The connection of the public initiative with the provision of social services is considered. The interaction of civil society institutions with public authorities is determined.

The presence of crisis tendencies in the issues of establishing and changing the boundaries of the territories of territorial communities and settlements has been stated. It was emphasized that the Cabinet of Ministers of Ukraine has adopted 24 orders on the definition of administrative centers and approval of the territories of territorial communities. As a result, 1,469 territorial communities have been established in the country (including 31 territorial communities in the uncontrolled territory within the Donetsk and Luhansk oblasts). Such situations lead to the fact that a significant number of administrative-territorial units do not have established boundaries, which in turn makes it impossible to achieve the development goals of territorial communities and settlements. At the same time, the boundaries of most territories of territorial communities and settlements are not established, and when changing boundaries there are issues that require a better system of legal documents that would regulate scientifically sound establishment (change) of boundaries affecting community regulation of environmental and economically acceptable use lands. A number of changes to the legal documents are proposed, such as: preliminary registration in the SCC of project boundaries of territorial communities and settlements, obligations for certified land surveying engineers to verify the intention to establish (change) boundaries. It is proposed to establish (change) the boundaries taking into account the principles of "public administration", namely: the principle of self-organization of civil society and the principle of feedback.

The authors of the paper analyze the main directions of the consolidation of modern Russian society, as well as the problems that hinder the implementation of this process. The main factors explaining the fea-tures of the processes of consolidation of Russian society in the XXI century are considered. The col-lapse of the USSR, the resulting crises, the specifics of socio-political processes in the post-Soviet space, the formation of a national idea to a large extent affect the level of cohesion of the country's citizens. It is concluded that for the effective imple-mentation of the process of consolidation of society in modern Russia, it is necessary to overcome a number of problems. In this regard, it is of supreme importance to eliminate socio-economic inequality, corruption in all spheres of life, and optimize the activities of government bodies. The authors em-phasize that the consolidation of modern Russian society is the most important task of the ongoing national policy and requires targeted efforts on the part of both the state and civil society. The im-portance of further sociological studies of the con-solidation processes of Russian society is noted.

This paper addresses the issues associated with physics and technology of diode lasers based on self-organized quantum dots (QDs). Theoretically predicted advantages of a QD array as the active region of a semiconductor laser and basic principles of QD formation using self-organization phenomena are discussed. Special attention is paid to relationship between structural and electronic properties of QDs and laser characteristics. Recent ahcievements in controlling these parameters including the effects of vertical stacking, changing the matrix bandgap and the surface density of QDs are reviewed. The threshold and power characteristics of the state-of-the-art QD lasers are demonstrated.

Since the release of the well-known work of W. Weaver «Science and Complexity» (1948) only V.S. Stepin had taken some significant efforts to develop the doctrine of the three types of systems in nature. In this case, the main achievements of V.S. Stepin in postnonclassic reduced to two fundamental results: violation of the basic principle of T. Kuhn´s contradictions when changing paradigms (V.S. Stepin shows the effect of «investments», when complex systems operate classical and nonclassical rationality simultaneously) and repeated emphasis on the possibility of «change ... the probability of emerging of other (the system) conditions». At the same time, V.S. Stepin in his last works (monographs) identified a particular role of self-organization and self-development in case of complex biosocial systems. All this in theory of chaos and self-organization form 5 basic principles of functioning of complexity (or systems of the third type - STT). In fact, V.S. Stepin laid the foundation for the future (new) philosophy and developed now theory of chaos and self-organization in which humanity moved into the area of uncertainty of living (social in particular) systems completely. However, the rationality of the third type (postnonclassic) requires corrections and additions, as shown in a number of monographs of V.S. Stepin.

In the article the problem of interaction of the authorities and NGOs as an indispensable factor of civil society formation in Ukraine is raised. At the same time the author conducts research of the methodological position, taking into account that the notion of “civil society” characterizes a quality state of society as a whole in terms of its self-organization, the degree of democracy development, realization of rights and freedoms of the person as a citizen.

Pancasila is a dignifiying submission of all the national element to establish, love and maintain Indonesia. Similarly, Madinah Charter is noble agreement to defend Madinah as a nation.
