There are many proofs confirming the importance of sustainable development for Montenegro. Shared international challenges, global economic crisis, and, particularly, the country?s natural characteristics emphasize that sustainable development is the only way ahead. In 2002 Montenegro formed the National Council for Sustainable Development; in 2005 the Office for Sustainable Development was established, and the National Strategy of Sustainable Development was adopted in 2007. With these developments, Montenegro created the most advanced institutional basis for sustainable development in its region. After carefully observing the functioning of national sustainable development institutions, however, the Office for Sustainable Development embarked upon the process of their reform in 2008. As a result, the Council was fundamentally reformed, having its membership downsized and composition transformed. Two Annual Reports on the Implementation of the Sustainable Development Strategy have been completed and the process of defining sustainable development indicators commenced in co-operation with the United Nations. This paper critically examines the evolution of the set-up of the Montenegrin sustainable development system, presents the advantages and disadvantages of the government-anchored Council. Based on the lessons learnt, it presents recommendations for policy makers on promoting and enforcing sustainable development. The paper argues that only by effectively co-ordinating all segments of society and ensuring genuine participation of outside-government stakeholders, the countries can ensure that sustainable development principles are incorporated in national and local policies. The independence and pro-activeness in approach of sustainable development institutions is essential in ensuring the supremacy of sustainable practices in decision-making. Considering the similarities in historic, economic and social developments of the former socialist countries, the recommendations put forward by this paper could be of particularly relevance for the countries of Southeast, Central, and Eastern Europe. The findings of this paper could also contribute to the wider debate on sustainable development institutional models.

In recent years, the tribal tourism activities with the theme of aboriginal culture and ecology have been loved by the people of Taiwan, so the issue of sustainable development has been attached great importance. This paper analyzes the empirical research literature on the development of aboriginal cultural tourism and eco-tourism by means of literature review, and summarizes the framework of sustainable development of tribal tourism. After analysis, this study are finds that: 1. The government plays an important role in the process of sustainable development of tribes. 2. The positive impact of tourism development on the economy, society and environment is higher than the negative impact. Based on the above findings, this study puts forward specific suggestions for the sustainable development of tribal tourism in the future.

Исследованы вопросы создания и развития стратегических конкурентных преимуществ компании, а также использования их для обеспечения устойчивого развития компании в рыночной среде. Изложены научно-теоретические основы разработки стратегии развития, обеспечивающие устойчивое развитие компании в условиях конкуренции. Показано, что основной функцией стратегического управления компанией является создание и сохранение ее конкурентных преимуществ. По результатам обобщения существующих мнений ученых-экономистов на основе системного подхода предложена концепция определения сущности стратегий. На основе методов системного анализа и ситуационного управления установлено, что основные предпосылки успеха компании зависят от того, насколько оперативно компания приспосабливается к изменению окружающей экономической и социально-политической среде. Проанализированы основные подходы к разработке стратегии развития компании, определены и охарактеризованы их преимущества и недостатки. Приведены основные результаты исследования инструментов, которые используются при формировании и развитии конкурентных преимуществ компании. Изучены и раскрыты инструменты дифференциации материальных товаров, производимые и реализуемые компанией, и дифференциации оказываемых услуг компанией, а также инструментов дифференцирования персонала, имиджа компании и дифференцирования издержек. Сформулированы рекомендации к выбору подходов и созданию ценности за счет улучшения имиджа компании и выпускаемых товаров. Результаты исследования могут быть полезными для использования на практике, для создания и развития устойчивых конкурентных преимуществ компании с целью обеспечения ее устойчивого развития. Issues of creation and development of strategic competitive advantages and their use to ensure sustainable development of the company in the market environment are investigated. The scientific and theoretical foundations for the development of a development strategy that ensure the sustainable development of a company in a competitive environment are stated. It is shown that the main function of the company's strategic management is to create and maintain its competitive advantages. Based on the results of generalizing the existing opinions of economists on the basis of a systematic approach, a concept for determining the essence of strategies is proposed. Based on the methods of system analysis and situational management, it has been established that the main prerequisites for the company's success depend on how quickly it adapts to changes in the surrounding economic, socio-political environment. The main approaches to the development of the company's development strategy are analyzed, their advantages and disadvantages are identified and characterized. The main results of the study of the tools that are used in the formation and development of the company's competitive advantages are presented. The essence of the tools for differentiating material goods produced and sold by the company, and differentiating the services provided by the company, as well as tools for differentiating personnel, the company's image and differentiating costs, have been studied and disclosed. Recommendations are formulated for the choice of approaches to creating value by improving the image of the company and its products. The research results can be useful and used in practice to create and develop sustainable competitive advantages of the company in order to ensure its sustainable development.

Water resources constraints of Chinas future sustainable development have been the most important strategic issue, so China's sustainable development strategy must be built on the basis of a clear strategy for water resources. Chinese government has begun to pay attention to the comprehensive management of water resources, especially to improve the efficiency of water use and the control of water pollution as an important and urgent task. Rivers flowing through cities are subject to serious water pollution, some even affect the drinking water which is directly related to the sustainable development of urban society and economy and people's quality of life. Urban water pollution has become an urgent problem, the Government is also aware of the urgency of water pollution, the need to develop a pollution control plan, but progress is not satisfactory.

Abstract The aim of our study is to compare Visegrad countries and the other EU member states regarding sustainable development, based on the system of Sustainable Development Indicators of the European Union. We provide a brief overview of almost two decades of elaborating the Sustainable Development Strategy of the Community, review the structure and the main elements of the strategic document, and – using the method of cluster analyses – we group the member states comparing them on the basis of specific headline indicators. Our goal was not a deep investigation, but a compact, thought-provoking analysis; this is the reason why we concentrated on the main indicators. As a result of the analysis, our hypothesis seems to be confirmed: the EU-15 countries and the rest of the member states belong to different clusters, which means that there are significant inequalities, especially from the economic and social aspects of sustainability.

Chung Hsing New Village was built up to ease administrative issues and air defense relocate scheme by the government in 1956. It covers up to 252 hectares by national land and aims to in charge of the essential works of counties, cities and towns of the province. Furthermore, it was the pioneer of urban planning concerned with the development, design of land use and the built environment in Taiwan. Chung Hsing New Village took the case study from Ebenezer Howard's Garden City, included connecting the suburbanization development with compact layouts, low-density development with good public spaces and emphasis on neighborhood unit in the thoughts, to create a functional working environment and public facility as a model of town planning in Taiwan. However, due to the downsizing of the Taiwan provincial government in 1998, most administrative workers were laid off, and yet, the Jiji earthquake damaged lots of buildings in 1999. Despite this, the remarkable value of culture and advanced concept of town planning made Chung Hsing New Village had been listed as cultural landscapes preservation since 12th April 2011, but compare to the other countries’ regulation of cultural landscapes and sustainable environmental preservation framework, the authorities failed to act and lack of big picture caused severe problems like abandoned and ruined, etc. To sum up, this research aims to explore the core value of Chung Hsing New Village environmentally sustainable, follow up with literature review, field investigate and in-depth interview with experts to construct Chung Hsing New Village cultural landscapes. The sustainable development indicators and the weight analysis of analytic hierarchy Process (AHP). Comparing the two results, it demonstrates the value of sustainable development indicators and contributes to the following cohort study of Chung Hsing New Village.

The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.

As an “international aquatic ecosystem” in Northern Iran, the Anzali wetland is a nursery for fish and a breeding and wintering area for a wide variety of waterfowl. The wetland is threatened by human activities (deforestation, hunting, tourism, and urbanization), leading to habitat destruction, eutrophication, and sediment accumulation. To stop the degradation and to set up effective protection and restoration in line with the Sustainable Development Goals, scientific insights must be integrated into a practical framework for evidence-based support for policymakers and managers of the Anzali wetland. In this study, the Drivers–Pressure–State–Impact–Response (DPSIR) framework is used as a suitable tool to link human pressures and state changes to derive an overview of the potential impacts. Population growth, intensive agriculture, increased urbanization, and industrialization are the major driving forces that have led to a complex cascade of state changes. For instance, during recent years, water quality deterioration, habitat degradation, and the overgrowth of invasive species in the Anzali wetland watershed have caused negative socio-economic and human health impacts. Integrated and innovative monitoring programs combined with socio-environmental modeling techniques are needed for a more evidence-based management approach as part of a multiresponse strategy for the sustainable development of the wetland system. In this respect, there is a critical gap in useful information concerning biological composition and innovative monitoring methods. Moreover, the relation of biota with human activity and environmental conditions needs to be better quantified. Therefore, ecological modeling techniques based on machine learning and statistics were reviewed for their advantages and disadvantages. The overview of approaches presented here can serve as the basis for scientists, practitioners, and decision-makers to develop and implement evidence-based management programs for the Anzali wetland.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.
