Generalization and formalization of the USEPA procedure for design of treated wastewater aquifer recharge basins: I. Theoretical development

Groundwater is vulnerable to overdraft and depletion, especially in relatively dry regions where natural recharge rates are very low and groundwater is the main source of water. Artificial recharge of groundwater with treated wastewater has been widely adopted as a technique to replenish the overdraft aquifers. Indeed, in the USA, the technique has been practised for a long time. In 1981, a design procedure manual was developed for practitioners by the United States Environmental Protection Agency (USEPA). It was updated in 1984 and lastly in 2006. However, the design procedure has not been fully generalized for the different situations and has not been fully formalized in order to allow its automated implementation on calculation software (i.e. spreadsheet). Therefore, in this paper we formalized and generalized the USEPA design procedure to achieve an automated iterative method of calculation which can be easily implemented in a spreadsheet.

The ‘Cap Bon’ peninsula in Tunisia suffers from intensive tourist activities, high demographic increase and industrial development. As groundwater had been for a long time the main water source, aquifers had been subject to a severe depletion and seawater intrusion. Despite the measures taken prohibiting new drillings and water carrying by the construction of a waterway linking the region to the north-west region of Tunisia, the problem of water shortage persists. Artificial recharge of groundwater with treated wastewater has been decided as a technique to replenish the region aquifers. A pilot plant was constructed in the early 1980s in Souhil Wadi (Nabeul) area. Many experiments have been carried out on this plant and have led to controversial opinions about its performance and its impact on groundwater contamination. This contribution concerns the application of the procedure that we developed from the generalization and the formalization of the United States Environmental Protection Agency (US EPA) methodology for the design of treated wastewater aquifer recharge basins. This upgrading procedure implemented in a spreadsheet, has been used to retrofit the Souhil Wadi facility in order to improve its performance. This method highlighted the importance of the safety factor to estimate wastewater infiltration rate from clean water permeability measurements. It has, also, demonstrated the discordance between the initial design parameters of Souhil Wadi facility and their current status as they have changed with time and the infiltration capacity of the basins has been affected by clogging. Indeed, it has been demonstrated that with the current state of clogging of the basins, the design infiltration rate limited by the most restrictive layer (6.1 cm/hr) corresponds to 22% of the surface infiltration rate reached after a drying period of 10 d, which means that we need more basins to absorb the daily loading rate. The design method leads to the construct ion of five basins of 961 m2 (31 × 31 m) each, with one basin being flooded for 3 d with 27 cm of water daily and rested for 10 d. The current status is completely different as only four basins are constructed with 324 m2 each. Many actions in the short, medium and long term have been advised in order to improve the system performance.

По сообщениям из Евросоюза, США и Австралии, потенциальная выживаемость коронавируса SARS-CoV-2 в фекалиях и сточных водах в течение достаточно длительного времени создает реальную возможность его поступления с канализационными стоками на очистные сооружения или непосредственно в поверхностные воды при сбросе неочищенных стоков. Это свидетельствует о существовании потенциальной возможности передачи SARS-CoV-2 через воду. В этой связи особую актуальность приобретает разработка эффективных способов удаления и инактивации вирусов на очистных сооружениях. Наличие коронавирусной инфекции в сточных водах может представлять серьезную опасность для здоровья контактирующих с ними людей. К ним относится персонал очистных сооружений, а также население в целом, которое может подвергаться непосредственному воздействию необработанных или недостаточно обработанных сточных вод через неисправные водопроводные или канализационные коммуникации. Во многих странах для получения своевременной достоверной информации о распространении коронавирусной инфекции используют методы эпидемиологии сточных вод. Возможность выявления РНК вируса в сточных водах даже при низкой распространенности СOVID-19 и корреляция между концентрацией РНК SARS-CoV-2 в сточных водах и официальной информацией указывают на то, что наблюдение за сточными водами может стать чувствительным инструментом мониторинга циркуляции вируса в популяции. The COVID-19 pandemic, declared by WHO as a health emergency, is caused by a novel SARS-CoV-2 coronavirus. According to reports from the European Union, the United States and Australia, the potential survival of the SARS-CoV-2 coronavirus in feces and wastewater for a sufficiently long time creates a real threat of its entry with wastewater into treatment facilities or directly into surface water while raw wastewater is discharged. This indicates the potential for the transfer of SARS-CoV-2 by water. In this regard, the development of effective methods for the removal and inactivation of viruses at the treatment facilities is of special actuality. The presence of coronavirus infection in wastewater can pose a serious health hazard to people in contact with it. These include the personnel at the wastewater treatment facilities, as well as the general population, who may be directly exposed to raw or inadequately treated wastewater through defective water or sewer systems. In many countries wastewater epidemiology methods are used to obtain timely reliable information on the spread of coronavirus infection. Possible detection of RNA virus in wastewater even with a low prevalence rate of COVID-19 and the correlation between the concentration of SARS-CoV-2 RNA in wastewater and official information indicate that monitoring wastewater can become a sensitive tool for monitoring the circulation of the virus in the population.

For a long time, cities have been regarded as the main source of economic growth and development. However, increased size and density of cities have generated high land costs, rent and transport cost, congestion and pollution, and increased social disorganization. The condition is even worse in developing countries – urban migration, over-utilization of housing and infrastructure, persistent slums, and squatter settlements. This books represents a comparative study between the USA and Nigeria related to characteristics of the cities in both countries. This book tries to address the question “How has the United States of America and Nigeria have been able to address the problems of ‘swollen’ cities and metropolitan growth?”. Outcome of several planned new communities and cities in both countries is of paramount importance to the contribution of knowledge on physical planning approaches globally. The most significant discussion are shown in the final chapter, by giving examples of policy implications and comments on new cities in national and regional development as well as urban and regional development and planning strategy in the global context.

This article addresses the most significant changes in German-American relations since the election of J. Biden; unveils the main factors influencing Berlin’s transatlantic policy in relations with Russia and China; analyzes approaches to the climate agenda and problems associated with the fulfillment of Germany’s allied obligations in NATO; reveals new trends in Germany’s approach to the issue of strategic autonomy of the EU; investigates the discrepancies on security issues between the main German parties ahead of the parliamentary elections in September 2021. The first steps of the Biden administration to normalize the transatlantic ties undermined by Trump (the return of the United States to participation in international negotiations and organizations) were seen in Berlin as evidence of significant changes in Washington’s positions on international problems of vital importance to Germany. At the same time, Berlin has no illusion that with the arrival of Biden, transatlantic relations will once again be the same as they were before Trump’s presidency. The most important stumbling block in the beginning process of resetting the transatlantic relations was the set of problems associated with the completion of the Nord Stream 2 gas pipeline construction. It is clear that Biden is just as harshly rejecting this project as his predecessor did, and will continue to obstruct its commissioning. After the elections to the Bundestag in September 2021, the internal political situation in Germany may change significantly. In any case, the Nord Stream 2 issue will remain a subject of disputes and serious disagreements between Germany, the USA, the EU and Russia for a long time. In Germany it is assumed that in the coming decades, the transatlantic agenda will be largely determined by the growing influence and policy of China, and the relationship between the United States and the EU with China will affect not only the economic interests of the FRG, but also the sphere of its security. The climate agenda today remains one of the few areas where it is possible not only to revive the transatlantic interaction, but also to intensify cooperation between the United States, the EU, China and Russia with an eye to interaction in solving other problems, not necessarily related to the climate agenda. The most important U.S. demand for Germany remains an increase in its material and financial contribution to NATO. Berlin’s readiness to meet these requirements has increased significantly. However, the thesis that the Europeans are faced with a choice – a course towards strategic autonomy or restoration of close ties with Washington and reliance on the United States and NATO – seems simplified. Representatives of all German parties are unanimous in the opinion that the renewal of the transatlantic partnership, which has begun under Biden, will be accompanied by a reduction in American commitments in Europe. Therefore, the EU will have to invest more in its own security and (in the longer term) strategic autonomy.

Regenerable amine-based solvents used for post-combustion CO2 capture, primarily monoethanolamine and piperazine, are known to undergo degradation and secondary reactions over time forming, amongst other species, N-nitrosamines. These carcinogenic species can eventually make their way from treated wastewater into environmental waters. The United States Environmental Protection Agency (US EPA) recommends that the concentration of N-nitrosamines in surface water not exceed 1.24 μg/L. We have developed a straightforward method to quantify N-nitrosopiperazine in treated wastewater by hydrophilic interaction liquid chromatography – mass spectrometry (HILIC–MS) after sample preparation by supported liquid extraction (SLE). To achieve the best extraction recovery and method limits of quantification (MLOQ), standards were prepared in a high-salt synthetic matrix to mimic the treated wastewater effluent. To further improve the MLOQ, the drying steps after extraction were optimized. HILIC separation of the highly polar analytes was achieved using an ethylene-bridged hybrid amide stationary phase. Detection was achieved using a triple quadrupole mass spectrometer operated in positive electrospray ionisation and multiple reaction monitoring mode, providing a final MLOQ of 0.25 μg/L for N-nitrosopiperazine. Validation of the method was carried out to ensure good confidence in the data obtained for a treated wastewater sample from a post-combustion CO2 capture facility. In addition, N-nitrosopiperazine was quantified with the developed SLE-HILIC–MS method in eight degraded carbon capture samples that had not yet undergone wastewater treatment.

Urban drainage systems historically were developed on principles of hydraulic capacity for the transport of storm water to reduce the risk of flooding. However, with urbanization the percent of impervious surfaces increases dramatically resulting in increased flood volumes, peak discharge rates, velocities and duration, and a significant increase in pollutant loads. Storm water and urban runoff are the leading causes of the impairment of receiving waters and their beneficial uses in Australia and the United States today. Strict environmental and technology controls on wastewater treatment facilities and industry for more than three decades have ensured that these sources are less significant today as the cause of impairment of receiving waters. This paper compares the approach undertaken by the Environmental Protection Authority Victoria for the Melbourne metropolitan area with the approach implemented by the California Environmental Protection Agency for the Los Angeles area to control storm water pollution. Both these communities are largely similar in population size and the extent of urbanization. The authors present an analysis of the different approaches contrasting Australia with the USA, comment on their comparative success, and discuss the relevance of the two experiences for developed and developing nations in the context of environmental policy making to control storm water and urban runoff pollution.

Per- and polyfluoroalkyl substances (PFAS) are an emerging environmental crisis. Deemed forever chemicals, many congeners bioaccumulate and are incredibly persistent in the environment due to the presence of the strong carbon-fluorine covalent bonds. Notable PFAS compounds include perfluorooctanesulfonic acid (PFOS), perfluorooctanoic acid (PFOA), and GenX. Robust toxicological knowledge exists for these substances, but regulatory decisions based on this knowledge has fallen behind. The United States Environmental Protection Agency (EPA) has addressed this issue with the PFAS Action Plan and EPA Council on PFAS, but the regulatory framework is severely lacking. Currently, no federal regulations or standards exist. Many occupational and non-occupational human cohorts exist that can lend knowledge on the environmental implications of PFAS and associated health effects. Occupationally, firefighters face significant exposure risks due to use of PFAS containing aqueous film-forming foams (AFFFs) and personal protective equipment contamination. Non-occupationally, wastewater discharge in North Carolina led to chronic and widespread residential exposure to GenX via drinking water contamination. This public health review seeks to convey the current and future significance of PFAS as an environmental contaminate, to lend considerations on regulatory frameworks within the USA, and to help guide and promote the need for future epidemiological studies in order to tackle this environmental emergency. While the PFAS Action Plan creates a scientific and regulatory foundation, it is important to take these lessons and apply them to future environmental health issues.

One of the most striking characteristics of the Trump administration in the United States is the frequency and vehemence with which the President has sought to undermine the competence of his own intermediaries: federal departments and agencies. In some cases, such as the Environmental Protection Agency and Department of State, Trump has sought to undermine the civil service through cuts in staff and budget and a depletion of morale that drove long-time professionals out of government. In other cases, such as the intelligence agencies and Department of Justice, the President has publicly attacked the credibility and legitimacy of intermediaries whose actions might endanger the President. “Trump’s Dilemma,” this chapter argues, derives from the fact that the President came to office with views far outside the mainstream of American public policy. Trump thus feared that “Deep State” departments and agencies would, in the normal and lawful conduct of their duties, threaten not only the President’s policy goals but also the President himself. Faced with a stark control–competence tradeoff, Trump moved forcefully to undermine the competence of many of his own departments and agencies.

The genus Hyalella is endemic to the North and South America. There are currently 14 species described in North America and the Caribbean. For a long time, it had been assumed that different populations of these animals represented a single species, Hyalella azteca (Saussure, 1858). However, molecular analyses have demonstrated H. azteca sensu lato to be a complex of multiple species, so some species that occur in the United States have been mistakenly identified. Our aim in this paper was to describe a new species of Hyalella, found in Oklahoma, USA. The new species can be differentiated from the others, mainly because it presents serrated setae in the maxilla 2, because it does not have flanges on the surface of the body, presents the palm of the gnathopod 2 of the same size as the distal-posterior margin of the propodus, by shape and number of setae on the uropod 3 and telson. The description of this new species of Hyalella increases to 15 the number of species of the genus for the USA. It is important to understand the diversity of Hyalella with consideration of their possible role as bioindicators of environmental quality, and further consideration of their conservation status, and especially for species known from a single spring.

Water pollution from the land application of manure has been cited as an issue that needs to be addressed. Judicial challenges have forced the US Environmental Protection Agency (EPA) to adopt additional controls governing concentrated animal feeding operations (CAFOs). State agencies have also been directed to do more to minimize the risk of pollution from animal production. In developing appropriate controls, regulatory agencies have distinguished animal production facilities based on size and on whether they discharge pollutants into waters of the United States. Four categories of animal producers have been identified based on different requirements addressing the land application of manure. The expenses of regulatory requirements for agriculture suggest that other avenues should be explored to enhance sustainable production and reduce water pollution. The identification of polluters, implementation efforts, enforcement issues and educational endeavors could be augmented to address contamination problems. Finding ways for agricultural groups to cooperate with the EPA and for states to implement total maximum daily load requirements might also be effective in improving water quality. To address the land application of manure, the goal should be to eliminate substandard land application practices that cause too many pollutants to enter surface waters rather than simply imposing additional regulations.
