The author analyses the development of the European Union?s regional policy since 1988 and possible changes that could occur after the eastward enlargement. He examines Delors I and Delors II budgetary packages, covering the period 1988-2000, main principles and objectives, their changes over time and instruments of conducting the policy - Structural Funds. The author also analyses the preparations for enlargement within the scope of Agenda 2000 report, its contents, negotiation process for its adoption and changes made by it. At the end, he examines the effect that regional policy has made so far and possible obstacles for the forthcoming enlargement.

Abstract This article investigates the stability of farmers’ risk attitude over time. To this end, we estimate responses to changes in agricultural policies and production shocks. We use a unique panel data of over 36,000 Italian farms specialised in cereals, during the period 1989–2009. We find evidence of risk preference changes over time in response to changes in the European Union Common Agricultural Policy and possibly after a drought-induced production shock.

Little firm knowledge exists about the allocation of the Council's political attention across policy areas and over time. This article presents a new dataset of the date, duration, and policy coding of more than 70,000 meetings of Council working parties, covering all areas of the Council's policy activities between 1995 and 2014. In terms of both scope and resolution, the data allow for the generation of unprecedented insights into what issues occupy the Council's agenda, how that varies between and within policy areas, and how that changes over time. After discussing conceptual issues and explaining the construction of the dataset, the article demonstrates its usefulness and versatility through analyses of the Council's political attention at various levels of aggregation.

The Increase of Significance Investment Instruments in Regional Policy of the European Union after 2014 The main objective of this paper is to analyse the increase of significance investment instruments in regional policy of the European Union after 2014. The reasons of this phenomenon have been pointed out in the context of the European Union structural funds. They refer to political interests, economic, social environmental challenges faced by the EU regions under conditions of limitation the EU expenditure on regional development financing. Solutions in the following areas: objectives, priorities and rules of intervention of the structural funds have been presented – those which have an investment dimension. Investment approach is going to be carried on in the next Multiannual Financial Framework after 2020. The paper has been elaborated based on using method of institutional analysis the key EU regional policy legal regulations and existing scientific literature.

Regional policy of the European Union (EU) is implemented in order to improve welfare and quality of life in specific regions of EU member countries, minimize inter-regional income differences and restructure less developed industrial areas. regions of the EU countries has urban and regional development differences in themselves. Regional policies have gained importance in the process of EU enlargement. Increases regional disparities has been observed to occur with the first expansion. Although the tools that the Community could use for regional inequality were initially limited, they began to increase over the years in the process of development of regional policy of the EU. In this respect, this study will focus primarily on the EU regional development policies, the structural funds in line with the measures taken to ensure economic and social cohesion in EU countries and European Investment Bank and the new tools such as community tool will be discussed.

Utilisation of regional policy helps to reduce disparities among regions. The approaches to solving these problems in the European Union differ from the approaches practised in Central and Eastern European countries. The development of rural areas in the European Union is realised through the principles of regional policy and its instruments, i.e. Structural Funds, in co-operation with the Common Agricultural Policy. The applied assistance from the Structural Funds is aimed at the objectively defined areas. The situation of countries with many socio-economic problems is reflected in the weak demographic structures of these regions. Solutions of the problematic situation can be found in implementation of the approach supporting the development of multi-functional agriculture and a broader social and territorial context of economic development in all adopted tools of rural development. The way of supporting diversification of the competitive rural economic structure based on encouraging new activities leads also through integrated programmes. Regional policy realisation in the CEECs depends on the institutional framework created in the dependence of the habits applied by the past political regime of the relevant country. The basic issue for the sustainable development of rural areas can be seen in diversification of agricultural activities, creation of small firms and development of tourism together with sustaining the countryside specifics.

The Austrian government is extremely sceptical about the accession negotiations which are conducted by the European Commission on behalf of the European Union with Turkey and calls for the negotiation process to end. Serious reservations of Vienna have been raised by the current political situation in Turkey under the rule of President Recep Tayyip Erdogan, as well as by the standards of democracy in Turkey, which differ greatly from European standards. Serious deficiencies in rule of law, freedom of speech and independence of the judiciary, confirmed in the latest European Commission report on Turkey, do not justify, from Vienna’s point of view, the continuation of talks with Ankara on EU membership. In fact, Austria’s scepticism about the European perspective for Turkey has a longer tradition. This was marked previously in 2005 when the accession negotiations began. Until now, Austria’s position has not had enough clout within the European arena. Pragmatic cooperation with Turkey as a strategic partner of the EU, both in the context of the migration crisis and security policy, proved to be a key factor. The question is whether Austria, which took over the EU presidency from 1.7.2018, will be able to more strongly accentuate its reservations about Turkey and even build an alliance of Member States strong enough to block Turkey’s accession process.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

Mexico and the European Union signed a new Political and Economic Association Agreement in December 1997 and ultimately a free-trade agreement in March 2000, aiming to establish a new model of relations with a more dynamic trade and investment component. This article analyzes the 1997 agreement as background to the final accord. Economic and political changes in the 1990s modified both parties’ participation in the international political economy, helping to overcome some of the structural obstacles to the relationship. The policy toward Latin America adopted by the EU in 1994 was influential. The negotiation process revealed divergences over the scope of the liberalization process and the so-called democracy clause.

Turkey’s membership process to the European Union has been a ‘long, narrow and uphill road’, as former Turkish Prime Minister, and later President, Turgut Özal once stated. This study analyses the representation of the European Union–Turkey negotiation process in the Turkish newspapers Cumhuriyet and Hürriyet from 1959 to 2019 with the aim of understanding the changing meaning of ‘Europe’ and the ‘European Union’ in Turkish news discourse. There is comprehensive literature on the representation of Turkey’s membership process in the European press. This article aims to contribute to the field by assessing the representation of the same process from a different angle. For this purpose, Cumhuriyet and Hürriyet newspapers’ front page coverage of selected 10 key dates in the European Union–Turkey relations is analysed through critical discourse analysis.
