The article studies the tourist sector as a factor of social and economic development of the region. The author gives a definition of the term ‘universal character of tourist sector', formulates key criteria meeting the principle of universality, on the basis of which the approach to region analysis was developed. This approach gives an opportunity to find the degree of customer satisfaction with tourist services and shows whether the region is ready for developing new tourist programs within the frames of traditional, special and rear types of tourism. As an example the article analyzes the universal character of tourist sector in the Leningrad region, which showed a number of problems. Proceeding from this the author proposes to design a mechanism of their solution at the expense of enlarging the list of tourist services offered to customer and improving their quality. By analyzing the universal character of tourist sector it will be possible to find out and eliminate drawbacks in the tourist sphere and in designing strategy of efficient development of tourism in the region aimed at building-up the tourist traffic, which could become a factor of its social and economic development.

The purpose is to consider the main theoretical approaches to definition of social safety and estimate its conditions. The analysis of economic indicators of 2016-2017 has shown that with a growth of the key economic indicators, negative dynamics of the real located income of the population still remain. In the article, the importance of social and economic safety is emphasized. The two main conditions of economic safety provide the presence of the influential middle class and a ratio between the minimum and maximum income of the population. By means of Lorentz’s curve, the increase of stratification of the population on income is shown. The article concludes that that poverty is a threat of economic security, because it slows down economic growth. The authors also assess the influence of administrative impact on social and economic development of regions, finding a weak reliance.

The article considers the concepts of rural, green, ecological, natural, ecological tourism, gives different approaches of scientists to the definition of these categories. The essence of rural green tourism is revealed, as well as its significance for Ukrainian villages. As they are original, have an interesting history, national traditions, architectural heritage, medical and recreational resources, opportunities to obtain organic food, these benefits should be used for their development and promotion. It is concluded that the active introduction of rural green tourism can solve the problems that exist in rural areas: insufficient jobs, which causes the outflow of population to cities or abroad, underdeveloped infrastructure and transport links. There is also an analysis of regulations governing the implementation of such activities and its shortcomings that should be addressed. Attention is drawn to the expediency of adopting the draft Law of Ukraine on Amendments to the Law of Ukraine "On Personal Peasant Economy" on the development of rural green tourism. Because its absence complicates and slows down the development of rural green tourism, which is part of their social and economic development . Attention is paid to the procedure and conditions of carrying out activities for the provision of tourist services as part of a personal farm. The possibility of its implementation is indicated both with the state registration of a natural person entrepreneur and without such, as well as the absence of a requirement in the legislation to obtain permits for its conduct.

The paper discloses the phenomenon of the commodification of cultural production in course of evolutionary transformation of technic, technologic and economic capacities of society. Economic issues, including the definition of cultural product as a commodity, form the apparatus for the objectification of creative intention that does not impact directly on the creativity as freedom. Albeit the tension of social apprehension, spoken in words by either intellectual critics or market demand, and dependence on the market laws, reflecting either the labor issues or distribution and consumption, evoke the shift in the function of art, in particular, the loss of critical and regulative functions. Thus, the article seeks the logic dependence of the functional shifts in art on the phenomenon of commodification. The paper aims to justify the hypothesis that the commodification is an auxiliary tool for communication between the artist and audience, barely directly causing the leveling of aesthetic artistic value. Considering that the comprehension of commodification relies mostly on the philosophic criticism leaving the economic research of cultural production aside and missing the discourse of aesthetic and artistic essence, this paper concludes that the commodification of symbolic production, as the consequence of social and economic development, rather implies communicative capacity for artistic value than the destructive or leveling impact factor causing the shift of social functions of art.

The article is devoted to the issues of periphery and peripheralization of the spatial development of Russia, a significant part of the territory of which has experienced the negative direction of social and economic development during the transition to a market economy and continues to undergo it at the present time. The article discusses the theoretical approaches of Russian and foreign authors to the definition of the concepts of «periphery», «peripheralization of space». Based on the use of methods of comparative analysis and systematization, the authors identified six main approaches of researchers to the definition of the concept of «periphery»: positional, functional, problem, generative-translational, social, subjective, and also revealed the content and peculiarity of each approach. The authors highlighted such basic properties of the periphery as diverse remoteness, economic degradation and social marginalization, poly-scale character, migration outflow, ubiquity and relativity, weak involvement in global economic relations. A system of indicators characterizing the periphery in accordance with the selected approaches is proposed. On the basis of the conducted research, it was concluded that the spatial development of individual centers of Russia is taking place with the spatial degradation of its most part, which significantly actualizes the question of the future of the Russian periphery and its impact on the spatial development of the country as a whole. Due to the weakness of its own potential, the Russian periphery cannot act as an independent attractor of socio-economic development and requires strengthening state regulation measures based on the competitive advantages of each territory.

The study goal is to develop methodological foundations for the formation of governance mechanism of the development of city-forming organizations, which should contribute to their sustainable functioning, as well as the social and economic development of dominated by a single employer or industry municipal entities.The article explores the main approaches to the definition of the mechanism for managing the development of an economic entity. It concluded that there is no formalized mechanism for managing the development of city-forming organizations. The definition of the phenomenon under study is done. It identifies complementary properties that the mechanism for managing the development of city-forming organizations should possess. The principles of its functioning are expanded.The stages of governance mechanism for managing were proposed. The main procedures that require periodic execution are identified. An approach to systematize development strategies is based on the author's original classification of city-forming organizations. The developed algorithm for the formation of a mechanism for managing the development of city-forming organizations is aimed at extending the practical possibilities of using management tools for improving the efficiency of specific economic entities and the municipal economy as a whole.

Small and micro enterprises are an integral part of the enterprise group. They drive the development of society and are also one of the foundations of social and economic development. The division and definition of small and micro enterprises have different connotations in different periods. The preferential tax policies of small and micro enterprises include both the turnover tax incentives such as VAT tax and the income tax incentives such as enterprise income tax. The implementation of preferential tax policies promotes the healthy development of small and micro enterprises.

Agricultural zakat that is practiced in Malaysia is imposed on staple food of a particular region that has met the nisab (minimal value). However, there are issues of non-uniformity estimation of agricultural zakah for instance inconsistency nisab setting for metric weights, and the applied rate variability. What are the root causes of the problems? Therefore, this paper is an attempt to highlight some issues inherent in the conceptualisation of agricultural zakat from Islamic perspective by analysing the definition of zakat, crops that have to be imposed with zakat, nisab, the rates imposed based on irrigation, and the deduction of some costs prior to the imposition of zakat.  A qualitative methodology was employed to analyse the data through inductive, deductive, comparative approaches. The findings identified non-uniformity estimation of agricultural zakah occurred due to the varied interpretation enriching the Islamic legal tradition by different schools of juristic thought. These findings will assist the policy makers and the management of zakat institutions to harmonise agriculture zakat framework based on the authenticity of Islamic law for the social and economic development in Malaysia. Abstrak Di Malaysia, zakat pertanian hanya diwajibkan ke atas makanan asasi sesuatu tempat dan telah mencukupi nisab. Namun, terdapat isu ketidakselarasan taksiran zakat pertanian misalnya ketidakselarasan penetapan nisab bagi timbangan metrik gantang, dan kepelbagaian kadar yang dikenakan. Persoalannya, apakah faktor utama kepada isu ini? Justeru, kertas kajian ini merupakan usaha untuk mengetengahkan beberapa isu yang timbul dalam pendekatan konseptual  zakat pertanian dari perspektif Islam dengan menganalisa definisi zakat pertanian, tanaman yang dikenakan zakat, nisab, kadar yang dikenakan berdasarkan pengairan, dan potongan kos-kos tertentu sebelum diwajibkan zakat. Metodologi kualitatif digunakan bagi menganalisa data melalui kaedah induktif, deduktif, dan perbandingan. Hasil kajian menunjukkan bahawa ketidakselarasan taksiran zakat pertanian merupakan natijah daripada kepelbagaian cara berfikir dalam menentukan hukum menurut perspektif syarak bagi setiap mazhab. Implikasi kajian ini dapat membantu pembuat dasar dan pengurusan Institusi Zakat untuk menyelaraskan rangka kerja zakat pertanian berdasarkan keaslian undang-undang Islam bagi pembangunan dan pemantapan sosio ekonomi Malaysia.

The relevance of the matter is caused by the fact that the essence of strategic planning consists in the definition of the priority sphere of social-and-economic development of the city district taking into account the external environment factors and available resources. It is necessary to prove the organization of the chosen project or programme, including sources and mechanisms of resources attraction, applied technologies, technical means, etc. within strategic management. The main document in the sphere of complex social-and-economic development of the municipal unit is the strategic plan that allows formulating the perspective purposes of the development, choosing alternative options of the municipality, thereby attracting investments into the projects and programmes. The subject of the research is the “City district Podolsk”. Some problems of strategic planning of investment projects and programmes, which are necessary for the improvement of activity of the “city district Podolsk”, are studied. The objective of the research is to develop recommendations on the strategic planning of activity of the “City district Podolsk”. Calculations for three investment programmes are made for the identification of the most successful direction of strategic development of the “City district Podolsk” by the means of formulas of the indicator of efficiency and coefficient of competitiveness. The achieved results can be used for creation of the Draft of the strategic development plan for the “City district Podolsk” till 2022.
