The relevance of the matter is caused by the fact that the essence of strategic planning consists in the definition of the priority sphere of social-and-economic development of the city district taking into account the external environment factors and available resources. It is necessary to prove the organization of the chosen project or programme, including sources and mechanisms of resources attraction, applied technologies, technical means, etc. within strategic management. The main document in the sphere of complex social-and-economic development of the municipal unit is the strategic plan that allows formulating the perspective purposes of the development, choosing alternative options of the municipality, thereby attracting investments into the projects and programmes. The subject of the research is the “City district Podolsk”. Some problems of strategic planning of investment projects and programmes, which are necessary for the improvement of activity of the “city district Podolsk”, are studied. The objective of the research is to develop recommendations on the strategic planning of activity of the “City district Podolsk”. Calculations for three investment programmes are made for the identification of the most successful direction of strategic development of the “City district Podolsk” by the means of formulas of the indicator of efficiency and coefficient of competitiveness. The achieved results can be used for creation of the Draft of the strategic development plan for the “City district Podolsk” till 2022.

In the times of quick and widespread changes, innovations and new ways of city management, new approaches to planning of strategic development of urban entities are expected. Therefore there is a continuing search for possibilities of acquiring new information about the city market and ways to shape it, residents’ participation and involvement, and also creating city openness. Urban centres are not closed entities but they have strong relations with the local, domestic and global markets. There is a search for new directions and priorities in strategic planning of social and economic development, while the established goals follow consultations, workshops and meetings of various groups of urban stakeholders. The consequences of long-term implementation of a city’s image as open is, on the one hand, its recognisability, yet – on the other one – the experience of positive and negative effects of the implementation. The purpose of the study is to identify selected contemporary conditions of strategic planning of a city’s social and economic development, emphasising – in particular – the bases for creating a city’s openness, including the related opportunities and hazards. Another intention is to highlight innovative ways of collecting market information about needs and aspirations of city users, as well as to form the residents’ attitude towards their involvement in the development of their living space. The applied research methods include literature studies, benchmarking and reasoning.

ABSTRACT Objective: The present study has as main objective to identify the strategies taken by the municipal managers to adapt to the periods of greatest water difficulties in the northeastern semiarid, more specifically in the city of Doutor Severiano-RN, showing the importance of the development of these strategies in the region. Methodology / Approach: Research were made on the subject to identify which strategies were developed in the municipality, in addition, some field observations were made to identify the municipal public policies developed over the years. Conclusions: It is concluded with this study that it is essential to know the place and seek the best strategy to develop and apply these policies based on the characteristics of each region, considering the importance that they have for the social and economic development of the semiarid populations. Research limitations: The sample was extracted from works that addressed the topic in question, thus making the parallel of discourse between theory and practice. Originality / Value of the article: The study presents the strategies developed in the city of Doutor Severiano, to adapt to the periods of greatest water difficulties in the region, according to the climatic conditions of the place.

It was determined that the strategic planning of the socio-economic development of the region is a systematic ongoing process in order to adapt the territory to constantly changing market conditions, becoming the dominant function of managing the social and economic development of the region. It has been proven that strategic diagnostics helps to assess the effectiveness of a region's strategy, to understand its strategic position in each of the areas of activity, to assess strong and weak signals from the internal and external environment. It was found that in its pure form, basic strategies are not developed or implemented. On their basis, in the regions, as a rule, strategies focused on the internal environment are developed and implemented. A model of component analysis of the socio-economic and competitive state of the region has been developed. Studies have shown that socio-economic processes in the region are developing under the influence of simultaneously acting, but divergent external and internal factors. In conditions of increasing instability of the external environment, the influence of external factors becomes predominant in relation to internal factors. In the system of strategic planning, the definition of criteria for regional development is the result of the interaction of economic entities in the region. It is determined that an effective mechanism for coordinating the economic interests of participants in socio-economic processes is a matrix model of positioning the area of interest and responsibility of regional governments, businesses and the public. It is proved that the results of strategic diagnostics are the basis for the adoption of strategic measures by the regional authorities. It was determined that the formed dynamics of changes in the development of the studied region in comparison with the "standard" will characterize the effectiveness of regional governance over a period of time. A methodical approach to the diagnosis of socio-economic development has been developed, which can also be used for individual territories within a particular region of Ukraine.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Emergency situations constantly accompany the external environment and society bringing major material losses and human casualties. The definitions and general patterns for the development of emergency situations and their role in accidents and disasters were discussed. Actually, there is no single concept in the definition of an emergency. Based on the ana-lysis, the content of the subject was formulated: an emergency is a state of natural and anthropogenic activity in the external environment and society. The mechanism of the emergency situation development is presented. The reason for changing the normative definition of the concept of emergency situation has been substantiated.

The article provides an essential description of the concept of «service economy», defines its difference from the «industrial economy». Approaches to the definition of the term «restaurant business» are considered. Taking into account the specifics of the restaurant business, it is proposed to use the concept of «service landscape», which provides comfort of the institution, convenience of its location, perfection of interior, quality of service, implementation and use of innovative technologies of restaurant business. During the study, the algorithm and methodological basis for choosing a strategy for the development of the service economy sector of the region - restaurant business, based on identifying its prospects and attractiveness and allow on a systematic basis to link the prerequisites and conditions of enterprise development with restaurant product differentiation. As a result of the morphological analysis, the restaurants of the city of Vinnytsia were identified by the type of competitive behavior. This allowed to develop a combined strategy for the development of the city's restaurant business, which is based on the formation of compatibility of key market competencies with the core competencies of the restaurant business. The study the consequences of the strategy for the development of the restaurant business in Vinnytsia, which will improve the tourist infrastructure of the city, increase the number of employees in the service sector and, accordingly, tax revenues to the local budget, as well as improve cultural leisure opportunities for residents and guests. The combination of realization of the project-target approach of development of restaurant business with program-target methods of management of territorial development is substantiated. Projects for the development of the restaurant business have been developed in two directions: projects for the differentiation of the restaurant product and projects for strengthening the service landscape, focused on the development of a culture of restaurant service and innovative ways of serving customers. It is established that the implementation of the developed combined strategy for the development of the restaurant business in Vinnytsia with the use of a project approach will increase the share of turnover of the restaurant business and achieve a number of positive socio-economic results.

PurposeThe purpose of the paper is twofold: to provide an overview of the present situation at the Greek central public libraries and to identify strategic development areas in regard to education and training, social and economic development, e‐government, reading policy, cultural cohesion and identity.Design/methodology/approachA survey was conducted in January and February 2008 through extensive semi‐structured interviews with all the 29 Greek central public libraries.FindingsThe paper finds that a formal strategic plan is becoming necessary for the Greek central public libraries in order to understand themselves, redefine their policies and priorities, and further consider the needs and expectations of their users and of the society as a whole.Practical implicationsThis paper contributes to the discussion on the development of strategic planning aimed at the central public libraries in Greece and may assist in providing evidence for strategic planning in a national and/or in an institutional level.Originality/valueIt is one of the very few studies in Greece providing empirical evidence for the strategic planning and management of the central public libraries.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

The article is devoted to the topical issue of the strategic development of the enterprise in the digital economy. The advantages of enterprises that use the results of the digital economy in their activities have been established. The main characteristics of the digital economy are determined, approaches to the definition of terms are investigated. The state of profitability of Ukrainian enterprises by industry is analyzed on the basis of statistical data. Based on the results of the analysis of statistical data, it was determined that in the conditions of the pandemic and quarantine of the last two years, most sectors of the economy suffered losses. Only those industries that were vital and those that use modern information and digital technologies had a positive financial result of their activities. These calculations showed that it is fundamentally important to introduce digital technologies at enterprises in various sectors of the economy. The article lists the main seven stages of introducing digital technologies into the management activities of enterprises. The above stages of introducing digital technologies into the activities of enterprises are used both for general strategic transformations at enterprises, and for individual management functions. It also reflects the main benefits of introducing digital technologies into strategic planning and profit management in enterprises. The main obstacles that may arise during the implementation of digital technologies are highlighted, among which the main one is associated with the human factor. It is also indicated in the article that almost all enterprises in their activities can start with the introduction of technologies for working with big data, which allow to efficiently process large volumes of information, analyze it and make management decisions based on the results. An analysis of modern research in the field of digital technologies implementation showed that digital technologies are necessary not only in the current activities of an enterprise, but also in strategic and management functions, especially in planning and managing the company's profit.
