According to some perspectives, it is difficult to imagine the collective West developing further relations with Russia beyond the regulatory and systemic – rather than the social – so long as their political systems remain divergent. At the same time, continued elements of Russian “Europeanness” raise fundamental questions about the future role and pre-eminence of liberal states – including Canada – in the contemporary international order, seeing as the Western-led liberal order appears to have failed to become synonymous with global order itself. As such, Russia remains a good case study for probing the extent to which a future world order must root itself in a monist frame in today's pluralistic world. This paper will seek to explore this question from a perspective rooted in the English School of international relations, with the aim of deriving conclusions regarding the liberal international order's ability to maintain its hegemonic position in global international society.

This article develops a socio-legal approach to theorizing the construction of peremptory norms in international relations. It argues that due to its focus on formalism and abstract notions of rights, traditional legal treatments have failed to acknowledge the socially constructed nature of higher order norms. To address this shortcoming, the article transfers the concept ofjus cogensinto the realm of International Relations. Drawing on insights from constructivism and English School theory, it situates law in the context of society and conceptualizesjus cogensas part of international society’s constitutional structure. Proceeding from the assumption that the content and identity ofjus cogensdepends on the normative character of international society, the article then assesses two possible ‘normative logics’ through which the peremptory status of a norm may be generated. It rejects a solidarist logic, which sees universal norms as the manifestation of cosmopolitan ideas about inalienable rights. Instead, it argues for a pluralist approach to ethics and order that depictsjus cogensas key to the development of international society towards a social site marked by diversity and respect for difference.

This chapter examines the main assumptions of the English school, the principal alternative to mainstream North American theorizations of International Relations. It first provides an overview of what the English school is and how it emerged before discussing its methodology as well as its master-concept of international society. It then considers three concepts that are the primary theoretical contribution of the English school: the social order established by states and embodied in the activities of practitioners must be understood alongside the dynamics of the international system and world society. The chapter proceeds by exploring the English school's position on issue of human rights and its implications for justice in international relations.

This article is devote to the analysis of one from the key institutions in the conception of international society. The aim of the article is identify historiographical aspects for the analysis diplomacy in the context of the English school’s approach to the study of international institutions. English school of International relations formed in the end 1950-1970. Some famous scientists (H. Butterfield, M. Wight, and H. Bull) took an active part in the creation of this scientific society. British Committee for the study of international politics was a main intellectual structure in the genesis of the school. Committee had worked during 25 years (1959-1985) and become a base for the development two first generations of English school of international relations. Herbert Butterfield was very famous English historian and first chief of British Committee during 1959-1967. He had conservative credo. He shared the idea of the decline of diplomacy and divided it into new and historical. During some time, his views on diplomacy in modern history came into conflict with wide interpretation international society - central concept of the school. Martin Wight saw in diplomacy as a minimal indicator of the social character of international system in any time, but he also inclined that diplomacy will not be play very much role in the future. At the same time, he did not accept the concept “international society” and preferred the idea of “system of state”. Concept “international society” become a symbol and different mark this scientific community thanks to the books by H. Bull in 1960-1970. Hedley Bull included diplomacy in his list main international institutes, but central place among them in his views played balance of power and international law. Modern adepts of the conception of international Society continue diplomatic research. The works of modern representatives of the English School are studies in the article. Main conclusion of this part of the article consist of that the functional analysis of the diplomacy become a base for the following development of British intuitionalism and an important part of the conception of international society today. The British institutionalism are highlighted general trends of the following development English school of international relations and some problems for the dialogue with American theory of International relations.

This article offers a reading of Plato in light of the recent debates concerning the unique ‘ontology’ of International Relations (IR) as an academic discipline. In particular, this article suggests that Plato’s metaphysical account of the integral connection between human individual, the domestic state and world order can offer IR an alternative outlook to the ‘political scientific’ schema of ‘levels of analysis’. This article argues that Plato’s metaphysical conception of world order can not only provide IR theory with a way to re-imagine the relation between the human, the state and world order. Moreover, Plato’s outlook can highlight or even call into question the post-metaphysical presuppositions of contemporary IR theory in its ‘borrowed ontology’ from modern social science, which can in turn facilitate IR’s re-interpretation of its own ‘ontology’ as well as its distinct contributions to the understanding of the various aspects of the social world and human life.

Central Asia has been declared as ‘not free’ region by most of the global human rights organizations. The region has been governed by the old socialist-minded leadership since its independence. This style does not give room for civil liberties and human rights. Furthermore, the region has been marked with extremism, terrorism and ethnic violence for a long period of time. The regimes are also supported by other ‘not free’ states especially Russia and China. Such kind of regional dynamics has encouraged the states to adopt oppressive policies in order to strengthen themselves. This research focuses; to understand the social and ethnic demography of the Central Asian region; to understand the hyper-presidential political systems of the region; to understand the violent and non-violent movements against the ‘system’, and to analyze the state policies towards human rights and civil liberties.

The concept of anarchy is seen as the cardinal organizing category of the discipline of International Relations (IR), which differentiates it from cognate disciplines such as Political Science or Political Philosophy. This article provides an analytical review of the scholarly literature on anarchy in IR, on two levels—conceptual and theoretical. First, it distinguishes three senses of the concept of anarchy: (1) lack of a common superior in an interaction domain; (2) chaos or disorder; and (3) horizontal relation between nominally equal entities, sovereign states. The first and the third senses of “anarchy”’ are central to IR. Second, it considers three broad families of IR theory where anarchy figures as a focal assumption—(1) realism and neorealism, (2) English School theory (international society approach), and (3) Kant’s republican peace. Despite normative and conceptual differences otherwise, all three bodies of theory are ultimately based on Hobbes’s argument for a “state of nature.” The article concludes with a summary of the key challenges to the discourse of international anarchy posed by the methodology of economics and economics-based theories that favor the alternative discourse of global hierarchy.

This article examines the complex relations between a violent non-state actor, the Al Qaeda network, and order in the international system. Al Qaeda poses a challenge to the sovereignty of specific states but it also challenges the international society as a whole. This way, the challenge that Al Qaeda represents is putting the survival of the system under risk. Consequently it requires that the international society will collectively respond to meet the threat. But challenges to both the practical sovereignty of states and to the international society do not have to weaken the system. Instead, such challenges if handled effectively may lead to the strengthening of the society of states: a robust international society is dynamic and responsive to threats. Its members could cooperate to adapt the principles and the institutions on which the system is founded to new circumstances. Through its focus on the preservation qualities of the international society this article also reinforces the significance of the English School to the study of international relations. It raises important questions that could be answered in the framework of the English School.

AbstractThis paper will suggest that since the end of the Cold War liberal states have instituted a new regime of international relations and of international peace and security in particular. Historically, legitimate statehood could be situated virtually exclusively within international society; in their international relations all states subscribed to a common normative standard which regarded all states qua states as legitimate sovereign equals irrespective of the political constitution that they endorsed. With the end of the Cold War, however, an international community of liberal states has formed within international society which considers only those states that respect the liberal values of democracy, human rights and the rule of law as legitimate. Non-liberal states are not only denigrated as illegitimate but more significantly they are stripped of their previously held sovereign status where international community, motivated by the theory that international peace and security can only be achieved in a world composed of exclusively liberal states, campaigns for their liberal transformation. Finally, it will be suggested that despite the disagreement between liberal states over the decision to invade Iraq in 2003 international community survives, and thus its (antagonistic) relationship with non-liberal states continues to provide a useful method for theorising international peace and security in the contemporary world order.

This paper broadly examines the continued nuancing of the practice of democracy in Africa with a focus on how Africa’s democratic governance is increasingly getting influenced by new actors in the international system, who are driving the formation of a new world order that challenges the current unipolar liberal global order. The paper traces the origins and rationale of the democratization project in Africa and uses this as a basis to delve into some issues around which many African countries have increasingly been engaging with new actors. These broad aspects include: Africa’s international relations, peace and security; civil liberties as well as investments and trade. This paper contends that some states in Africa are charting middle grounds that increasingly, specifically align with their national/elite interests, and broadly, is in tune with the consolidating discourse on Africa Rising.
