Rapid climate change in the arctic is threatening the life, health and cultural traditions of the Inuit. Although they are among the least responsible for climate change, they are suffering disproportionately from its negative effects. In particular, the inherent link between Inuit land and culture means that their traditional practices are being threatened along with the arctic environment. However, their efforts to obtain redress from those responsible for greenhouse gas emissions have so far been unsuccessful. Claims in common law public nuisance have been plagued by issues of standing, justiciability and causation, and claims at international law are difficult to prove and enforce. It seems that a different approach may be required.This article examines whether the Crown’s fiduciary obligation toward Canada’s Aboriginal peoples might provide a useful conceptual framework for addressing arctic climate change. Although this obligation is typically applied in situations involving Aboriginal lands or distinctive cultural practices, it can arguably be invoked to protect the traditional subsistence lifestyle of the Inuit. Both the fiduciary obligations and the honour of the Crown require a minimum level of consultation and accommodation where significant Aboriginal interests are threatened. This could translate into an obligation to, at least, assist the Inuit in adapting to the changing arctic environment and preserving cultural practices to the extent possible.Les changements climatiques rapides dans l’Arctique menacent la vie, la santé et les traditions culturelles des Inuits. Même s’ils sont parmi les peuples les moins responsables de ces changements climatiques, ils souffrent de façon disproportionnée des effets négatifs de ces changements. Tout particulièrement, comme la culture inuite est intrinsèquement liée à la terre, les pratiques traditionnelles inuites sont menacées en même temps que l’environnement arctique. Par ailleurs, les efforts des Inuits pour obtenir réparation de la part des responsables des émissions de gaz à effet de serre sont restés vains. Les demandes fondées sur la nuisance en common law se sont heurtées aux questions relatives à la qualité pour agir, à la justiciabilité et à la causalité; de plus, en droit international, il est difficile de prouver et de faire valoir des réclamations. Il semble clair qu’une approche différente s’impose.Le présent article examine si l’obligation fiduciale de l’État envers les peuples autochtones du Canada pourrait constituer un cadre juridique utile pour traiter des changements climatiques dans l’Arctique. Bien que cette obligation soit systématiquement reconnue dans les situations concernant des terres autochtones ou des pratiques culturelles distinctives, il est permis de penser qu’elle pourrait être invoquée pour protéger le mode de subsistance traditionnelle des Inuits. Tant les obligations fiduciales que l’honneur de la Couronne requièrent un degré minimal de consultation et d’accommodement lorsque des intérêts autochtones significatifs sont menacés. Cela pourrait se traduire par une obligation minimale d’aider les Inuits à s’adapter à l’environnement arctique changeant et à préserver leurs pratiques culturelles dans la mesure du possible.

The Arctic continues to attract more and more tourists. In some of the Arctic regions, tourism in general and cruise tourism in particular is becoming one of the fastest growing economic sectors. However, aside from the economic benefit, the Arctic tourism poses a certain threat to the sensitive environment of the Arctic, which currently experiences constantly increasing pressure from economic activity and climate change. Major negative consequences of tourism activity include the pollution of territories and water zones, worry of animals, direct destruction of flora and fauna, loss of the places of habitat due to infrastructure development, etc. The listed facts underline relevance of the selected topic of research, as well as the need for legal protection of the Arctic environment from negative effects caused by tourism. Analysis is conducted on the current situation in the area of Arctic tourism, as well as the questions of Russia’s Arctic policy pertaining to tourism activity. A brief overview is provided to the international legal regulation in this sphere. The author concludes on the insufficiency of legal regulation in the area of Arctic tourism, and gives recommendations on the improvement of Russian legislation. It is noted that tourism is one of the few types of activities in the Arctic that sparks interests of multiple countries, and in which the acceptance of universal standards seems possible.

In this paper, we examine the centrality of policy actors and moral justifications in media debates on Arctic climate change in Finland and Canada from 2011–2015. We take a network approach on the media debates by analysing relations between the actors and justifications, using discourse network analysis on a dataset of 745 statements from four newspapers. We find that in both countries, governments and universities are the most central actors, whereas business actors are the least central. Justifications that value environmental sustainability and scientific knowledge are most central and used across actor types. However, ecological justifications are sometimes in conflict with market justifications. Government actors emphasize new economic possibilities in the Arctic whereas environmental organizations demand greater protection of the vulnerable Arctic. Ecological justifications and justifications that value international cooperation are more central in the Finnish debate, whereas justifications valuing sustainability and science, as well as those valuing national sovereignty, are more central in the Canadian debate. We conclude that in addition to the centrality of specific policy actors in media debates, the use of different types of moral justifications also reflects political power in the media sphere.

Dealing with climate change and developing the Arctic sustainably are often seen as both binary and contradictory sets of challenges. The EU is in a unique position in Arctic affairs: unlike non-Arctic states, it is part of and linked to the region. However, the EU is at risk of missing the opportunity to be a leader in setting standards for a coherent and sustainable approach for the region. The Arctic is often used as a symbol for global climate change and, conversely, climate change is also used as a reason for more Arctic engagement. Yet, the roots of global heating—greenhouse gas emissions—mostly originate from outside the region. This article asks whether the path towards more EU–Arctic involvement should start closer to home.

On average, one person is displaced each second by a disaster-related hazard.  Most people move within their own countries, but some are forced across international borders. This article outlines the scope of existing international legal frameworks to assist people displaced in the context of disasters and climate change, and suggests a variety of different tools that are required to address the phenomenon. Legal, policy, technical and scientific interventions, including disaster risk reduction, climate change adaptation and mitigation, development, and migration opportunities, will determine whether, and for how long, people can remain in their homes, and whether doing so enables them to lead dignified lives or exposes them to risks and increased vulnerability. Identifying the need for a broad, complementary set of policy strategies necessarily affects how international law should be progressively developed in this area. En moyenne, une personne est déplacée à chaque seconde en raison d’un danger lié à une catastrophe. La plupart d’entre elles sont déplacées à l’intérieur de leur pays mais certaines sont obligées de se rendre à l’étranger. Dans cet article, l’auteure décrit dans les grandes lignes la portée des cadres juridiques internationaux existants qui aident les personnes déplacées en raison de catastrophes, climatiques notamment, et propose différents outils qui sont nécessaires pour répondre à ce phénomène. Les interventions juridiques, politiques, techniques et scientifiques, notamment la réduction des risques de catastrophe, les mesures d’adaptation aux changements climatiques et d’atténuation, le développement et les possibilités migratoires, déterminent si les gens peuvent rester chez eux et pendant combien de temps et si le fait de rester chez eux leur permet de vivre dans la dignité ou les expose à des dangers et accroît leur vulnérabilité. L’établissement de la nécessité de stratégies d’action vastes et complémentaires a forcément un effet sur le sens dans lequel on devrait faire évoluer progressivement le droit international dans ce domaine.

This overview of climate observation, monitoring, and research for the Arctic region outlines the key elements essential to an enhanced understanding of the unprecedented climate change in the region and its global influences. The first recorded observation of sea ice extent around Svalbard date back to the whaling activities around 1600. Over the following 300 years there are periodic and inadequate observations of climate and sea ice from explorers seeking a northern sea route for sailing to Asia or reaching the North Pole. Around 1900 there were few fixed meteorological stations in the circumpolar North. During the Second World War and the following Cold War, the observation network increased significantly due to military interest. Since the 1970s the use of satellites has improved the climate and meteorological observations of Arctic areas, and advancements in marine observations (beneath the sea surface and within oceanic sediments) have contributed to a much improved network of climate and meteorological variables. Climate change in the Arctic and its possible effects within the Arctic and on global climate such as extreme weather and sea level rise were first reported in the ACIA 2005 report. Since then there has been a lot of climate-related assessments based on data from the Arctic and ongoing processes within the Arctic that are linked to global systems.

AbstractThe environmental and economic realities of Arctic climate change present novel problems for international law. Arctic warming and pollution raise important questions about responsibilities and accountabilities across borders, as they result from anthropogenic activities both within and outside the Arctic region, from the Global North and the Global South. Environmental interdependencies and economic development prospects connect in a nexus of risk and opportunity that raises difficult normative questions pertaining to Arctic governance and sovereignty. This article looks at how the Arctic has been produced in international legal spaces. It addresses the implication of states and Indigenous peoples in processes of Arctic governance. Looking at specific international legal instruments relevant to Arctic climate change and development, the author attempts to tease out the relationship between the concepts of Indigenous rights and state sovereignty that underlie these international legal realms. What do these international legal regimes tell us with respect to the role of Arctic Indigenous peoples and the role of states in governing the ‘global’ Arctic? It is argued that while international law has come a long way in recognizing the special status of Indigenous peoples in the international system, it still hesitates to recognize Indigenous groups as international law makers. Comparing the status of Indigenous peoples under specific international regimes to their role within the Arctic Council, it becomes evident that more participatory forms of global governance are entirely possible and long overdue.

SUMMARYLarval inhibition is a common strategy of Trichostrongylidae nematodes that may increase survival of larvae during unfavourable periods and concentrate egg production when conditions are favourable for development and transmission. We investigated the propensity for larval inhibition in a population of Ostertagia gruehneri, the most common gastrointestinal Trichostrongylidae nematode of Rangifer tarandus. Initial experimental infections of 4 reindeer with O. gruehneri sourced from the Bathurst caribou herd in Arctic Canada suggested that the propensity for larval inhibition was 100%. In the summer of 2009 we infected 12 additional reindeer with the F1 and F2 generations of O. gruehneri sourced from the previously infected reindeer to further investigate the propensity of larval inhibition. The reindeer were divided into 2 groups and half were infected before the summer solstice (17 June) and half were infected after the solstice (16 July). Reindeer did not shed eggs until March 2010, i.e. 8 and 9 months post-infection. These results suggest obligate larval inhibition for at least 1 population of O. gruehneri, a phenomenon that has not been conclusively shown for any other trichostrongylid species. Obligate inhibition is likely to be an adaptation to both the Arctic environment and to a migratory host and may influence the ability of O. gruehneri to adapt to climate change.

<p>Over the last decades the Arctic climate change has been observed with a much faster warming of the Arctic compared to the global average (Arctic amplification) and related sea-ice retreat. These changes in sea ice can affect the large-scale atmospheric circulation over the mid-latitudes, in particular atmospheric blocking, and thus the frequency and severity of extreme events. As a step towards a better understanding of changes in weather and climate extremes over Central Europe associated with Arctic climate change, we first analyze the linkage between recent Arctic sea ice loss and blocking variability using logistic regression models. ERA5 reanalysis data are used on a monthly and seasonal time scale, and specific regional sea ice variabilities are explored. First results indicate an increased occurrence-probability in terms of blocking frequency over Greenland in summer as well as over Scandinavia/Ural in winter during low sea ice conditions. </p>
