In 1987, the first All-China Conference of international scholars took place in Shanghai, which is associated with the beginning of the process of creating the Chinese School of International Relations. Over these decades, a vast array of scientific literature has accumulated, exploring the interaction China with other countries and world community. The article is devoted to the study of analytical approaches prevailing in the Chinese academic environment in the study of foreign policy and world politics of the PRC, and specifically, in relation to the United States. Deng Xiaoping’s “reform and openness” policy contributed to the revival of the discipline of “international relations” and the intensification of international research in academic institutions and universities in China. A deep and systemic influence on these processes was exerted by several factors: uncritical borrowing of western international political knowledge, full-scale training of Chinese scholars in Western, mainly American, universities, and the translation into Chinese of most theoretical works of Western scientists. Methodological tools which include the analytical approaches used by Chinese scientists are taken from publications on realism, liberalism and constructivism. In realism, the emphasis is done on the balance of power, which is investigated in the framework of foreign policy analysis. The interdependence of China and the United States, primarily economic, the subject of study from the point of view of neoliberalism. The socialization and involvement of China in the world community and the liberal world order led by the United States are constructivist studies of bilateral relations. Yan Xuetong’s “theory of moral realism”, Qin Yaqing’s “theory of relations”, the Shanghai school’s “international symbiosis”, and Tan Shiping’s “social evolution of world politics” did not go beyond these paradigms, but are already used as their own innovative methods in a study of China’s relations with external actors. The article pays special attention to the dual identity of the Chinese state, as a developing country and a global power, which is publicly voiced by its representatives. This duality imposes regulatory restrictions on the use of analytical tools and, of course, affects the results of research.

The research is devoted to the study of the origin of the historiography of the topic of the genesis of the US foreign policy. The key thesis of the work challenges the established position in the scientific literature about the fundamental role of the work of T. Lyman, Jr. «The diplomacy of the United States: being an account of the foreign relations of the country, from the first treaty with France, in 1778, to the Treaty of Ghent in 1814, with Great Britain», published in 1826. The article puts forward an alternative hypothesis: the emergence of the historiography of the genesis of the foreign policy of the United States occurred before the beginning of the second quarter of the XIX century – during the colonial period and the first fifty years of the North American state. A study of the works of thirty-five authors who worked during the 1610s and 1820s showed that amater historians expressed a common opinion about North America’s belonging to the Eurocentric system of international relations; they were sure that both the colonists and the founding fathers perceived international processes on the basis of raison d’être. The conceptualization of the intellectual heritage of non-professional historians allowed us to distinguish three interpretations of the origin of the United States foreign policy: «Autochthonous» – focused on purely North American reasons; «Atlantic» – postulated the borrowing of European practice of international relations by means of the system of relations that developed in the Atlantic in the XVII–XVIII centuries; «Imperial» – stated the adaptation of the British experience. The obtained data refute the provisions of scientific thought of the XX–XXI centuries and create new guidelines for further study of the topic.

From November 1902 through February 1912, four presidents governed Brazil. Throughout all this period, though, only one person headed the foreign ministry: José Maria da Silva Paranhos Jr., alias Baron of Rio Branco (20 April 1845–10 February 1912). This political wonder and diplomatic giant was to shape Brazil’s international doctrine and diplomatic traditions for the following century. His major achievement was to peacefully solve all of Brazil’s border disputes with its South American neighbors. Founded in 1945, Brazil’s prestigious diplomatic school carries his name, Instituto Rio Branco, and, since the early 2000s, Brazilian foreign policy has become the largest subfield of international relations in university departments across the country. Indeed, Brazilian foreign policy is to Brazilian academia what American politics is to US academia, namely, a singular phenomenon that has taken over a general field. In contrast with the United States, most in-depth research from about 1998 to 2010 came from foreign-based scholars; however, since then a large cadre of mostly young academics in Brazil have seized the agenda. Unlike the pre-2000 period, the orientation has been toward public policy rather than diplomatic history. That the top Brazilian journals of international relations are now published in English rather than Portuguese attests to the increasing internationalization of the field.

The rise of the New Silk Road is generating fierce debates over the emergence of new megaregions and their role in reshaping world politics. Chinese writers are avid consumers of and contributors to these discussions both at home and internationally. China’s growing interest in megaregional integration accompanied a sharp turn in foreign policy—from a defensive posture that feared provoking war with the United States toward a bold campaign to assert global leadership, economically and diplomatically. Gradually, Chinese leaders are beginning to realize that all of the emerging megaregions are developing lives of their own that cannot be directed by a hierarchical network centered in Beijing. This realization is forcing China’s policymakers to reconsider their traditional assumption that sovereignty belongs only to formal governments and the elites that control them rather than to the all of the citizens who comprise the national communities.

This article is about weaponisation of emotions through visual culture. It interrogates how geopolitics trickles down to everyday life and becomes personal through the embodiment of screen actors. While International Relations is attempting to move beyond the limits of existing disciplinary methods and methodologies to better grasp the emotional depths of world politics, this article delves into the ‘method’ in performance arts to understand how visual culture diffuses emotional narratives of the state to the population and affectively enables people to experience the international from the perspective of the United States. In this sense, focusing on ‘method acting’ which revolutionised performance arts in the United States from the 1950s, the article examines the mundane encounters in visual culture through which screen/state actors emotionally situate the audience to make them viscerally experience geopolitics, personally feel like a state/warrior and embody a commitment to the war effort at an emotional level.

In March 2002 the United States and Uzbekistan signed a Declaration of Strategic Partnership. This document marked a qualitative break in the international relations of Uzbekistan and, to some degree, the United States' relations with Central Asia. Uzbekistan had sought closer relations with the United States since its independence in September 1991. But the course of U.S.-Uzbek relations was not smooth. Various obstacles hindered Tashkent's progress in making a positive impression on successive U.S. administrations in the last decade of the twentieth century. Tashkent's abysmal human rights record and the snail's pace of democratic reforms made the notion of closer ties with Uzbekistan unsavoury for U.S. policy makers. At the same time, Washington was more concerned with developments in Russia. Other former Soviet republics, especially the five Central Asian states, were relegated to the periphery of the U.S. strategic outlook. But the dramatic events of September 11 and the subsequent U.S.-led “war on terror” changed the geopolitical landscape of Central Asia. The consequent development of ties between Tashkent and Washington was beyond the wildest dreams of Uzbek foreign policy makers. Virtually overnight, Uzbek leaders found themselves in a position to pursue an ambitious foreign policy without being slowed by domestic considerations.

Fifth century Greeks distinguished between hegemonia (legitimated leadership) and arkhe (control). Thucydides employed this distinction to track the changing nature of the Athenian Empire during the Peloponnesian War, and the ways in which a diminishing concern for balancing self-interest against justice corroded Athenian authority, made survival of the empire increasingly problematic and encouraged the disastrous expedition to Sicily. The Melian Dialogue—often cited by realists to justify a power-based approach to foreign policy—is intended to symbolize this decay. Building on our analysis of Thucydides, we examine the British, Soviet and American experiences with hegemony. A striking feature of the contemporary American situation is the extent to which American leaders claim hegemonia but deny any interest in arkhe. Rightly or wrongly, much of the rest of the world has the reverse perception. This seeming contradiction has important implications for US foreign policy and world politics more generally.

On the two victory days, military action on the fronts stopped. But peace did not return, nor does anyone know when it will. Peace is not simply absence of military .ction. It is a state of international relations corresponding to “periods of normalcy” in the internal affairs of a nation. Peace exists, when these relations are dominated by good will, mutual understanding and friendly cooperation.The post-war world longs for peace. But there is no peace because, among the sovereign states, there is one which acts against peace. This is the Soviet Union. Is it, however, certain that the foreign policy of the Soviets is aggressive? Is it not true that, in Moscow, aggressiveness is ascribed to the United States and to the alleged Western bloc headed by it?In March, 1946, Professor E. Tarle, an authoritative spokesman of the Soviet government, placed in opposition “the old imperialistic concept of international relations” practiced by London and Washington and “the Soviet conception which is based on respect for the rights of the peoples and their real independence.”

The book examines the main trends in Mexico's international activities in the first two decades of the XXI century, as well as the leading trends in its socio-political development. The author tried to show that Mexico is more and more actively involved in solving the main problems of world politics, where it emphatically takes independent positions. Mexico's relations with the United States, with the countries of Latin America, with China and Spain, as well as the prospects for expanding ties with Russia are analyzed, Mexico's position in the UN is shown and the prospects for the development of its foreign policy under the government of Lopez Obrador.
