The article is devoted to the actual issue – institutional analysis of initiative budgeting and territorial public selfgovernment, as well as the possibility of their integration. Over the past few years, a system of civil participation in budget decisions has been built in Russia, the regulatory framework of practices has been created, thousands of employees of state and local government bodies have been trained, project centers have appeared for ensuring development of initiative budgeting. Citizen participation in budget decisions can significantly accelerate the development of the lower level of local government. Initiative budgeting is an innovative instrument of public finance and at the same time a social technology allowing for the real involvement of citizens in the issues of state and municipal governance. Initiative budgeting development programs make it possible to transfer financing of projects aimed at solving local issues with the participation of citizens onto a systemic basis. The results and materials of this study can serve a foundation for theoretical understanding of the institutional development of public finances at the regional and local levels. At the same time, this practical area that was intensively developing in recent years requires deep institutional analysis.

The chapter reflects upon the money–politics nexus in the Indian Parliament and parliamentary/electoral politics. It focuses attention on issues of corruption and on the effects of money on garnering resources for influence: election expenses, asset accumulation, and spending of MP Local Area Development Scheme (MPLADS). The chapter assesses how money is seen and spent, on and by women MPs. The concern here is to examine how money plays a part in the gendered life of Parliament. While corruption in an important issue for accountability, the chapter shows how it is constructed in gendered ways. While women garner fewer monetary resources than men, they are not particularly less corrupt, or more sensitive to the demands of their constituencies. At the same time, public commentary on women’s role as members of Parliament is particularly harsh and intolerant of their shortcomings—perhaps because women are burdened with expectations of care in the way that male politicians are not.

The pattern of development in the city of Bengkulu is directed at building tourism and its development. This is because most of the city of Bengkulu is in the coastal region of the Indonesian Ocean. The potential of tourist areas in the city of Bengkulu is very large, especially for the development of tourism based on sea and fisheries. The Bengkulu City Government has established coastal area development programs, one of which is in Bengkulu Market Fisheries Village. Facilities and infrastructure supporting coastal tourism have been sought by the Bengkulu City government such as the construction of tourist area entrances, shelters, parking lots and other supporting facilities. Other support is to mobilize the community to sell Bengkulu special culinary and other sea culinary, so that the development of fisherman villages as tourist areas can be achieved.

The rural development should be encouraged to reduce inequalities in urban and rural areas, including through the program of agropolitan area development. The government of Bandung District has compiled the Masterplan of Agropolitan Ciwidey in 2007, implemented in 2008-2012, and evaluated in 2013-2016. This study aims to find out the performance of the Ciwidey’s agropolitan development programs and activities. The study was conducted using logic models analysis that describes the input, output, outcome, and impact on a diagram and then described using causality description. The findings address that the development program of Ciwidey agropolitan has the positive impacts for physical and social characteristics, while it has adverse effects for economic characteristics. This study recommends that the robust support from the institutional of agribusiness activity is needed to develop an agropolitan area.
