METHODS FOR STACK ARCHITECTURE HARDWARE-COMPUTING DEVELOPMENT FOR HARSH ENVIRONMENT OF OPERATION

The article contains materials on the most common industrial standards for the design of components and heterogeneous hardwarecomputing platforms of four architectures that define the requirements and methods for connecting the main components of the platform to each other. The new proposed method for designing protected hardware-computing platforms of the new StackPC architecture is considered in detail. The main advantages of the new app manufacturability roach and the scope of its application are described. Described new functionality that has become available for the stack architecture due to the introduction of the new high-speed StackPC-FPE stack connector, the stackable power connector and the definition of stack expansion in one direction (up from the processor module) to the standard. The trends in the development of the standard have been determined. A comparison of the new method with existing methods is presented. It is shown that the implementation of the proposed method allows the design of new modern platforms with preservation of the required indices of resistance to harsh operating conditions, as well as to increase manufacturability, productivity and expand the functionality.

The problem of definition of propulsion loss related to ship steering is addressed. Performance criteria representative of propulsion losses due to steering over a range of operating conditions including operation in calm water and a seaway are considered. Criteria are derived from strict analytical considerations and from empirical assumptions based on experimentally derived hydrodynamic data. The applicability of these various criteria and the implications for both assessment of relative performance of existing ship autopilots and for the design of new steering controllers is discussed in relation to simulation results for a high-speed containership.

A new method of lubricant feeding is presented for tilting pad journal bearing and its effect on the thermohydrodynamic performance of the bearing is investigated theoretically and experimentally for various operating conditions. The new method can significantly reduce the maximum pad temperature compared with conventional methods, and its effect becomes pronounced with the increase in operating shaft speed. The method is promising for high speed journal pad bearing which is rapidly decreasing a safety margin against seizure due to the dangerously rising maximum pad temperature.

We propose a new DRR (Disturbance Rejection Rate) compensation method of a roll-pitch seeker based on ESO (extended state observer). The characteristics of a roll-pitch seeker and the DRR definition of two frames of a roll-pitch seeker are analyzed. The influence of different interference torques and different frequency bandwidths on the compensation effect is analyzed. Modeling and simulation of the guidance system of a roll-pitch seeker with the parasitic loop of DRR are carried out. Influence of the new DRR compensation method on dimensionless miss distance is analyzed. Mathematical simulation is established to compare the new ESO-based DRR compensation method with the existing methods such as the feedforward method and Kalman filter method. The analysis and simulation results show that the new ESO-based DRR compensation method has the advantages of high precision, good applicability, and easy adjustment, and the new method can effectively reduce the dimensionless miss distance with different types of input errors. The research of this proposed new method can provide a reference for the latest generation air-to-air missile operations in a high-altitude and high-speed environment and the high-precision research of a roll-pitch seeker.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

Background: Gentianella acuta (Michx.) Hulten is an important type of medicinal plant found in several Chinese provinces. It has been widely used in folk medicine to treat various illnesses. However, there is not enough detailed information about the chemical constituents of this plant or methods for their content determination. Objective: The focus of this work is the isolation and characterization of the major chemical constituents of Gentianella acuta, and developing an analytical method for their determination. Methods: The components of Gentianella acuta were isolated using (1) ethanol extraction and adsorption on macroporous resin. (2) and ethyl acetate extraction and high speed countercurrent chromatography. A HPLC-DAD method was developed using a C18 column and water-acetonitrile as the mobile phase. Based on compound polarities, both isocratic and gradient elution methods were developed. Results: A total of 29 compounds were isolated from this plant, of which 17 compounds were isolated from this genus for the first time. The main components in this plant were found to be xanthones. The HPLC-DAD method was developed and validated for their determination, and found to show good sensitivity and reliability. Conclusion: The results of this work add to the limited body of work available on this important medicinal plant. The findings will be useful for further investigation and development of Gentianella acuta for its valuable medicinal properties.

The measurement speed and measurement accuracy of a displacement measuring interferometer are key parameters. To verify these parameters, a fast and high-accuracy motion is required. However, the displacement induced by a mechanical actuator generates disadvantageous features, such as slow motion, hysteresis, distortion, and vibration. This paper proposes a new method for a nonmechanical high-speed motion using an electro-optic modulator (EOM). The method is based on the principle that all displacement measuring interferometers measure the phase change to calculate the displacement. This means that the EOM can be used to accurately generate phase change rather than a mechanical actuator. The proposed method is then validated by placing the EOM into an arm of a frequency modulation interferometer. By using two lock-in amplifiers, the phase change in an EOM and, hence, the corresponding virtual displacement could be measured by the interferometer. The measurement showed that the system could achieve a displacement at 20 kHz, a speed of 6.08 mm/s, and a displacement noise level < 100 pm//√Hz above 2 kHz. The proposed virtual displacement can be applied to determine both the measurement speed and accuracy of displacement measuring interferometers, such as homodyne interferometers, heterodyne interferometers, and frequency modulated interferometers.
