%. From the contractor's side is "Always" applied with the percentage of valuation between 75% to 100%. From these results obtained factors - factors that become constraints on the implementation of quality management system based on clauses in ISO 9001: 2015, the method or procedure, human resources (HR), and implementation or operational work.

El objetivo de este estudio fue analizar y describir la situación actual de la calidad en las organizaciones deportivas de gestión de instalaciones deportivas españolas. De un total de 5.065 registradas bajo el código nacional de actividades económicas 9311, se procedió al estudio pormenorizado de cada una de las organizaciones a través de la observación sistemática, para finalmente seleccionar a 35 organizaciones con certificación de calidad ISO9001, ISO14001, OHSAS 18001y EFQM. Los resultados muestran una escasa implantación de calidad en las organizaciones de gestión de instalaciones deportivas, siendo las certificaciones con mayor implantación, el sistema de gestión de calidad (ISO 9001) y el sistema de gestión medioambiental (ISO 14001). The aim of this study was to analyze and describe the current situation of quality in sports management organizations of Spanish sports facilities. Out of a total of 5,065 registered under the national code of economic activities 9311, a detailed study of each of the organizations was carried out through systematic observation, to finally select 35 organizations with quality certification ISO9001, ISO14001, OHSAS 18001and EFQM. The results show a low quality implantation in the management organizations of sports facilities, being the certifications with greater implementation the quality management system (ISO 9001) and environmental management system (ISO 14001).

The article focuses on examining the problems of developing the quality management systems at the enterprises engaged in foreign economic activities. Today, companies operate in constantly changing market conditions. The formation of a new competitive environment forces companies to pay attention again to the efficiency and quality of goods and services, because in a fierce competition only those com-panies survive that could quickly adapt to such conditions. Globalization of markets, on the one hand, gives the consumer the right to choose the best, and, on the other hand, forces the manufacturer to look for new means to improve quality at the lowest cost. All these factors lead to the active development of quality management systems and methods, considering the wishes of consumers, the search for weaknesses in production and the best adjustment of the whole process for further successful development. Considering the above mentioned, the pur-pose of the article is to study the development and implementation of quality management system, as well as to identify the main problems of formation of quality management systems at enterprises-subjects of foreign economic activity and provide theoretical recommendations for their solution. The article reveals the essence of “quality” notion and discloses the concept of “quality management of the enterprise”. The description of modern quality management systems is implemented on the example of quality management system ISO 9001, food safety management system ISO 22000, environmental management system ISO 14001 and occupational safety and health management system OHSAS 18001. It has been studied the experience of world leaders in forming quality management systems on enterprises, namely the United States, Japan and European countries. Statistics on the number of ISO quality certificates received in 2013–2019 in Ukraine is presented to reveal the dynamics of developing the processes of business entities quality certification in our state. The problems that arise in domestic enterprises engaged in foreign economic operations during the formation of quality management systems are generalized.Keywords: quality, quality management, quality management system, international quality standards, certification, enterprise com-petitiveness. Статтю присвячено вивченню проблем формування систем менеджменту якості на підприємствах-суб’єктах зовнішньо-економічної діяльності. Розкрито сутність понять «якість» та узагальнено категорію «управління якістю діяльності підприємства». Охарактеризовано сучасні системи менеджменту якості підприємницьких структур, зокрема: систему управління якістю ISO 9001, систему управління безпечністю харчових продуктів ISO 22000, систему екологічного керування ISO 14001 та систему управління безпекою та гігієною праці OHSAS 18001. Відстежено досвід світових лідерів щодо формування систем менеджменту якості, а саме Сполучених Штатів Америки, Японії та європейських країн. Простежено динаміку розвитку процесів сертифікації якості бізнес-одиниць, зокрема за кількістю отриманих сертифікатів якості групи ISO у 2013–2019 роках в Україні. В результаті, узагальнено проблеми, які виникають у вітчизняних підприємств-суб’єктів ЗЕД під час формування систем управління якістю, а також наведено рекомендації щодо їх вирішення.
