Cloud computing has achieved rapid development in recent years, and the use of cloud platforms to carry various large-scale services has become the general trend of the development of the information industry. This study investigates WTP of Hangzhou residents for the recreational value of Baguatian productive landscapes based on CVM and cloud computing. In this study, we did the related analysis on the social and economic characteristics and WTP of interviewees and made the monetization assessment about the recreational value of its urban productive landscapes. The result shows 62.1% of interviewees have WTP and the average payment intention (WTP) is $40.74 per year. Besides, the total recreational value of Hangzhou Baguatian productive landscapes is 354 million yuan; the relatively accepted payment mode is tax-paying and cash payment; the educational degree, occupational background, and income are the main factors influencing the tourists’ WTP and the correlation between interviewees’ origin, permanent residence, and WTP is not apparent.

Abstract The European Union has been highly emphasising the role of public procurement for innovation as a policy instrument that can be used to stimulate sustainable development. This development reflects and responds to improvements in social welfare, growth of entrepreneurship and of national competitive advantage. In the process of selection, the awarding tender public procurement institutions lack an overall approach for choosing the most advantageous and sustainable innovation alternative. To contribute purchasing of innovative solutions, the present paper elaborates a framework of innovation measurement and quality evaluation. Thus, it makes possible to assess proposals from different aspects and to choose the most valuable offer notwithstanding the lowest price criteria. The paper studies the concept of public procurement, its pitfalls and prospects, dimensions of innovation definition and innovation added value assessment. The authors conducted expert interviews, which were analysed using an AHP method in order to set the most appropriate evaluation criteria indicator. The authors also designed the framework for assessing the quantitative and qualitative value of innovation proposals. The proposed approach is based on the analysis of innovation quality, added value, its potential impact and the sustainability of changes it produces.

One of the measures to eliminate the consequences of the Chernobyl accident was the exclusion of highly contaminated land from agricultural use. Due to the positive dynamics of the radiation situation, the issue of land return becomes relevant. However, in the period of exclusion of these lands the land clearance degradation processes were developing. The second part of the article is devoted to the issue of economic evaluation of the expediency of land return and the mutual coordination of the results of separate stages of complex ecological and economic evaluation. The research was carried out in Mogilev branch Institute of radiology (Republic of Belarus).

Based on the concept of a livable and global age-friendly city, pavements are a public facility that the city should provide to the people. Appropriate pavements will be beneficial for the people, particularly for good quality of life for the elderly to move around in the city. This study explored the behaviour of the elderly in the use of pavements and the problems confronted. The study also evaluated the value of the pavement walking area as it reflected the benefits of pavements to the elderly by applying the Contingent Valuation Method (CVM). During March-May 2017, data were collected using interviews with 601 elderly living in Bangkok. The study indicated that the main problem for senior citizens regarding their use of pavements was from being disturbed by motorbikes riding on the pavements. The average value of pavement for the elderly was about THB 160 (USD 5.30) per person per year. Thus, the benefits of pavements to the elderly in Bangkok was approximately THB 158 million (USD 5.2 million) per year. Thus, policy makers should make proper budget allocations for elderly-friendly pavement management and seriously address the problems confronting the elderly in using pavements, to maximize the usefulness of pavements not only for the elderly but also for the public and to support a sustainable urban development.

The article consideres the problems of determining the need to modernize the base stations of the cellular network based on the mathematical apparatus of the theory of fuzzy sets. To improve the quality of telecommunications services the operators should send significant funding for upgrading the equipment of base stations. Modernization can improve and extend the functions of base stations to provide cellular communication, increase the reliability of the base station in operation and the functionality of its individual elements, and reduce the cost of maintenance and repair when working on a cellular network. The complexity in collecting information about the equipment condition is determined by a large number of factors that affect its operation, as well as the imperfection of obtaining and processing the information received. For a comprehensive assessment of the need for modernization, it is necessary to take into account a number of indicators. In the structure of indicators of the need for modernization, there were introduced the parameters reflecting both the degree of aging and obsolescence(the technical gap and the backlog in connection with the emergence of new technologies and standards). In the process of a problem solving, the basic stages of decision-making on modernization have been allocated. Decision-making on the need for modernization is based not only on measuring information that takes into account the decision-makers, but also on linguistic and verbal information. Therefore, to determine the need for upgrading the base stations, the theory of fuzzy sets is used, with the help of which experts can be attracted to this issue. They will be able to formulate additional fuzzy judgments that help to take into account not only measuring characteristics, but also poorly formalized fuzzy information. To do this, the main indicators of the modernization need have been defined, and fuzzy estimates of the need for modernization for all indicators and a set of indicators reflecting the need for upgrading the base stations have been formulated.
