In this paper I examine the analyses of the decline of interpersonal and institutional trust. I claim that, even though different explanations are partially on point, they still fail to clarify the existing problem and propose an adequate solution. In the last part of the paper I outline one possible solution for increasing the levels of public trust - implementing various elements of deliberative education within the existing educational institutions. In the end, I try to defend the conclusion that deliberative education is a necessary step toward raising the levels of institutional and interpersonal trust, and that, if so, this represents an argument in favor of the general applicability of deliberative democracy.

Purpose This paper aims to answer a major challenge in the success of electronic government (e-government) implementation, viz., public participation via continual use intention and electronic word-of-mouth (eWoM). This study tries to provide some control by examining the impact of e-government quality on public trust and with continual use intention and eWoM. This study adopts the eminent information systems (IS) success model and expands the trust dimension into a multi-dimensional trust. Design/methodology/approach Data were collected using questionnaires distributed among e-government service users in Indonesia. In total, 293 respondents were analysed using structural equation modelling (SEM). Findings Of the three IS success factors, namely, systems quality, information quality and service quality, the former two are found to have significant correlation with trust. Dispositional trust has a substantial relationship with institutional trust and interpersonal trust, whereas institutional trust has a significant correlation with interpersonal trust. Institutional trust exhibits direct relationship with continual use intention and eWoM, whereas interpersonal trust has a significantly correlation with only continual use intention. Research limitations/implications This study suggests that it is plausible that user satisfaction could act as an intermediary between service quality and trust or between service quality and continual use intention. Thus, further research studies to examine satisfaction factor and its correlation with public acceptance are encouraged. Practical implications Government agencies should focus on information quality and systems quality which have a significant relation with trust development. These should be more thorough and meticulous to provide complete, secure and easy-to-use e-government information. These should also facilitate eWoM because it plays an important role in disseminating e-government (services). Originality/value This research provides a deeper and more accurate grasp on how public participation of e-government can be improved via trust.

Recent political theory in the area of deliberative democracy has placed listening at the normative core of meaningfully democratic deliberation. Empirical research in this area, however, has struggled to capture democratic listening in a normatively relevant way. This paper presents a new, theoretically informed instrument for measuring and assessing listening in deliberation. Here, I tackle the observational challenge of measuring the act of listening itself, as opposed to either the preconditions or outcomes of listening. Reviewing existing measures, I show that each, in isolation, fails to capture the most democratically meaningful aspects of listening. The paper argues, however, that existing and novel measures can be usefully combined to allow researchers to capture different degrees of democratic listening. Using Rawls’s concept of “lexical priority,” I aggregate relevant components of listening into a normatively significant lexical scale. The paper describes this novel measurement and highlights how it can be used in empirical research on democratic deliberation.

The purpose of the empirical research described in the article was to study the range of judgments that characterize the social perception of the student youth of Internet news memes with political overtones. The research method was a focus group interview using the Microsoft Teams platform. The four groups included 28 undergraduate students of higher educational institutions of St. Petersburg. The results of the study characterize the attitude of students to attempts to impose political overtones on Internet news memes, reflect their opinions about the mistakes made by the authors, contain arguments about the reasons for the anonymity of the authors of memes, describe the range of views on the problem of the responsibility of the authors of memes for violations of laws. In addition, students ' perceptions about changes in Internet memes, in particular, news memes, in the future were revealed.

In the conditions of fragility of building interethnic relations, turning to the problem of developing interpersonal relations in mono-cultural and multi-cultural teams of employees of an enterprise in the period of reorganization is extremely relevant. The article presents the results of the empirical research conducted by the authors, the conclusions were made after processing data using mathematical statistics methods. The analysis of theobtained empirical data shows that in the period of reorganization the factor of cross-cultural composition of the employees teams under study actively manifests itself in interpersonal relations. Differences were found in the level of certain characteristics of employees in different types of ethnic environments. In general, more statistically significant connections between personal and behavioral characteristics were found in the sample of employees in a multi-ethnic environment compared to the employeesin a mono-ethnic environment. The development of interpersonal interaction in a team of employees in a multi-ethnic environment in the period of reorganization should be based on the development of the most significant characteristics of their personalityand behavior: positive ethnic identity, empathy, interpersonal trust and skills and abilities of building interpersonal interaction.

Public trust in science is eroding because of a number of conflicts. In the sphere of climate science and of nutrition science, a basic methodological difference between scientists has escalated into what can be called wars. These wars are the result of influences such as personalities of leading scientists and powerful commercial and political interests. The wars have escalated to such an extent that leading scientists are being threatened with legal action and disciplinary procedures for advocating divergent views. These legal processes are not primarily about the procedural aspects of their actions, but are couched as being ‘about the science’. This means that legal processes are being used to ‘settle’ the science – something that the law has never been required to do. This new role for law has implications for legal education and requires that lawyers become more capable to understand empirical research.

Political liberalism, conceived of as a response to the diversity of conceptions of the good in multicultural societies, aims to put forward a proposal for how to organize political institutions that is acceptable to a wide range of citizens. It does so by remaining neutral between reasonable conceptions of the good while giving all citizens a fair opportunity to access the offices and positions which enable them to pursue their own conception of the good. Public educational institutions are at the center of the state’s attempt to foster both of these commitments. I argue that recent empirical research on the role that non-cognitive dispositions (such as assertiveness) play in enabling students to have access to two important primary goods – opportunities for higher education and desirable jobs – creates a distinctive challenge for a liberal egalitarian education in remaining neutral with respect to conceptions of the good while promoting equal opportunity.

The expansion of the Internet and the sudden popularity of Web 2.0 applications, such as blogs, YouTube, Twitter, and Facebook, raise important questions about the extent and consequences of homophilous sorting in online political discussions. In particular, there is growing concern that Internet users' ability to filter out alternative points of view will lead political discourse to become more polarized and fragmented along ideological lines. The decline of deliberative democracy and the breakdown of America's system of representative government, the story goes, will be the inevitable causalities of political discussions moving from in-person to online. Unfortunately, the empirical research in fields such as mass communication, political science, and sociology provides no hard and fast conclusions about the amount of online homophily in political discussions. This article details this conflicted body of research and points to some areas where future research may provide more insight into the intersection of online politics and homophilous sorting.

Abstract The purpose of this research is to study the influence of the level of public trust in various social institutions and structures on shaping tax culture. The authors identify three components of tax culture, namely, tax morality, tax literacy, and tax behavior. Institutional trust as the main component of a tax paying culture has a strong impact on tax morality. The groups with a high level of institutional trust have only about a third as many tax deviations as the groups with a low level of institutional trust. Over the past decade, Russia has seen a gradual increase in trust, which contributes to strengthening tax morality and raising the level of tax culture in the population. This is manifested in increased tax collection and reduced tax arrears. Nevertheless, tax opportunism still persists in Russian society. Almost a third of citizens do not consider themselves obliged to pay taxes and are tolerant of tax deviations. This fact may serve as a factor in the reproduction of deviant forms of taxpayer behavior, together with a low level of tax literacy in the population.

Deliberative democracy has been the main game in contemporary political theory for two decades and has grown enormously in size and importance in political science and many other disciplines, and in political practice. The Oxford Handbook of Deliberative Democracy takes stock of deliberative democracy as a research field, as well as exploring and creating links with multiple disciplines and policy practice around the globe. It provides a concise history of deliberative ideals in political thought while also discussing their philosophical origins. It locates deliberation in a political system with different spaces, publics, and venues, including parliament and courts but also governance networks, protests, mini-publics, old and new media, and everyday talk. It documents the intersections of deliberative ideals with contemporary political theory, involving epistemology, representation, constitutionalism, justice, and multiculturalism. It explores the intersections of deliberative democracy with major research fields in the social sciences and law, including social and rational choice theory, communications, psychology, sociology, international relations, framing approaches, policy analysis, planning, democratization, and methodology.
