The research is aimed at forming a toolbox for recognizing regional communities according to socio-economic development indicators. A carried out study of scientists’ works demonstrated a lack of evaluation tools for studying groups of regions by levels of disparities, which complicates the study of interregional disparities and the impact of various factors upon them. The paper carries out a classification of levels of disparities in the regions by spheres of development, formes a mathematical apparatus for recognizing and forecasting of levels of disparities in the regions. The groups of regions by levels of disparities in seven spheres of development is researched: general economic, socio-demographic, structural, socio-economic, foreign economic, natural-ecological, production. Three groups of regions were identified by levels of disparities in these areas of development: with balanced sphere disparities, with controlled (restrained) sphere disparities, with uncontrolled (unrestrained) sphere disparities. A spatial-dynamic assessment of disparities in the development of clustered groups of regions is advisable for the development and implementation of regional policy measures aimed at regulating the regional development disparities. The originality of the presented work is the study of cluster groups of regions by the levels of disparities in various spheres of life, which allows to assess interregional disparity in the complex and develop a number of measures to resolve the disparities in the development of regions within the country.

The article explores methodological approaches to assessing the level of social and economic development of Russian regions. The indicators of social and economic development of the Khanty-Mansiysk Autonomous Okrug - Ugra are analyzed. Based on the identified trends in the development of the northern oil-producing region, regional policy directions are proposed. Taking into account the existing theoretical and methodological base, the paper presents the "Matrix for assessing the level of social and economic development of the oil producing northern region".

Many European countries are faced with the problem of regional disparities when the level of social and economic development of particular regions is dramatically different. This causes social conflicts. In developing the effective regional policy one of the most important conditions is the identification of the actual level of development of a region. This problem may be solved if economic, social. political, legislative, ecological and other factors influencing regional development are taken into consideration.For this purpose, a comprehensive system of criteria should be developed, with their subsequent integration into a unified criterion.In the present paper, a set of criteria for evaluating regional development based on practical expertise and theoretical analysis is suggested. They embrace economic, innovational. social and other aspects of development.The criteria reflecting economic and social development of a region are multidimensional and of opposite directivity, therefore. they are normalized in accordance with the aggregation technique used.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia’s contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.
