After the North Atlantic Treaty. The North Atlantic treaty, with its incorporation of the principle that attack on any one of the signatory powers will be considered an attack on all, has done more than any previous measure to strengthen the morale of Western Europe. No longer need any of the participating European countries, whether big or small, be afraid that it might be left alone in the hour of attack. Against that hour, if it should have to come, all will prepare in common.On the other hand, it is obvious that this firm expression of the “will to defend” has gravely accentuated the dividing line between East and West. More definitely than ever, outside of the two World Wars, Europe has now realigned herself in two antagonistic camps, both heavily armed. This fact will receive further emphasis in the process of implementing the treaty. Each one of the many particular measures that will now be taken to organize and strengthen the common defense, and the concomitant increase in expenditures for armament—much more noticeable in democracies with their public discussion of all military and budgetary issues than in the silent realms of dictatorial censorship—will have the effect of a showing of teeth and rattling of sabers.

Mankind's relationships with animals consist mainly of preying on them or selecting and controlling useful traits through domestication. The tradition of manipulating populations to conserve animals is ancient. Old laws in western Europe restricted hunting to the upper classes, and regulations have governed the killing of mammals and birds for food. Inhabitants of Britain's remote St Kilda Island, for example, lived off sea birds for 150 years, taking into account the breeding requirements and reproductive potential of several species. Marine birds provide good examples of how different patterns of animal exploitation and conservation have become established. The utilization of one such bird the Common Eider Somateria mollissima demonstrates a rare mutual dependence between man and animal.

Abstract We analyze measurements of bottom currents and thermohaline properties of water north of the Vema Channel with the goal to find pathway continuations of Antarctic Bottom Water flow from the Vema Channel into the Brazil Basin. The analysis is based on CTD/LADCP casts north of the Vema Channel. The flow in the deep Vema Channel consists of two branches. The deepest current flows along the bottom in the center of the channel and the other branch flows above the western wall of the channel. We found two smaller channels of the northern continuation of the deeper bottom flow. These flows become weak and almost disappear at a latitude of 25°30’S. The upper current flows at a depth of 4100-4200 m along the continental slope. We traced this current up to 24°S over a distance exceeding 250 km. This branch transports bottom water that eventually fills the deep basins of the North Atlantic.

Abstract The response of an atmosphere–ocean general circulation model (AOGCM) to perturbations of freshwater fluxes across the sea surface in the North Atlantic and Southern Ocean is investigated. The purpose of this study is to investigate aspects of the so-called bipolar seesaw where one hemisphere warms and the other cools and vice versa due to changes in the ocean meridional overturning. The experimental design is idealized where 1 Sv (1 Sv ≡ 106 m3 s−1) of freshwater is added to the ocean surface for 100 model years and then removed. In one case, the freshwater perturbation is located in the Atlantic Ocean from 50° to 70°N. In the second case, it is located south of 60°S in the Southern Ocean. In the case where the North Atlantic surface waters are freshened, the Atlantic thermohaline circulation (THC) and associated northward oceanic heat transport weaken. In the Antarctic surface freshening case, the Atlantic THC is mainly unchanged with a slight weakening toward the end of the integration. This weakening is associated with the spreading of the fresh sea surface anomaly from the Southern Ocean into the rest of the World Ocean. There are two mechanisms that may be responsible for such weakening of the Atlantic THC. First is that the sea surface salinity (SSS) contrast between the North Atlantic and North Pacific is reduced. And, second, when freshwater from the Southern Ocean reaches the high latitudes of the North Atlantic Ocean, it hinders the sinking of the surface waters, leading to the weakening of the THC. The spreading of the fresh SSS anomaly from the Southern Ocean into the surface waters worldwide was not seen in earlier experiments. Given the geography and climatology of the Southern Hemisphere where the climatological surface winds push the surface waters northward away from the Antarctic continent, it seems likely that the spreading of the fresh surface water anomaly could occur in the real world. A remarkable symmetry between the two freshwater perturbation experiments in the surface air temperature (SAT) response can be seen. In both cases, the hemisphere with the freshwater perturbation cools, while the opposite hemisphere warms slightly. In the zonally averaged SAT figures, both the magnitude and the pattern of the anomalies look similar between the two cases. The oceanic response, on the other hand, is very different for the two freshwater cases, as noted above for the spreading of the SSS anomaly and the associated THC response. If the differences between the atmospheric and oceanic responses apply to the real world, then the interpretation of paleodata may need to be revisited. To arrive at a correct interpretation, it matters whether or not the evidence is mainly of atmospheric or oceanic origin. Also, given the sensitivity of the results to the exact details of the freshwater perturbation locations, especially in the Southern Hemisphere, a more realistic scenario must be constructed to explore these questions.

Abstract The variation in shelled marine gastropod morphology across small spatial scales can reflect restricted population connectivity, resulting in evolution or plastic responses to environmental heterogeneity. The common whelk, Buccinum undatum, is a subtidal gastropod, ubiquitous in the North Atlantic, that exhibits considerable spatial variation in shell morphology and colour. Given that species delimitation in shelled marine gastropods is often based on shell characteristics, such morphological variation can lead to taxonomic confusion. Phylogeographical analysis based on mitochondrial DNA and microsatellites suggested cryptic species composed of Western and Eastern North Atlantic common whelk populations, the separation of which dates to the onset of the Pleistocene glaciation ~2.1 Mya. Divergence within the Eastern North Atlantic is more recent and characterized by isolation by distance. In the present study, phenotypic variation in shell morphology across the North Atlantic range is analysed and compared with molecular divergence. The morphological variation of B. undatum populations reflected the pattern observed for the molecular markers only for certain comparisons of populations and might, in other cases, reflect larger constraints on the morphological variation and, possibly, the impact of environmental influences.

The problem in judging M. Servan-Schreiber's message is that he reaches some sound conclusions on the basis of dubious premises, from which he derives recommendations which could be disastrous.There may be some satisfaction in seeing a Frenchman concerned with le défi, russe instead of le défi américain, but his interpretation of one is as crude as was his interpretation of the other. The shock of revelation that there are common interests of the Atlantic countries in economic as well as strategic matters is understandably more startling to a Frenchman than to others. It was all set out in 1949 in Article 2 of the North Atlantic Treaty and was restated eloquently in 1973 by Mr. Kissinger. But last spring European leaders were included to see the latter as a self-interested plea from a weak United States to a prosperous Europe. The North American countries were reminded that their role in Europe was simply to defend it on request.

The history of political-economic thought has been built up over the centuries with a uniform focus on European and North American thinkers. Intellectuals beyond the North Atlantic have been largely understood as the passive recipients of already formed economic categories and arguments. This view has often been accepted not only by scholars and observers in Europe but also in many other places such as Russia, India, China, Japan, and the Ottoman Empire. In this regard, the articles included in this collection explicitly differentiate from this diffusionist approach (“born in Western Europe, then flowed everywhere else”).

A new species of Ophlitaspongia (Porifera: Microcionidae) from wave-exposed sublittoral rock in the north-east Atlantic is described and compared to the two other species recorded from the genus in the north-east Atlantic. The species known as Ophlitaspongia seriata is considered to be a junior synonym of Halichondria panicea. Consequently, the name O. papilla has been reinstated. The other recorded species O. basifixa, is from deep water. Ophlitaspongia basifixa has characters which differentiate it from Ophlitaspongia sp. nov. The genus Ophlitaspongia has been separated from related genera and reinstated for species in the North Atlantic.

It is just over a year since General Eisenhower exchanged the academic robes he had donned so shortly before for the uniform with which his name and fame were more closely related. This time, despite the ”US” on his lapels, he became, as he has said, only ”one-twelfth” American. The eleven-twelfths he dedicated to the other nations of the North Atlantic Treaty Organization. To that body, and its goal of European cooperation for defense against aggression, he has devoted a full measure of his time and energy.

During October and November, 1950, press reports indicated that the Allied High Commission for Germany was primarily concerned with the implementation of the three-power agreement on Germany reached in New York on September 19, 1950. Although all of the proposals relating to the creation of mobile police formations and the integration of German forces into those of western Europe were stalled pending agreement between the members of the North Atlantic Council as to the nature and size of such German forces, reports indicated that consideration of various proposals to amend the occupation statute were going forward. While no details were revealed, the Chancellor of western Germany (Adenauer) indicated that one suggestion had been that the easing of allied industrial, economic and political controls would be conditioned upon the acceptance by the Bonn government of prewar German debts and a willingness to share strategic war materials. Other reports indicated that the amended occupation statute would terminate controls over German use of funds, food and other supplies, permit the lapsing of powers enforcing decartelization once existing orders had been carried through and adequate legislation enacted, and would abandon the review of all laws or directives while reserving emergency power to annul any believed inconsistent with previous policy.
