An Early Diplomatic Controversy between the United States and Brazil

It was two years after the United States formally declared for the recognition of the new Latin-American states and after several Spanish-American states had been recognized before the question of recognizing Brazil arose. When, in April, 1824, Rebello presented himself in Washington as the Brazilian chargé, a difference of opinion arose in Monroe’s cabinet, because Brazil was a monarchy, while all of the other American governments were republics, and some hoped that monarchy might have no foothold on the continent. Others, however, advocated the recognition of Brazil the more strongly because it was a monarchy in order to show the world that it was the fact of independence which actuated the United States rather than the form of government.The opposition to recognition was strengthened by recent news of a formidable separatist movement in the north, with Pernambuco as a center, the purpose of which was to establish an independent republic under the name of the Federation of the Equator. This; raised a serious doubt whether the government at Rio de Janeiro were really in effective control. It was reported, too, that the assistance of French naval vessels had been accepted in order to repress the Pernambuco revolt. This conjured up the specter of the so-called Holy Alliance, for the exclusion of which from America Monroe’s famous message of the preceding December had declared. There was also a strong suspicion, supported by persistent rumors, that Dom Pedro (who had allowed himself to be made Emperor when in 1822 Brazilian independence from Portugal was declared, who had summoned a constituent assembly and then quarreled with it and finally forcibly dismissed it because it proved too liberal to suit his ideas of prerogative, and who had appointed a council that had drawn up a fairly liberal constitution in harmony with his wishes which he had not yet taken the oath to observe) really wished to restore Portuguese sovereignty and rule Brazil as a vassal of his father, the King of Portugal. About the middle of May, however, word came that in the preceding March the Emperor had taken the oath to the constitution of the independent Brazilian Empire. After Rebello had given assurances concerning the suppression of the slave trade and the observance of treaties that had been negotiated with Portugal, he was formally received by President Monroe as Brazilian chargé on May 26, 1824. He expressed his gratitude that “the Government of the United States has been the first to acknowledge the independence of Brazil.”

In the aftermath of the Cold War, many began to question the continuing efficacy, or at least call for reform, of collective security structures such as the North Atlantic Treaty Organization and the United Nations Security Council. Yet, North East Asia never enjoyed a formal, institutionalised collective security structure. As Russia and the United States recede and China emerges in North East Asia, this article questions whether now is the time to consider such an arrangement. Financially, Japan and South Korea are locked into a symbiotic relationship with China (as is the United States), while the government in Beijing continues to militarise and lay territorial and maritime claims to large areas of the region. Moreover, the regime in North Korea, with its new nuclear capabilities, remains unpredictable. Consequently, central components to the question of collective security in North East Asia are the equally vexing questions of what to do about North Korea and whether a new formalised security arrangement would include or exclude the People's Republic of China.

The global debt problem influences the foreign-policy capabilities of the United States through its impact on the government's “linkage strategies” in foreign affairs. In some circumstances policy makers are forced to make connections between different policy instruments or issues that might not otherwise have been felt necessary; in others, opportunities for connections are created that might not otherwise have been felt possible. The Polish debt crisis of 1981–82, the Latin American debt crisis of 1982–83, and the IMF quota increase in 1983 are suggestive in this regard. Linkage strategies bred by the debt issue are more apt to be successful when the interest shared by the United States with other countries in avoiding default is reinforced by other shared economic or political interests. They will also be more successful to the extent that the government can supplement its own power resources by relating bank decisions to foreign-policy considerations. Power in such situations, however, is a wasting asset, even when employed indirectly through the intermediation of the IMF.

Ecuador’s research output relative to other Latin American countries has been low historically; however, over the last 10 years, the government has put various policies in place to help remedy this situation. This is an analysis of Ecuadorian research productivity from 2006 to 2015. The scientific productivity of Ecuador has increased 5.16 times over the past years, exceeding Latin American growth. Over 80% of Ecuadorian publications include international collaboration mainly with the United States and some European and Latin American countries.

This chapter explores how the United States' return to the empire trap played out, starting with Franklin Roosevelt in Mexico through Eisenhower in Guatemala and faraway Iran. Under Franklin Roosevelt, the United States began to provide foreign aid (in the form of grants and loans) and rolled out perhaps the first case of modern covert action against the government of Cuba. Both tools were perfected during the Second World War, which saw the creation of entire agencies of government dedicated to providing official transfers and covertly manipulating the affairs of foreign states. In addition, the development of sophisticated trade controls allowed targeted action against the exports of other nations. For example, after 1948 the United States could attempt to influence certain Latin American governments by granting or withholding quotas for sugar.

The United States looms large in the Latin American literary imagination. From Domingo Sarmiento and José Martí in the nineteenth century to Octavio Paz and Alberto Fuguet in the twentieth and early twenty-first centuries, many Latin American writers have depicted the United States in their writings and pondered the cultural and historical significance of their powerful neighbor to the north. But perhaps no Latin American writer has had as close—and complicated—a relationship with the United States as Carlos Fuentes. Fuentes was a fierce critic of American culture and United States foreign policy; at the same time, there was much that he admired about the United States, and it was clear that he was eager to have his voice heard here.

Given the essentially cultural connotations of the notion of ‘Latin race’, education was widely perceived as a key tool for bringing about a process of national and regional regeneration. ‘The problem of the race’ was closely linked to ‘the problem of education’. What characterised the debate on education in all three countries was a deep concern with the need for a regeneration of the national character. This chapter explores the debates around Latin and Anglo-Saxon education models and the ways in which major contemporary theories of education were incorporated. Intellectual exchanges with the Spanish ‘regeneracionistas’ were key in the case of the pedagogical strand of Krausismo in the River Plate and especially in Uruguay. What approach to education best suited the Spanish American nations? Was ‘Latin’ education the best model to adopt? The ‘spatial’ direction of these exchanges is in itself revealing of the different national tendencies: while the Chileans ostensibly and increasingly looked towards the United States, the River Plate was largely part of a revival of Krausismo through direct contact with a new generation of Spanish krausistas.

This article explains how Latin American governments responded to the Cuban revolution and how the “Cuban question” played out in the inter-American system in the first five years of Fidel Castro's regime, from 1959 to 1964, when the Organization of American States imposed sanctions against the island. Drawing on recently declassified sources from Argentina, Chile, Mexico, Uruguay, and the United States, the article complicates U.S.-centric accounts of the inter-American system. It also adds to our understanding of how the Cold War was perceived within the region. The article makes clear that U.S. policymakers were not the only ones who feared Castro's triumph, the prospect of greater Soviet intervention, and the Cuban missile crisis. By seeking to understand why local states opposed Castro's ascendance and what they wanted to do to counter his regime, the account here offers new insight into the Cuban revolution's international impact and allows us to evaluate U.S. influence in the region during key years of the Cold War.

Literature on U.S. influence in the Organization of American States reveals a marked diversity of views. Some authors consider that U.S. influence is absolute or very nearly so; others hold that it is relative; still others think it is minimal.In the nearly-absolute school, former Guatemalan President Arévalo (1961: 126) says that the United States “always wins” in the OAS. The Ecuadorian writer Benjamín Cardón (1965: 29) says that the OAS “receives orders and complies with them, with the appearance of discussion, and the appearance of votes that satisfy pro-forma the hypocritical quakerism of the masters.” This view might be summed up by a comment attributed to a Latin American delegate to one Inter-American Conference: “If the United States wanted to badly enough, it could have a resolution passed declaring two and two are five ” (New York Times, March 8, 1954).

Seldom has a literary device had such international political resonance as the famous Ariel-Caliban contraposition of José Enrique Rodó's essay. In the decades immediately following its publication in 1900 Ariel was an exceptionally valued credo for Spanish American youth, not only for its intrinsic grace, but also because it provided a timely answer to a widespread need. To a generation depressed by the frequently pessimistic conclusions of racist doctrines and an uneasy sense of inferiority, and irked by the admonitions of ninteenthcentury “Nordomaniacs,” Ariel offered in sonorous periods a set of values assumed to be peculiarly Latin and therefore the patrimony of Latin America. As Alberto Zum Felde says, “It was the longed-for reply of this weak backward America to the Titanic potentiality of the North: its self-justification, its compensation, its retaliation.” Luis Alberto Sánchez's generation must have derived, as he says he did, its primary image of the United States from Ariel. Arturo Torres-Ríoseco describes it as “the ethical gospel of the Spanish-speaking world.”
