Ecotourism activities and the community-based ecotourism model are not new in Bintan District. Some coastal villages such as the Village of Kuala Sempang through Ballond Mangrove Tour and the Village of Pengudang through Pengudang Bintan Mangrove are even able to promote the mangrove forest ecotourism activities managed by the local communities. The success in promoting tourism potential through the concept of ecotourism in these villages certainly brings the hope of empowerment to the communities. Some studies even emphasize that tourism with the concept of ecotourism and community-based ecotourism models can contribute positively and can be used as a means or tool for community empowerment, especially for economically marginalized local communities. However, so far, studies on tourism in Bintan District are more focused on aspects of managing ecotourism activities, evaluating the development of ecotourism, and studying the potential of mangroves, while studies on community empowerment through ecotourism activities are needed to be encouraged to provide understanding based on empirical evidence of the impact and benefits of ecotourism activities for community empowerment, especially in coastal villages. The aim of the article is to analyse the level, forms and manifestations of cooperation and integration between the members of two ethnically diverse local communities in which there are intense international migrations. Based on individual in-depth interviews, expert interviews and observations, an attempt was made to determine to what extent international labour migrations and ethnic and cultural diversity affect the level of integration in cooperation between the actual and declarative dimensions. The aim of the article is also to determine what is the nature of the local bond, in particular the neighbourhood bond. It has been demonstrated that economic migration is an important factor influencing the level of integration and cooperation in local communities: it results in removing the migrant from his or her community of origin, thus weakening the same level of integration and cooperation between its members, but also provides an opportunity to make new, lasting and significant acquaintances, including between people from the same locality of different ethnic and cultural origin. Spatial mobility can also cause divisions between its subjects and the rest of the community. The impact of international migrations on social capital depends on the time the migrant spends outside the local community. It is not the length of stay abroad that matters, but above all the frequency of visits to the place of origin.

Purpose of the study: The empowerment of local communities is currently an interesting issue in tourism development. This study aims to examine the forms of involvement of local communities in Lake Toba and to analyze their level of participation. This research begins by identifying the tourism potential of Lake Toba through the attribute theory of tourist destinations (attraction, accessibility, amenities, accommodation, and ancillary service). Methodology: Multi-method approaches are used to examine this phenomenon. The qualitative method is conducted by non-participant observation in research locations to see the locals’ behavior in Lake Toba in terms of the acceptance of tourism activities. The quantitative method is conducted by distributing questionnaires with 90 randomly chosen respondents (local communities) regarding their perspective toward their participation in tourism development. The collected data will be processed and combined and will also be studied using Arnstein’s model as the main measuring instrument in discussing the level of local community participation in the destination. Main Findings: The result of this research is that Lake Toba has the potential to attribute tourist destinations on the 5A system. In terms of the level of local community participation, the community response to its involvement in tourism-destination attributes in Lake Toba can be categorized in the “partnership” phase. Applications of this study: The results of this study may be used as evaluation material regarding the local communities’ participation in Lake Toba on tourism destination development. The findings of this study may also be a reference for community-based tourism development in other destinations, to be oriented towards the effectiveness of active participation of local communities. The originality of the study: The paper is original, and this is the first study to examine the level of local communities’ participation in Lake Toba.
