Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. The purpose of this research was to know the tourism potential of Temuku Aya Subak Tour seen from 3A that were an attraction, access, and facility. In addition, to know the participation of local communities, as well as the impact of Temuku Aya Subak Tour development to the local community. Temuku Aya Subak Tour is located in Tajen Village and developed by local people who see the potential of tourism in this village.Data collection techniques used were in-depth interviews, observation, and documentation. The analysis technique used was descriptive qualitative analysis and also Triangulation data. The results showed Temuku Aya Subak Tour had the potential of natural rice fields and plantations. Temuku Aya Subak Tour also offered tourism activities as well as the preservation of local culture and traditions. In addition, local communities also participated as investors and as employees in the development of Temuku Aya Subak Tour. The tour economic impact could provide employment. From the socio-cultural impact, it could keep the local customs and traditions of the village, and from environmental impact, the local community could be more aware of the cleanliness of the village environment.

This study focuses on studying the planning of Puri Sayan Ubud as a heritage tourist attraction in Sayan Village, which is also intended to realize one of the Village missions, namely to become a Tourism Village in order to improve the welfare of local communities. This study has a limited scope in identifying existing conditions of tourism in Puri Sayan and Puri Sayan planning as a heritage tourist attraction. The data collection techniques in this study are observation, interviews, and documentation. Data analysis techniques used are qualitative descriptive and SWOT analysis that refers to tourism product components 4A. The results of this study are in the form of strategies and programs produced by SWOT analysis after identifying existing conditions that refer to tourism product components 4A. The results of this study is about the main planning of Puri Sayan Ubud as an Attraction of Heritage Tourism by designing various programs such as attraction and management that are designed based on the strategy of the result of SWOT analysis that has been done. Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

Tabanan Regency has a high prospect in the development of tourism and its complementary facilities. Tourism village is the alternative tourism products that can provide the development of rural areas that are certainly sustainable for the future. Timpag Village is one of the villages which located in Kerambitan District, Tabanan Regency which has several tourism potentials such as nature, cultures, and the local communities. The development of Rural Tourism in Timpag Village has a high value to be a tourist attraction but the reality this village has not been able to be a developed as a rural tourism. Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. The study investigates the factors that influence village officials to have an interest in whistleblowing. Organizational commitment, rewarding, idealism ethical orientation, relativism and machiavellian ethical orientation are used as factors that influence the interest of village officials to do whistleblowing. The population in this research is the entire officials of the village government who worked in district Kelayang, Indragiri Hulu Regency. The sampling technique in this research is to use incidental sampling. A total of 60 village officialses participated in this study, which consisted of village heads, village secretaries. regional executor and technical executive. The data analysis technique used is multiple regression. The results of hypothesis testing that is: organizational commitment and idealism ethical orientation effect on interest to do the whistleblowing but reward, relativism ethical orientation and machiavellian nature has no effect against the interest to do the whistleblowing.This research contributes to reducing the occurrence of fraud committed by village officials.

Village of Yehembang Kangin is one of tourism village which has various tourism potential inside which have not been optimized as a tourism destination or tourist attraction. The purpose of this studies to know potential of tourism in the Yehembang Kangin Village Tourism and know the efforts to development of tourism potential in the Yehembang Kangin Tourism Village. The research method used in this research, is a qualitative research, where the qualitative research used, observation, in-depth interview technique and qualitative documents. The concept of tourism supporting components in formulating the existing conditions in the Yehembang Kangin Tourism Village. And data analysis technique used in this research is descriptive qualitative. The results of this research is Yehembang Kangin Village have two potensial tourism among others is natural and culture potential tourism and the effort to the development of tourism potential in the Tourism Village Yehembang Kangin there are two aspects is mapping of tourist attractions and local community empowerment in the Village Tourism Yehembang Kangin. Ubud traditional village is a tourist area which is located in Gianyar regency. If the tourist want know the culture of Bali they must come to Ubud. However, many issues and problems arise associated with security and  tourists comfortness. Based on it, this research was conducted to analyze the Local Community Efforts in Maintaining Security and Tourists Comfortness in Ubud Traditional Village.The method used in this research is a research method with qualitative descriptive analysis technique to analyze the efforts and actions of local communities. Sources of data derived from primary data and secondary data. Data collecting technique using in-depth interviews, observation and study of literatures. Determination of informants from local communities in this study using purposive sampling technique. This study is limited by the analysis of the social action theories and coordination systems. The results of this research obtained that local community efforts in maintaining security is the assignment of trepti unit who participate in keeping any tourism activities..

Gianyar Botanical Garden is one of the environmental conservation which will also be developed into a tourist destination in the village of Kerta. A tourist destination is a place that is owned, facilities, access and community related to him. The development of the Gianyar Botanical Garden as a tourist destination must have the authority, facilities, access and most importantly a positive response from the local community so that tourism in the Gianyar Botanical Garden can run well. Therefore, a research is needed to find out the community's response to the development of the Gianyar Botanical Garden as a tourism destination in Kerta Village. The method used techniques to analyze tourism product data in the Gianyar Botanical Garden and the local community response. Then used a method with descriptive statistical to analyze local community response data obtained through questionnaires. Data collection techniques using observation, interviews, questionnaires and literature studies. The informant determination technique uses purposive sampling. The technique of determining respondents uses the Slovin formula. To find out the local community response using the concept of local community response (Swastha and Handoko, 1997). The stages of developing the Gianyar Botanical Garden at the Involvement stage where tourism product development began to be carried out on attractions, facilities, access, marketing and planning. The response of the local community to the development of the Gianyar Botanical Garden as a tourism destination as a whole is very positive or Euphoria where local communities have welcomed the presence of tourism by giving them the trust and approval of community wishes fulfilled, information to local communities regarding the development of the Gianyar Botanical Garden and local communities participating voluntarily. Tourist village of Kerta is one of village in Gianyar Regency that the tourist village which has tourism potential that range from cultural, natural, artificial and can be developed as a tourist destination or attraction for tourists. The purposes of this study is to know the identification of the potential of tourist village of Kerta. The location of this research in the tourist village of Kerta, which has the location integrated with agriculture and tourism. The research in the tourist village of Kerta was conducted to discover the potential of the village (cultural, natural, and artificial potential of the tourist village). This research uses techniques of observation, interview, and documentation. The data analysist technique used is descriptive qualitative analysist. The purposive sampling technique using informants and use key informant. The results of this reserch shows that there are a variety of potential tourist villages grouped into three parts, among others, the natural potential (indigenous forests, bamboo forests, paddy fields, citrus plantations and, organic plantations), cultural potential (site sarcophagus, Bali Aga traditions, and Alas Angker Temple), and artificial potential (Puncak Sari campground, tracking and cycling trails, and Munduk Asri). Also accordingly with the potential that is owned by the village and developed on an ongoing basis to achieve positive benefits for the life of the local community. The village authority in managing tourism object shall be regulated in the Minister of Home Affairs Instruction No. 30 of 2006 regarding the Procedures for Procedures of Affair Submission of Regency/Municipal Government towards the Villages Office, and Law no. 32 of 2004 on Regional Government. This research objects on analyzing the implementation of development policy of Pasir Putih Panceng Tourism of Gresik Regency. This research type is qualitative descriptive with interactive analysis technique from Miles Huberman. The results of this study indicate that the government of Dalegan Village has prepared a policy in the form of village regulations as an effort to develop a tourist attraction. Based on Dalegan Village Rule No. 6 of 2016 on Tourism Village Development that the Village Government is the Village chief and village apparatus as the element of the Village Government is obliged to manage tourism potential in the region. Implementation of the policy undertaken is, first, make the planning in the development of Tourism Village. Second, grow community participation in maintaining the potential tourism objects. Third, the provide accommodations in the form of facilities and infrastructure that support the potential of coastal tourism. Fourth, hold an unceasing control and evaluation in knowing the development of tourism potential.
